1
1.3 Overview of Fieldwork Placement
The study was conducted at TASAF in GEITA region at Mbogwe district council under
the Community development department offices. Field practical training was started from
September to November, 2021. The main aim of conducting field work practical training
was to how the student can transform the theoretical learning that has been learnt in class
to the reality

1.3.1 Historical Background of TASAF

TASAF Phase I

The Government of the United Republic of Tanzania initiated the Tanzania Social Action
Fund (TASAF) through a credit from the World Bank. The project became effective in
November 2000 and it operated up to 2005. The overall objective of this project was to
contribute towards poverty alleviation through facilitating improvement in the delivery of
socio-economic services and providing cash income so as to improve the living conditions
of poor communities in targeted areas. TASAF has two main components: Community
Development Initiatives (CDI) and Public Works Program (PWP). But there are many
challenges which lead to its change into phase and among of challenge is social inclusion
and social exclusion.

TASAF Phase II

Tanzania had instituted a number of policies and strategies aimed at reducing poverty in
the country. And this started to operate from 2005 to 2013. Despite the efforts, poverty
remained rampant, particularly in rural and peri-urban areas.  Poverty in Tanzania is
characterized by low income, falling life expectancy, poor social and economic
infrastructure and food insecurity. Accordingly, the main development challenge for the
government is widespread poverty which as per 2000/01 Household Budget survey,
indicated 19% of the population living below the food poverty line while 36% living below
the basic needs poverty line.

TASAF Phase III

It is sometime known as the PSSN Project. The Government has put in place a number of
policies and strategies on poverty reduction. These include the National Strategy for
Growth and Poverty Reduction. It started to operate in 2013 up to date is into progress The

2
Strategy has enabled the government to make many achievement including increasing the
coverage of education and health services, investing in infrastructure and supporting
agricultural development.

1.3.1.2 Core Values

Core values that guide the organizations work include:

Respect for communities supported, exercising integrity and accepting responsibility for
actions taken and decisions made

Accountability to stakeholders as well as those who support TASAF

Committed to acting honestly, truthfully, and with integrity in all transactions and dealings

Committed to avoiding conflict of interest and to appropriately handling actual or apparent

conflicts of interest in their relationships

Committed to treating their partners fairly and to treating every individual with dignity and
respect

1.3.1.3 Vision Statement of TASAF

To empower the poor households, graduate out of poverty and have sustainable social and
economic development.

1.3.1.4 Mission Statement of TASAF

To build capacities of key stakeholders involved in poverty reduction initiatives with
emphasis on community driven development, accountability, transparency and full
participation in social and economic development aspects.

1.3.2 Primary Function of TASAF

The primary function of TASAF is to empower communities to access opportunities so
that they can request, implement, and monitor sub projects that contribute to improved
livelihoods that are linked to indicator, targets of the millennium Development goals
(MDGs) as stipulated in the national strategy for growth and development.

3
1.3.3. TASAF ORGANIZATION STURUCTURE

Figure 1; TASAF organisation structure.

4
1.4. Review of the Industry that the Organization is Operating.
The industry in which the organization operates is social protection sector. the main
activity of the industry is to protect or to offer security to individuals by providing income
or protecting their income on facing different life contingencies or life distress throughout
their life cycle. this protection is provided either by mandatory protection, supplementary
protection or through social assistance. The barrier to entry is influenced by several factors
like capital requirement, economies of scale, services and product differentiation,
government policies which sometime not give high support to social protection industry.
The threat posed by substitute product like banks, and other insurance like product
insurance and motor insurance indicates shortage of enrollees knowing that their income
are there and in occurrence of any contingence they can use it and sometimes can get
compensated by other insurance.

CHAPTER TWO

WORK DONE AND LESSON LEARNT

2.1 Introduction
This chapter comprises of different tasks and lessons learnt, and several challenges
encountered during the conduction of field work training. Having a dep understanding on
this chapter it is expressed as follows

2.2 Task Undertaken During the Field

Tasks performed during the field time, they have been analyzed deeply and some lessons
have been drawn from each task undertaken, ever since have been discussed deeply it
become easily to understand them. the performed task was most based in TASAF
department

2.2.1 Arranging Forms of Individual with Disability

This task involved the sorting of the registration form in accordance way on the
consideration of each kind of disability and according to specific ward. After arranging
them pinning and filing was done. aimed at making the information in systematic way for
the time they are need.

