POLICY DEVELOPMENT AND SCENARIO
The outcome indicator of STBM is the decrease of diarrhea
and other community-based diseases in relation to
sanitation and attitudes.

The output indicators of STBM are as follow:


1. Every individual and community has access to basic
sanitation infrastructure so that Open Defecation Free
(ODF) community is established.
2. Every household has implemented safe drinking water
and food management in the household.
3. Every household and public service infrastructure in a
community (for example school, office, restaurant,
community health centre, market, terminal) has handwash
facilities (water, soap, handwash station) so everyone can
wash their hands properly.
4. Every household can manage their waste properly.
5. Every household manage their trashes properly.

POLICY IMPLEMENTATION FRAME
One of Strategic Priorities Projects:
Proper and Safe Access to Sanitation (Domestic Wastewater) (90% Household)

Project Highlights:
1. New construction and development of centralized domestic wastewater management system (SPALD)
services (offsite system) at regional, city and settlement scales (Ministry of PUPR, Local Government,
DAK, Community)
2. Local-based SPALD construction in individual scale, construction and development of IPLT supported by
a sewage sludge management system (Ministry of PUPR and DAK)
3. Facilitate the preparation of regulations related to sanitation management at the national level and in
regions (Ministry of PUPR, Ministry of Home Affairs, and Local Governments)
4. Implementation of the Regency/City Sanitation Strategy document and strengthening of sludge
management services (Ministry of PUPR and Local Government)
5. Increased behaviour change in Open Defecation (BABS) in open areas (Ministry of Health)
