C. PROJECT DETAILS

1. Project Keeping in view the universal agenda of WASH Government of


Rationale/Justification Pakistan realizing the situation adopted several policies and
programmes to tackle this human crisis tried proactively to avert
future problems of human development caused due to unsafe
water and poor sanitation. Safe drinking water is a basic necessity
for good health. Unsafe drinking water can be a significant
determinant of diseases such as cholera, typhoid, and skin diseases.
Drinking water can be contaminated with chemical and physical
contaminants with harmful effects on human health. In addition to
preventing disease, improved access to drinking water may be
particularly important for women and children, especially in rural
areas, who bear the primary responsibility for carrying water, often
for long distances. Inadequate disposal of human excreta and
personal hygiene are associated with a range of diseases including
diarrhoeal diseases and polio and are important determinants of
stunting. Improved sanitation can reduce diarrhoeal disease by
more than a third, and can substantially lessen the adverse health
impacts of other disorders among millions of children in many
countries.
Lack of improved water and sanitation facilities is especially hard
on women and girls in District Multan. In rural areas of Multan and
mostly women and girls are responsible for fetching water from
distant locations mostly. According to WaterAid and PHED WASH
data 2018 in District Multan 83% population using safely managed
water at household level and still 17% population is using
unimproved water and sanitation. Overall still Punjab Rural is using
56% safely managed water. Hand washing with soap after use of
latrine is not practiced by 44% of the population of District Multan.
Major reason behind these unhygienic practices is unavailability of
water source at household lever of limited accessibility specifically
in rural areas of both districts..Haider Foundation has assessed the
Union Councils Nawabpur in Tehsil & District Multan. There are
more than 1000 households having no facility of safe drinking
water at their door step. So initially Haider Foundation has planned
to install the 43 hand pumps with the support of Haider
Foundation(HF) considering a proposal. These areas are most
vulnerable regarding safe Water, Sanitation & Hygiene (WASH)
facilities and dire need to improve wellbeing specifically in regards
to protection of body from various diarrheal vectors among
adolescent children. Having access to both an improved drinking
water source and an improved sanitation facility brings the largest
public health benefits to a household. Initial informal need
assessment analysis show that there are more than one thousand
households has no access to safe drinking water at their door step.

2. Project objectives and

3. Implementation
methodology Coordination with Government
HF has in good coordination with district authorties and relevant
How will your organisation stakeholders within the district Multan. After the signing of MoU
impelemnt this project? HF will coordinate with district administration to inform them for
the initiating of the project to ensure support of district
administration and line departments in implementation of the
project. HF will introduce the programme, its interventions,
location of the project and deliverables for coordination and
support of District authorities for smooth project implementation.
This will help for project sustainability and ownership.
Community mobilization and meetings with VDC
HF belevies on strong mobilization to strenghthen the communities
for long term planning and sustainability of the project. Within the
implementation area HF will start the inforductory meetings with
communities and form a committee of acceptable number of
members or as appropriate will represent the whole community. If
the committees already exist in these areas under any previous
executed project, community mobilization process will be
proceeding with these committees. The purpose of this committee
is to involve communities in project planning, implementation
through a participatory approach and decision making on behalf of
the community.

Identification and finalization of beneficiaries for 180 Hand pumps


HF will share the Beneficiaries’ selection criteria with community
members during the mobilization process. A banner will be
displayed highlighting the beneficiary selection criteria at visible
place in every target village. The HF and community activists will
mobilize to identify the potential beneficiary families with in their
village. After the selection of targeted beneficiaries HF will verify
and analyse the list as per pre-set criteria. If any gap identified, that
will be shared with community and the members rejected during
the screening process and Final list will be prepared. HF will share
the finalized list with HF for further verifications (if required).
Beneficiary selection criteria.
The primary criteria for installation of hand pump:
“The household having no water source inside premises and have

no access or limited access to drinking with ease eligible for Zakat.
Secondary households criteria:
 Extremely poor families are having no resources to install
hand pump in household premises.
 Those Households headed by elderly persons,
widow/Divorced, orphan or disabled, religious minorities
and having no water source at home will be given priority
 Household selection will be done purely on the basis of
needs without any discrimination.