2.2.2 Entry of Data of People with Disability in Exell.

The process of entering the important information of people with disability in excell was
made and the crucial entered data were the name, resident details, occupation, kind of
disability, level

This task involved sorting of the payment lists which were ready recognized and verified.
And after sorting them there was packing into their respective packages of each ward as to
simplify the payment exercise and labelling them accordingly for each package

2.2.3 Entry of Exemption Treatment Data in Excel

The data entered in excel was concerning individual who are vulnerable to the extent that
they couldn’t afford treatment cost. under follow up of TASAF these individuals were
treated at zero cost. the individuals treated under this exemption are all vulnerable who
were serious sick but most of them were elders, pregnant women and children. So these
special exemption in treatment were provided through means test under verification of
TASAF leaders.

6
2.2.4 Transfer of the Beneficiaries’ Detail
This process was done in system as to transfer the identity number of individuals from
where validation was made to other district. transfer made was for the beneficiary from
chato district, bukombe district and kahama district to mbogwe district. This happened due
to daily hustling with life since some people shifted from their origin resident to mbogwe
district because of in avoidable reasons. Hence, they were required to be transferred.
Considering on their identity cards.

2.2.5 Arranging and Filling the PWP Contracts

These contracts were to be signed all of the LSP who were to go to supervise several
programs in different targeted areas together with TASAF representative at LGAs. the
arrangement made involved sorting them according to their respective project as well as
ward. This process af arrangement was done manually at same time the use of excel
program was applicable.

2.2.6 Compiling and Analyzing Data of People with Invalidity and Disability

The compiling process involved the use of excel program as to know the exactly number of
each kind of disability and invalidity mathematical function also were involved in
compiling these data as to know the total cost incurred with these vulnerable in exception
treatment
2.2.7 Resolving Beneficiaries’ Disputes
These disputes arise from the cash benefit provided to beneficiaries where by in some case
the representatives did not use this money as expected. like becoming drunk and using it in
non-development activities. this made some beneficiaries in concern to come in TASAF
office and claim for this kind of behavior. Hence the solution was made by listening to all
parties.

2.2.8 Amendment of Beneficiaries’ Detail in System

Due to unavoidable circumstances in life cycle like death, migration and other like made
beneficiaries to come in office and make some changes on their family representative
details. As to reduces some confusion for the next payment terms.

2.2.9 Other Activities

Attending PWP seminar, this seminar has the focus of providing special education to
LSP who were to go in villages to supervise the project initiated by TASAF. And also
giving the guidelines on how to treat people they are going to supervise at same time
signing the contracts for PWP.

7
Attending the Elders Day, this aimed at educating, reminding their responsibility of
transferring wise to the society. and also aimed at listening to the opinions and challenges
facing the elders in Soviet. Also, I went to the Court with a community development
officer to witness a case of a student who was influenced to drop from studies for being
married. Where by the law was applicable to solve these problems.

2.3 Lesson Learnt Based on the Task Described above

On performing several tasks which were provide . several lessons were drawn an thsese
lessons are as follows.

2.3.1 Forms of Individual with Disability.

The society is now somehow educated since i,ndividual with disability are ready to register
compared to the past time where they were not ready to be exposed. also, proper
arrangement of documents reduces the chance of mis placing documents and make easily
to get the information

2.3.2 Entry of Data of People with Disability in Exell.

Individual with disability nowadays considered in employment as well as engaging in self-
employment and are less marginalized. Also, it seems many people with dis

ability are not born with but they acquired it through different means like accident and
sometimes from long term sickness. not only that but also some of the disabled are lacking
material support like wheel chair, walking sticks and other like which are important to
them.

2.3.3 Entry of Exemption Treatment Data in Excel

Special exemption treatment has saved the life of many individua who were in bad living
situation. individual treated with special exemption are like pregnant women and people
with unsound mind, also children under 5 years. through this program large group of
vulnerable now is able to access quality health treatment hence become as an achievement
of PSSN

2.3.4 Transfer of the Beneficiaries’ Detail

Provision of identity card has simplified the exercise since shifting a member from one
system to another by entering the number on system, somebody can be easily recognized if
he/she is a member of TASAF's beneficiaries.

