This field report is a summary of the performed work at TASAF in Mbogwe district
council which in Geita region as a part of the fulfillments of the Bachelor of science in
social protection program.
Chapter one, this chapter explain the historical background of TASAF on which the project
contribute toward poverty alleviation, as to empower the poor house hold and it also
include the full organisation structure of TASAF with it's several department in which it
operate and through this chapter reviewed the performance of social protection industry in
general.
Chapter two,comprise several work done with their lesson learnt and such tasks are like
arranging forms of individuals with disability, entry of data in exell for people treated with
excemption, resolving beneficiaries disputes while the lessons are like exemption treatment
saves life of many vulnerables, provision of identity card simplified payment excercise.
Chapter three,defines social assistance according to several scholars and try to explain their
views on how scholars term this social assistance. Also gives explanation on theories like
sociological theory which value more the society and also the incremental theory which
applies during changes of TASAF phases.
Chapter four,consist of the relationship of the issue learnt in the class such as several
theories and it's application in a real practical environment as experienced during the
practical training period. Also explain the knowledge gained during field practical training
such as the use of computers, also experience in resolving beneficiaries disputes and also
explain challenges faced during field training like electricity failure which was a repetitive
challenge.
chapter five, this chapter explain some of the success achieved by TASAF like alleviation
of poverty fome a certain extent, also has provided opportunities for student to be able to
intergrate theory with practice by cementing the the existed knowledge .it also gives the
recommendation on issues to be improved by TASAF as well as IFM for further
improvement as on TASAF it is required to improve computorized record keeping system.
Also some recommendation to IFM as some modules have to be given periorities.

CHAPTER ONE
INTRODUCTION
1.1 Introduction
This chapter covers the purpose or objective of the field work placement explain the
expected outcome for conducting field work which explain in details the overall purpose of
the field practical training, also this chapter explain an over view of fieldwork placement
which comprises the background of TASAF primary function in the district council,
organization structure review of the industry that the company is operating .and by
explanation it has further been explained as follows .
The overall process it involved performing several tasks which were assigned by the
weekly supervisor to be done and these tasks are registering the individuals with disability,
compiling the costs and total number of vulnerable who were treated with special
exemption. Also hearing and resolving disputes arisen from TASAFs beneficiaries
concerning their benefits. not only that but also attending PWP seminars.

1.3 Overview of Fieldwork Placement
The study was conducted at TASAF in GEITA region at Mbogwe district council under
the Community development department offices. Field practical training was started from
September to November, 2021. The main aim of conducting field work practical training
was to how the student can transform the theoretical learning that has been learnt in class
to the reality
The Government of the United Republic of Tanzania initiated the Tanzania Social Action
Fund (TASAF) through a credit from the World Bank. The project became effective in
November 2000 and it operated up to 2005. The overall objective of this project was to
contribute towards poverty alleviation through facilitating improvement in the delivery of
socio-economic services and providing cash income so as to improve the living conditions
of poor communities in targeted areas. TASAF has two main components: Community
Development Initiatives (CDI) and Public Works Program (PWP). But there are many
challenges which lead to its change into phase and among of challenge is social inclusion
and social exclusion.
TASAF Phase II
Tanzania had instituted a number of policies and strategies aimed at reducing poverty in
the country. And this started to operate from 2005 to 2013. Despite the efforts, poverty
remained rampant, particularly in rural and peri-urban areas. Poverty in Tanzania is
characterized by low income, falling life expectancy, poor social and economic
infrastructure and food insecurity. Accordingly, the main development challenge for the
government is widespread poverty which as per 2000/01 Household Budget survey,
indicated 19% of the population living below the food poverty line while 36% living below
the basic needs poverty line.
It is sometime known as the PSSN Project. The Government has put in place a number of
policies and strategies on poverty reduction. These include the National Strategy for
Growth and Poverty Reduction. It started to operate in 2013 up to date is into progress The

Strategy has enabled the government to make many achievement including increasing the
coverage of education and health services, investing in infrastructure and supporting
agricultural development.

1.4. Review of the Industry that the Organization is Operating.
The industry in which the organization operates is social protection sector. the main
activity of the industry is to protect or to offer security to individuals by providing income
or protecting their income on facing different life contingencies or life distress throughout
their life cycle. this protection is provided either by mandatory protection, supplementary
protection or through social assistance. The barrier to entry is influenced by several factors
like capital requirement, economies of scale, services and product differentiation,
government policies which sometime not give high support to social protection industry.
The threat posed by substitute product like banks, and other insurance like product
insurance and motor insurance indicates shortage of enrollees knowing that their income
are there and in occurrence of any contingence they can use it and sometimes can get
compensated by other insurance.