Procurement of supplies and warehouse;


HF will carry out procurement process for selection of vendor to
supply hand-pump material as per HF procurement policy (as per
procurement Thresholds). According to the HF procurement policy,
up to 2 million can go for 3-sealded bid from prequalified vendor.
While above this limit shall go for tendering process. In this case HF
will go for quotations and tendering. Selection of the vendor will be
the responsibility of HF.
HF will establish a warehouse for hand pumps and construction
material, HF and procurement team will spot check the material
through random visits according to approved samples of the
material. HF will procure maximum number of hand pumps at first
stage. This will ensure quality of material and supplies.
Installation of 180 Shallow and construction of washing pads;
After selection of beneficiaries and site selection for Shallow
Handpump, HF will initiate hand pumps installation work. A local
made hand pump with 3’ height (as per required of the surface),
G.I/IIL made, 6/8” to 1” Iron Handel with length of 2.5’ with the
capacity of up to 50’ uplift strength will be installed. The depth of
the borehole will be approx. 60 feet to avoid surface water.
The apron of the pump will be 5feet x 5feet, with 5’’ walls on three
sides and 10’’ wall on handle side for sitting. 4” brick/ Stone ballast
will used as base on compacted earth. P.C.C 1:2:4 will be used
around hand pump assembly base. P.C. C 1:2:4 will be used as
apron floor base. 1: 5 CSM will be used for brickwork of the apron
of hand pump. For Excess/waste water apron will be connected
with kitchen garden (in case clean water) where space available
and where there is no space for kitchen garden the apron will
connected with soakage pit (in case Soap Water) where drains are
not available, through PVC pipe and mesh will used at apron to
avoid blockage of pipe. The Soakage pit (3 feet diameter) will be
constructed, filled with HF fine aggregates, and used for the
collection wastewater for washing with soap. This soakage pit will
contribute in refilling underground water source.
Hand pumps will be installed in households of identified
beneficiaries. It will be ensured that environmental protection;
gender sensitivity and protection measures are incorporated during
installation of hand pumps.

Water Quality Assurance:


To ensure water quality tests during bore and after installation. HF
team members will test TDS, pH and Arsenic to check the water
quality at the spot.
180 Handing Over and completion certificate;
After completion of hand pump installation, HF will issue a
handover certificate to the beneficiary household head. The
handover certificate will be duly signed by 2 VDC members. The

handover certificate will serve as Mean of verification for the
installation of hand pump. It will also develop a sense of ownership
among beneficiaries.
Excess / Wastewater management through plantation
HF with the support of beneficiaries will establish a 10’ x 15’
(approx.) area or as much area available within or outside
household will be utilized for plantation as a community support
for this project. Beneficiaries will mobilized regarding the Clean
Green Campaign Pakistan and they will plant fruity like Moringa
(‫()ﺳﮩﺎﻧﺠﻨﺎ‬utilized the contaminated water for growth) or shady tree
4-6 in adjacent with the washing pad to utilized the waste water
directly and excessive water will be drained in local sewerage
system.

Complaint Response Mechanism:


To address the complaints of project beneficiaries, HF has already
fully established complaint response mechanism (CRM) at grass
root level and maintained through log book in office. Most
vulnerable beneficiary family can easily access to HF, HF
programme Staff, and Senior Management. HF will inform the
community regarding complaint mechanism process.
HF will display a banner at every village at a visible place,
highlighting telephone and mobile numbers of HF and HF
Complaint Response Number (If available). Similarly a sticker of
standard size (easily visible and readable) will be pasted on every
hand pump, HF and HF complaint number would be printed on the
sticker regarding complaints/suggestions.
Branding and Visibility :
HF will follow branding and visibility policy. HF will incorporate (HF)
logo in all project documents including all reports, committees’
formation/meetings, training manuals, Banners, vehicles, etc.
Implementing Partner will ensure HF branding and visibility at every
stage of the project.
HF will capture Every event organized under HF funding will be
specifically pictured with high-resolution Camera (30 mega pixels/
DSLR or above) with HF logo and sub programme logo only.
On hand pump, HF specific Plaque will be installed. No other logo
or branding will be displayed on hand pump.
Plaque Details:
HF will develop and installed plaque on hand pump. The plaque
with specific design and donor name will be printed on water proof
vinyl sticker and pasted on Steel plate. A normal plaque size is 1.5’
wide x 2’ high whereas some special plaques are of size 2’ wide x 3’
high. The plaque is placed /fixed on concrete/bricks masonry wall.

Post Project Assessment:


After completion of the project, HF will support and facilitate to
carry out post project assessment and will focus on Water
(Availability, Access, and quality), safe hygienic practices,
Community involvement, and sustainability of the interventions
and the overall impact of the project.