8
2.3.5 Arranging and Filling the PWP Contracts
Signing of contracts facilitate the efficient and effective implementation of all targeted
programs because the contract act as a guideline to both the LSP and LGAs. hence all
parties binding to these contracts are protected up to a final stage of making payment.

2.3.6 Compiling and Analyzing Data of People with Invalidity and Disability

Through compiling data, it enables to make equitable distribution of resources by

considering the areas with many disabled or people with invalidity and makes priority on
them. Reduce wastage of time since any changes in data bring automatic changes in all
figure involved in formula.

2.3.7 Resolving Beneficiaries’ Disputes

Amendment of beneficiaries’ detail in system reduce confusion for the next payment
because if the family representative died and no changes made in system the new
representative could not be recognized and no any payment could be made upon him or
her.

2.3.8 Amendment of Beneficiaries’ Detail in System

From PWP seminar it was noted that PWP does not only have impacts to its beneficiaries
but also the society as whole because programs like tree plantation and roads constructions
in turn tend to benefit the public.

2.4. Summary of Work Done and Lesson Learnt Based on Weekly

Department
The activities were performed in different departments such as benefit department, which
involved provbisi9on of money to beneficiaries, also in registration department this
involved to register new members and changing information of several reptresentatives.

2.5 Challenge Encountered During Field Work

All activities provided was interesting and gave some competent to in serving people. but
some of activities seems as not completely relating to my carrier. since was not many of
them it made to perform them though knowing that their irrelevant to my carrier.

9
CHAPTER THREE

LITERATURE REVIEW

3.1 Introduction
This chapter review the key task performed which is social assistance. It explains about
literature related to key tasks performed, the review including key academic theories,
demonstration of knowledge of the student in area reviewed if is up to date. Related
literature review with task undertaken.

3.2 Review of Key Task Performed

According to Armando B (2008), social assistance is defined as the government and non-
governmental action to transfer resources to people whose vulnerability warrants some
form of entitlement. Social assistance should be seen as a means to reduce poverty and to
develop the capabilities of the most vulnerable, increasing social and economic
participation and equality of opportunity.

According to the Universal Declaration of Human right (UN 1948) declared assistance of
economic and social right , the discourse on right and social protection to take root. It
suggested that the state should provide social assistance to its citizen.

3.2.1 Key Academic Theories

A sociological theory is a supposition that intends to consider, analyze, or explain objects
of social reality from a sociological perspective, drawing connections between individual
concepts in order to organize and substantiate sociological benefits, hence suggest that the
ingest of the society should be kept in consideration as to improve the welfare of the
society. Also according to increamental theory which explain on how policies are
formulated by increasing crucial issue on the existing theory.hence the issue of social
assistance has passed through different phase hence this theory is applicable in in social
assistance improvement process

3.2.2 Knowledge of Student in Area Reviewed

Incremental theory, this is the theory which aim at only adding some improvement in pre
existed theory in order to improve the welfare of the society. This theory it is conservative
in nature because does not come up with new ideas which are quite different to the
existing. In social assistance this theory has been applied especially in improving the

10
TASAF programs. different phases like the phase l of TASAF was established but after
seen some limitations of these phase the new phase was also introduced which is the
TASAF phase ll this operated for a certain period of time and was likely also to have some
weaknesses hence the TASAF phase lll was introduced which is in progress up to a
moment.

The knowledge received in class is up to date because many of the impacts of social
assistance like reduction of poverty, also on improvement of social welfare of the
community, Appropriate environment management also improvement in education
standard improved health all of these as learned have been also observed and practiced in
the field. so through social assistance the all mentioned achievement are observable and
still in progress.

3.2.3 Related Literature Review with Task Undertaken

According to Gillian, C and bailley, J (2000).There are three mechanisms on how a state
can provide social assistance to its citizen , these are general assistance, categorical
assistance and tied assistance . these can be offered through different forms like in cash
and in kind form.so there is a close relation to the reality undertaken during practical
training because these mechanisms are what applied in providing social assistance by
TASAF for example in Tanzania a state use tied assistance which is either offered in kind
or in cash form.

According to Rodrick, J (2001) reviewed that the greater openness of developing

economies implies increased vulnerability to changes in global market and greater
concentration of social and economic hazard in the less powerful participants .it is actually
relevant because if you trace in many developing countries is where they are likely to face
this problem.

