General information

Brief information on the project


More Income and Employment in Rural Areas (MIERA) programme aims at increasing income
and employment opportunities in rural areas of Malawi through private sector development
along promising value chains.
The project focuses on four main themes, which are:
1. Tourism
2. Trade
3. Agriculture
4. Environmentally friendly construction materials.

MIERA Phase II started on the 1st of February 2022 and will support innovative businesses
that benefit rural populations. The aim of the project is to strengthen existing businesses that
are innovative and have the potential to grow so that they can employ and generate income
for those living in rural areas. Since 2019 GIZ has been supporting the Malawian Government
to strengthen capacity within the tourism industry in terms of international tourism marketing.
Simultaneously, the Malawi tourism private sector must be supported to promote collaboration
and coordination between stakeholders to better represent the private sector in tourism at an
organizational level. MIERA II has been designed to provide direct support to innovative
businesses with a high potential to employ people and/or provide income to those living in rural
areas. Simultaneously, the tourism private sector requires support in re-organizing itself,

promoting collaboration and coordination between stakeholders to better represent the private
sector in Tourism.

Background of Malawi

Tourism provides numerous benefits and advantages to any host country including Malawi.
But the real importance of tourism comes from its nature and how it is defined & structured.
The tourism industry goes beyond attractive destinations, to being an important economic
growth contributor. Malawi is a developing nation and tourism is one of the sectors identified
by the government to contribute to the economic growth of the nation. In Malawi, tourism
impacts several industries directly and many more indirectly through tourism spending.
The MIERA (More Income and Employment in Rural Areas) project focuses on creating jobs
and employment in rural areas as the name implies. Tourism is one of the important sources
of employment generation and foreign exchange earnings for Malawi, as most of the tourism-
attracting products are found in rural areas.

Context

To commemorate the tourism month (September) the Department of Tourism (DoT) Mzuzu
requested GIZ MIERA Tourism Component to support financially with a few selected items on
their budget intended for a Tourism event on the 16th of September 2023. The event will
involve; exhibitions by MSMEs who have paid for stands and have an opportunity to exhibit
their products and services which will broaden their outreach and improve their businesses,
which is one of the indicators that MIERA is aiming to achieve. The aim is to effectively raise
awareness, foster tourism, and encourage sustainable green investments in Malawi, thereby
contributing to local economic growth. This is the first time such a tourism event has been
organized by the Department of Tourism in Mzuzu to commemorate the tourism month. This
also provides a unique platform for small business owners based in the northern region to
know and network with other business owners from other regions. The event is scheduled to
take place in Mzuzu on the 16th of September and it seeks to engage the public, highlighting
the significance of tourism.
Since 2016 MIERA Tourism component and the DoT have been collaborating in implementing
various tourism activities. The focus of the activities is on exploring ways to increase income
and employment in rural areas of Malawi through the development of the tourism value chain.
Over the years MIERA has been providing technical, financial, and advisory support to DoT.
This illustrates the depth and continuity of the collaboration between DoT and the GIZ - MIERA
Tourism component. Their shared commitment to promoting Malawi's tourism industry,
particularly in rural areas, showcases a longstanding partnership that has stood the test of
time. As a testament to this enduring alliance, MIERA's support for the tourism month
commemorations further underlines the dedication and mutual efforts to realize the potential
of tourism as a catalyst for growth and prosperity in Malawi.

About Tourism Month

World Tourism Month is a significant annual event dedicated to promoting and celebrating the
importance of tourism worldwide. It takes place throughout the entire month of September,
with various activities and events organized globally to highlight the positive impacts of tourism
on economies, cultures, and societies.
As part of World Tourism Month, a specific day called "World Tourism Day" is celebrated on
September 27th each year. This day serves as an opportunity for countries and organizations
to focus on specific themes and initiatives that further enhance tourism development,

sustainability, and awareness. The Department of Tourism (DoT) Mzuzu has scheduled the
commemorations to take place on September 16th in Mzuzu. This event in Mzuzu is likely to
be one of the highlight activities during World Tourism Month in Malawi.
The commemorations are expected to include a series of engaging events, such as cultural
performances, traditional displays, exhibitions showcasing the region's tourism potential, and
presentations on the significance of sustainable tourism practices.

GIZ shall hire the contractor for the anticipated contract term, from 11 September to 30
October.

The contractor shall provide the following work/service:

The Department of Tourism intends to have a 30-minute documentary which aims at


raising awareness on green tourism by showcasing best practices being implemented by
selected operators. To achieve this, the Department have requested an expert
videographer with the proper video recording equipment, including additional lighting gear,
microphones for interviews, and capturing images and videos for Day & Night. The
consultant who will provide his/her expertise and be responsible to conduct filmed
interviews with tourism experts, selected operators implementing green tourism projects
and the local communities during a stakeholder tour to Livingstonia (Nkhatabay), and
thereafter cover the events of the commemoration day held on the 16 September. The
Departments goal is to use this documentary as a means of promoting sustainable tourism
development by airing it on media houses will reach out to more people, decision makers
and aspiring investors in Tourism

Use of the flexible
In the case of a contract for work, the
requirements for the assignment of remuneration item

Calculate your financial bid exactly in line with the quantitative requirements of the
specification of inputs above. There is no contractual right to use up the full days/travel or
workshops or budgets. The number of days/travel/workshops and the budgets will be

contractually agreed as maximum amounts. The regulations on pricing are contained in the
price schedule.

3. Fixed lump sum price – contract for work

Since the contract to be concluded is a contract for work, the specification of inputs serves as
guidance only. We request that you provide us with a fixed lump sum price for your services
that includes an itemised breakdown of all the relevant costs (fees, travel costs, etc.). We
require this information for our internal calculations. The assessment of the financial bid is
based on the lump sum price tendered, which must be realistic for the services to be
rendered.

4. Requirements on the format of the tender

The CV submitted for each expert can have a maximum of four pages. The concept (if
required) should not exceed five pages. If one of the maximum page lengths is exceeded,
the content appearing after the cut-off point will not be included in the assessment. External
content (e.g. links to websites) will also not be considered. After the requested tasks have
been completed, there is the option of continuing or extending the essential elements of the
tasks within the framework of a follow-on assignment.
