NCM 219: Nursing Leadership and Management
Lesson 9: Resource Management

Overview Resource management is one of the core competencies and key


responsibilities of a nurse. The goal of nursing resource
management is to assure the acquisition, provision, and retention of
the adequate amount of competent nursing staff to meet the needs
of the patients both in the hospital and community settings. Aside
from managing human resources, nurses are also skilled in
managing physical resources as it is a valuable skill especially in
instances wherein the supply is scarce. Nurses also ascertain that
the management of resources are utilized for networking, linkage
building and referrals, and for effective delivery of health services.

Objectives At the end of the thirty minute report, the BSN 4D students will be
able to
a. Define resource management and its importance to nursing
practice;
b. discuss the relevance of resource management for
networking;
c. state the connection of resource management and linkage
building and referrals;
d. identify the need for resource management for the effective
delivery of health services;
e. define human resource management in a health care setting;
f. express the importance of human resource management in a
health care setting;
g. cite examples wherein human resource management is used
in health care; and
h. attain an understanding of the significance of nursing
management in the assurance of resources.

Content
I. Resource Management
● Resource management is the process of enhancing efficiency and guiding the
use of such project-critical resources as employees, equipment, and tools
(Coursera, 2023).
● In terms of nursing, it is the act of acquiring, providing, retaining, and maintaining
competent nursing staff and equipment in the right numbers in order to meet the
needs of the patients and the community (National Accreditation Board for
Hospitals & Healthcare Providers, 2019).
A. Relevance to Nursing
○ Assures even distribution of resources
○ Improves the utilization of nursing resources
○ Better nurse job satisfaction
○ Reduced turnover
○ Lower labor costs
II. Resource Management for networking, linkage building and referrals, and for
effective delivery of health services
A. Networking
○ The exchange of information or services among individuals, groups, or
institutions (Merriam-Webster, n.d.)
○ The action or process of interacting with others to exchange information
and develop professional or social contacts.
○ Nursing Activities:
i. Partnership and collaboration would improve health care activities
and fair distribution of resources
ii. Collaborate with GOs, NGOs and other socio- civic agencies to
improve health care services, support environment protection
policies and strategies, and safety and security mechanisms in the
community.
iii. Engage in advocacy activities to deal with health related concerns
and adopts policies that foster the growth and development of the
nursing profession.
B. Linkage building and referrals
○ The connection facilitated by a nurse between a service provider and a
client is defined as a linkage.
○ Therefore, linkage building is creating relationships between nurses and
service providers wherein one benefits from the other.
○ A referral is made when a health care or social service worker guides a
client to obtain services that will meet the client’s need for continuity of
care (International Labour Organization, 2014).
○ Clients are referred when they meet the ff. Criteria:
i. Client has unmet needs
ii. Services are unavailable or inaccessible at the facility
iii. Client requests for it
○ Nursing Activities:
i. Determine resources available for networking, linkage building, and
referral necessary for improving delivery of health services
ii. Select appropriate strategies for linkage building and referral
necessary to improve delivery of health services.
iii. Apply principles of partnership and collaboration to improve delivery
of health services.
1. Implementing partnerships that foster relationships through
shared interests, vision, and values can aid in the
coordination of resources to provide a more positive patient
experience and outcome.
2. The development of partnerships requires time and
acceptance of shared risks and responsibilities.

C. Effective delivery of health services
○ A health care delivery system describes all the services required to
maintain good health.
○ Service delivery is the part of a health system where patients receive the
treatment and supplies they are entitled to.
○ Effective delivery of health services happens when the client’s needs are
met with minimal disturbances and with available resources (Transparency
International Global Health, 2016).
○ Nursing Activities:
i. Identifies opportunities for improvement of systems or processes in
the delivery of health care services
ii. Ensures intra-agency, inter-agency, multidisciplinary and sectoral
collaboration in the delivery of health care.
iii. Implements a system of informatics to support the delivery of
healthcare.

III. Human Resource Management

● Human resource management is the process of acquiring and retaining the


organization's human resource.
● Acquisition of human resource includes human resource planning, recruitment,
selection and orientation
● Retention activities include performance appraisal, placement, training and
development, discipline and corrective counseling, compensation and benefit
administration, safety, and health.