11
CHAPTER FOUR

ANALYSIS

4.1 Introduction
In this chapter three explain the gaps of what acquired in class with what met to the area of
field. Also, it has described the skill and experiences acquired from the field area which
was not taught in the class, difficulties faced during the field time has also been explained
under this chapter as follows.

4.2 The Relation Between Theory and Practice

The theories learnt in class in some extent differing to what happening in the market. Since
theories try to dig deeper and focus out of the box compared to practical in
implementation. For example, several sources of fund for social assistance were learnt in
class but in the market, it is basing much on. the percent from the government budget for
vulnerable but the donation from external is left behind as a source. Also the market is
using much of its resource to provide cash transfer rather than in kind form of transfer as
how taught in class.

4.3 Skills and Learned and Enhanced

Through several works which were assigned by the head of department enabled to gain
new skill such as the use of computer in data entry. Another experience is on resolving
disputes relating to TASAF matters. another skill was on the preparation of report for
payment, experience on assessing the proposal form for the application of loan by the
helping groups.

4.4 Skills Learned, review and effect on career plans

The skill got from the class helped me to use those concepts in serving people especially
the skill acquired from business law and from principle of social protection, and
development studies. Also, the knowledge acquired from introduction of computer enabled
me to record reports of payment on excel. So the skill learnt from the class affected
positively the whole field process and also enabled the well completion of the field
practical training. From the above skills acquired and challenges faced from the area of
field has enabled more learning and get new skill on how some problems could be solved
related to those faced in the field area.
12
4.5 The Skill that is Lacked
During the field practical training the knowledge lacked is the knowledge on how to use
technological equipment such as to use computer, printers, scanner and photography
machine most of the works assigned to me needed much knowledge on this machines
hence become difficult in accumulation of my work when performed several tasks,

4.6 Challenges Faced in Working

There were electricity failures in offices that were caused by poor electricity infrastructure
in area where the district office is locatted.alo generators which are available could not
work properly as how TANESCO power did. Hence that is the only source of power
challenge to the organization. So when there were generators failures, all works that needs
computers to be done had to stop. Another difficulty is many of the TASAF member are
illiteracy hence it become difficult to organize them. Among of the problem which affect
field is financial insufficient for preparing the field report and money for food and daily
fare.

13
CHAPTER FIVE

CONCLUSION AND RECOMMENDATIONS

5.1 Introductions
This chapter briefly present the summary of the practical training concerning evaluation of
implementation of TASAF services to people of its jurisdiction. this conclusion also gives
the answers to the main questions /objectives of the report, recommendations for policy
implications and what measures to be taken. Also recommendation at the institute of
finance management on the relevance as well as what to be improved to cope with the field
training activities to scholar during theory hours.

5.2 Conclusion
The TASAF organisation through its sections has attained high level of success through
maintenance of its mission and vision. Also the training has succeeded to give an
opportunity for students to be able to integrate theory with practice.

Also has cemented the theories already existed, has shaped student to behave
professionally, that is delivering professional services in accordance with TASAF Program
policies and relevant technical and professional standards, respect the confidentiality and
privacy of people. And others with whom the firm does business. This gave valuable
experiences that was difficult to be acquired in class.

5.3 Recommendation to TASAF Programs

The organization should create a proper computerized record keeping system which will
simplify the whole process of manual checking /tracking the progress of missing file,
Organizing or conducting seminars for the purpose of feeding enough needed knowledge
to its members on how the organization operates, provide and execute its functions, as
noticed most of the tasaf servant are not fully aware on most of the organization operations
and services provided.

14
5.4 Recommendation to Institute of Finance Management
In lectures, the lectures should be direct to the point with their teachings to teach what is
needed in the field market as most of the things taught in class are irrelevant to what is
needed to be done in the market practically

The social protection module for the first year should be improved, as there are subjects
which need to be modified in the way of teaching to make them relevant with the present
global situation example the developmental studies (DS), Which on point of view is not
into current issues but mostly based into historical issues which no longer affect the
development of the society, like the issues about philosophers which we students already
have knowledge on them from advance level so there is no need of repetition, instead the
Institute change some of the topics and make the subject more into current issues occurring
globally which affect the society development.