Addressing Cross cutting themes:


HF with the support of Community activists address cross cutting

issues. Protection, Culture sensitivity, Gender, DRR and
Environment protection. HF will be incorporate all cross cutting
issues.

Gender:
During hand pump installation, the HF will ensure that site for hand
pump is on the visible place where women and children especially
girls can easily use it during day and night without any fear of
harassment, abuse or fear of wild animals. During site selection of
hand pumps HF will ensure to get the consent of woman and girls
of the beneficiary family.

DRR measures:
HF will Construct hand pump at least 10” above Natural Surface
Level (NSL). It will make hand pump resilient to 1’ flood water.

Environmental Protection:
In water supply and sanitation programmes, environment
protection is very important as without taking proper measures;
the programme may lead to environmental disaster.
In hand pumps installation, HF will ensured that water is safe for
drinking. The excess and waste water from a hand pump are
properly disposed and linked with external drainage/Kitchen
Garden and Soakage pit. This will mitigate spread of waste water
and creation of stagnant water.
The surrounding of the bore will be properly filled with concrete to
eliminate chances of external contamination of bore water. This
will also eliminate the risk of underground water source
contamination from external contamination.

Do No Harm:
HF will ensure at all stages are kept prior to the local culture,
religion, traditions or any other relevant factor. No such activity will
planned or carried out which directly or indirectly affect the local
culture, norms and values. If any of the proposed activities found in
conflict with do no harm, HF will immediately inform HF and
propose alternative.

Beneficiary Protection and Safeguarding:


HF will ensure protection and safeguarding of the project
beneficiaries and project participants including staff and
stakeholders. Through effective complaint response mechanism,
the beneficiaries and stakeholders can raise their voice and
addressed at all level.

4. Beneficiriesselection Poor and zakat eligible families without access to reliable source of
criteria clean dinking water.
5. Beneficiries involvment in HF will ensure the beneficiary participation at all level of the
project design and project. HF will engage all the community members at each stage
implementation through disseminating information of project. Community will be
involved in identification of beneficiaries, monitoring process and
benefits provided to the vulnerable. Thus their involvement will
contribute in developing sense of ownership and responsibility
towards the project.

6. Beneficaries complaint To address the complaints of project beneficiaries, HF has already

intensity of complains. CRM committee will investigate the normal
complaints within one week of the registration and sensitive
complaints like harassment, fraud or any type of religious dispute
will be addressed within fifteen days of registration.

7. How will organisation The project will be monitored by HF MEL Unit as per proper M&E
monitor the plan. Information against Process indicators given in the proposed
implementation of this project log-frame will be gathered through various methods like
project? attendance sheets, beneficiary profiling, periodic and activity
reports and also by physical monitoring visits of project areas. The
HF and HF developed tools will be utilized for gathering of data
from the field. All the implementation staff will be oriented on
different data collection formats, such as attendance sheets,
beneficiary, village profile, handing over certificate, work
completion certificate, WQT reports, and information sheet. HF
team will be the prime responsible for the collection of data and
identification of beneficiaries at village level and will share with HF
Programme teams. At HF level, The HF will regularly monitor the
project and ensure the commitments and quality of work
mentioned in the approved proposal. All staff will be oriented on
project M&E plan and they will follow these manuscripts.
HF will share monthly monitoring reports with HF.
The M&E section of the HF will document case studies and success
stories of the project.
8. What is your This initiative will be sustained because of its quite relevance with
organisation’s plan for the access of basic needs. Some following important aspects will
sustainability and post- also make it sustainable for longer term:
project management? HF believes in integration of other activities in same communities
What is the exit strategy? to make them developed with ample sustainability.
(if applicable) Social mobilization will also impart to create ownership not only in
respective communities but also in relevant institutions.
Awareness regarding the project will be disseminated within the
area through different means like Social, print and electronic
media.
Beside the above, the project documentation process will also
create, more influence on people to manage this resource for
maximum period and accountable them in future. An effective CRM
will also ensure project sustainability and participation and
dissemination of information at all levels. HF will engage to
respective communities actively in social mobilization process for
their development whereas the provision of hand pumps is only
actions among overall development of the area. This approach will
mobilize them to continue and take over the activities have done

by HF and HF. HF will also keep them in touch for any assistance to
achieve other planned actions for the betterment of the area and
people as well.
