Introduction
Technology has become an integral part of our daily lives in today's society.
We use technology to exchange information, clean our clothes, prepare our
meals, and travel from one location to another. In terms of the industry, we also
use technology to record the information about our customers, employees, etc.
And since technology is far superior to humans when it comes to computing,
storing information, and performing tasks that require incredible manual labor
and attention to detail, it can easily be accomplished with the assistance of a
technology.

Today, using computers is essential for doing business. They are used in
every aspect of a company's operations, such as product development,
marketing, bookkeeping, and management. Business owners must take the time
to choose the right computers, software, and peripherals for their organization.
Since the majority of work is now completed using computers or other
technology, the era of labor-intensive tasks like manually recording all employee
or customer data has passed. As a result, businesses must now adopt technology
if they want to stay competitive.
Statement of the Problem or Opportunity

The main reason for conducting or developing this Human Resource System is the falsification of attendance
records. In October of 2018, a prosecutor in Tennessee was charged with falsifying attendance records. According
to Jackson (AP, 2019), the prosecutor pleaded guilty and faced up to a year in prison.
Preventing fraud in attendance records is the distinctive feature that the research integrated into the human
resource system. Researchers chose a Bioprint or Fingerprint scanner, which records or scans the employee's
finger or thumb print. This is how the system works. When an employee enters his or her bioprint for record in the
company's database, he or she must scan his or her thumbprint for attendance so that he or she does not cheat
on it.

Khan Et Al.(2018) on Human Resource Management System. A
method for managing human resources is essential in all institutions.
It mostly focuses on those who are institutionalized. It is focused
with recruiting, inspiring, generating salaries, yearly reviews,
promotions, attendance control, and storing employee data.
Concerns over management and staff data are also present. Current
systems have the drawbacks of being time-consuming, expensive,
losing data, lacking time reporting, and requiring human
calculations.

Management Practice on Organizational Performance. The effect of
human resource management on the effectiveness of government
institutions is a topic covered in this study. In order to compete and
survive in the environment, government institutions continuously
work to improve their performance by reducing costs, updating
products and procedures, and raising quality. The study focuses on
a rapidly changing economic environment that is characterized by
trends like globalization, rising investor and consumer demands,
along with increasing product competition. The analysis of the
present study was conducted using quantitative research methods.

combining two lines of research—strategic human capital (SHC) and
strategic HRM—that have directly addressed human capital but have
treated it in different ways, the study attempts to advance
understanding of human capital inside organizations. We outline the
strategic HRM and SHC research streams, suggest possibilities for

According to Arman Bernard G. Santos Et al. (2021) on the study
regarding Attendance Monitoring System of Schools in the Philippines with
an Inclusion of Optimization Query Algorithm. The Researchers use a definite
solutions to check and monitor the students attendance with the use of
computerized seat plans with the information and images of the students.
Also, this study covered the use of the Optimization Query Algorithm to track
and detect students' punctuality as well as an investigation of the reasons
why they don't show up for class. Because it confirms one of the elements of
a student's academic and scholastic achievement, attendance patterns are
developed early in life. In order to achieve any level of the student's
academic development, regular attendance is an essential part of the
grading component. Active learning opportunities and attendance in class
are being missed by you. They are therefore more prone to fail, which usually
has an impact on their academic achievement.

ATTENDANCE MONITORING SYSTEM. A technology called a Web-

attendance during the school day. This project includes a terminal
for tapping student ID cards and a site that displays student profiles.
In addition to delivering announcements by SMS, a section has been
created to the portal for them. In addition, it provides a dashboard
with reports displayed in a graphical format for simple system
monitoring and an admin panel with complete wireless computing
capabilities.

According to Gomez A.J. Et al(2021) on the study of Faculty Attendance Monitoring System: An Improved
with Barcode Scanner. Their Institutions look for ways to support students in their academic endeavors.
Ensuring that the faculty regularly attends their classes is one approach to assure their academic
success. There is no denying the significance of the teachers showing up to class. Their presence in class
encourages students to show up, and students' presence in the classroom denotes a knowledge transfer
from the instructor to the students and vice versa. The Hel's have a unique system in place for keeping
track of instructor attendance. While some schools still utilize logbooks, others have switched to
computer-based systems like RFID, barcodes, and biometrics. Each attendance monitoring system has
benefits and drawbacks of its own. For starters, the biometric system primarily serves as a means of
identification and confirmation. In terms of accountability, efficiency, and profit, such a system provides
three benefits. Nevertheless, not all biometrics types are compatible with the system's verification
function. This study set out to design and create a barcode-based faculty attendance system for Capital
University using the System Development Life Cycle, particularly the Waterfall Model. The system's
creation was focused on enhancing the school's faculty attendance tracking, making it effective in terms
of time, recording, and coverage.

Villaroman, G. Et al (2018) in their study about The Use of Biometric Attendance Recording System
(BARS) and Its Impact on the Work Performance of Cabanatuan City Government Employees they talk
about the use of biometric in the people’s lives nowadays and its means of identifying and verifying of
an individual characteristics. This technology is used by Local Government Units (LGUs) to create a
more thorough approach for tracking staff attendance and how it may affect their performance. Based
on the respondents' self-reported ratings in the Individual Performance Commitment Review (IPCR),
the study evaluates the effect of the use of the Biometric Attendance Recording System (BARS) on the
work performance of Local Government Unit (LGU) personnel. Notably, the vast majority of
respondents thought that the adoption of BARS improved work performance. Findings showed that
respondents' performance had significantly improved.