CHAPTER TWO
2.1 Introduction
This chapter comprises of different tasks and lessons learnt, and several challenges
encountered during the conduction of field work training. Having a dep understanding on
this chapter it is expressed as follows
This task involved sorting of the payment lists which were ready recognized and verified.
And after sorting them there was packing into their respective packages of each ward as to
simplify the payment exercise and labelling them accordingly for each package

2.2.4 Transfer of the Beneficiaries’ Detail
This process was done in system as to transfer the identity number of individuals from
where validation was made to other district. transfer made was for the beneficiary from
chato district, bukombe district and kahama district to mbogwe district. This happened due
to daily hustling with life since some people shifted from their origin resident to mbogwe
district because of in avoidable reasons. Hence, they were required to be transferred.
Considering on their identity cards.
2.2.6 Compiling and Analyzing Data of People with Invalidity and Disability
The compiling process involved the use of excel program as to know the exactly number of
each kind of disability and invalidity mathematical function also were involved in
compiling these data as to know the total cost incurred with these vulnerable in exception
treatment
2.2.7 Resolving Beneficiaries’ Disputes
These disputes arise from the cash benefit provided to beneficiaries where by in some case
the representatives did not use this money as expected. like becoming drunk and using it in
non-development activities. this made some beneficiaries in concern to come in TASAF
office and claim for this kind of behavior. Hence the solution was made by listening to all
parties.

Attending the Elders Day, this aimed at educating, reminding their responsibility of
transferring wise to the society. and also aimed at listening to the opinions and challenges
facing the elders in Soviet. Also, I went to the Court with a community development
officer to witness a case of a student who was influenced to drop from studies for being
married. Where by the law was applicable to solve these problems.
The society is now somehow educated since i,ndividual with disability are ready to register
compared to the past time where they were not ready to be exposed. also, proper
arrangement of documents reduces the chance of mis placing documents and make easily
to get the information
ability are not born with but they acquired it through different means like accident and
sometimes from long term sickness. not only that but also some of the disabled are lacking
material support like wheel chair, walking sticks and other like which are important to
them.
Special exemption treatment has saved the life of many individua who were in bad living
situation. individual treated with special exemption are like pregnant women and people
with unsound mind, also children under 5 years. through this program large group of
vulnerable now is able to access quality health treatment hence become as an achievement
of PSSN
Provision of identity card has simplified the exercise since shifting a member from one
system to another by entering the number on system, somebody can be easily recognized if
he/she is a member of TASAF's beneficiaries.

2.3.5 Arranging and Filling the PWP Contracts
Signing of contracts facilitate the efficient and effective implementation of all targeted
programs because the contract act as a guideline to both the LSP and LGAs. hence all
parties binding to these contracts are protected up to a final stage of making payment.
2.3.6 Compiling and Analyzing Data of People with Invalidity and Disability
Amendment of beneficiaries’ detail in system reduce confusion for the next payment
because if the family representative died and no changes made in system the new
representative could not be recognized and no any payment could be made upon him or
her.
From PWP seminar it was noted that PWP does not only have impacts to its beneficiaries
but also the society as whole because programs like tree plantation and roads constructions
in turn tend to benefit the public.

CHAPTER THREE
LITERATURE REVIEW
3.1 Introduction
This chapter review the key task performed which is social assistance. It explains about
literature related to key tasks performed, the review including key academic theories,
demonstration of knowledge of the student in area reviewed if is up to date. Related
literature review with task undertaken.
According to the Universal Declaration of Human right (UN 1948) declared assistance of
economic and social right , the discourse on right and social protection to take root. It
suggested that the state should provide social assistance to its citizen.

TASAF programs. different phases like the phase l of TASAF was established but after
seen some limitations of these phase the new phase was also introduced which is the
TASAF phase ll this operated for a certain period of time and was likely also to have some
weaknesses hence the TASAF phase lll was introduced which is in progress up to a
moment.
The knowledge received in class is up to date because many of the impacts of social
assistance like reduction of poverty, also on improvement of social welfare of the
community, Appropriate environment management also improvement in education
standard improved health all of these as learned have been also observed and practiced in
the field. so through social assistance the all mentioned achievement are observable and
still in progress.

ANALYSIS
4.1 Introduction
In this chapter three explain the gaps of what acquired in class with what met to the area of
field. Also, it has described the skill and experiences acquired from the field area which
was not taught in the class, difficulties faced during the field time has also been explained
under this chapter as follows.

5.1 Introductions
This chapter briefly present the summary of the practical training concerning evaluation of
implementation of TASAF services to people of its jurisdiction. this conclusion also gives
the answers to the main questions /objectives of the report, recommendations for policy
implications and what measures to be taken. Also recommendation at the institute of
finance management on the relevance as well as what to be improved to cope with the field
training activities to scholar during theory hours.
5.2 Conclusion
The TASAF organisation through its sections has attained high level of success through
maintenance of its mission and vision. Also the training has succeeded to give an
opportunity for students to be able to integrate theory with practice.
Also has cemented the theories already existed, has shaped student to behave
professionally, that is delivering professional services in accordance with TASAF Program
policies and relevant technical and professional standards, respect the confidentiality and
privacy of people. And others with whom the firm does business. This gave valuable
experiences that was difficult to be acquired in class.

5.4 Recommendation to Institute of Finance Management
In lectures, the lectures should be direct to the point with their teachings to teach what is
needed in the field market as most of the things taught in class are irrelevant to what is
needed to be done in the market practically
The social protection module for the first year should be improved, as there are subjects
which need to be modified in the way of teaching to make them relevant with the present
global situation example the developmental studies (DS), Which on point of view is not
into current issues but mostly based into historical issues which no longer affect the
development of the society, like the issues about philosophers which we students already
have knowledge on them from advance level so there is no need of repetition, instead the
Institute change some of the topics and make the subject more into current issues occurring
globally which affect the society development.
