CHAPTER I

BACKGROUND OF THE COMPANY

The Main Office address is at Barangay Victoria, Alicia, Isabela which is the Isabela
Electric Cooperative, Inc. (ISELCO-I) and it has eight (8) Area Offices found in Santiago
City, Cauayan City, Alicia, Angadanan, Echague, Jones, San Mateo, and Cabatuan, and seven
(7) sub-offices located in San Guilllermo, San Isidro, San Agustin, Cordon, Ramon, Luna and
Reina Mercedes. As a non-stock, non- profit and service-oriented entity, the Cooperative was
organized to provide efficient, reliable, and affordable electric service through a God-centered
and competent human resources, thus, contributing to the improvement of the socio-economic
condition of the Isabelino’s. The cooperative was committed to be a dynamic electric
distribution utility and provider in the whole province.

The re-organization took effect on 21 September 2012 as per Board Resolution No. 043s.-
2009 entitled “Endorsing to the National Electrification Administration (NEA), the Proposed
2010 Re-Organization Plan and the Special Retirement Program of the Isabela-I Electric
Cooperative, Inc. (ISELCO-1)” approved by NEA on 13 October 2010.

The total number of employees per approved plantilla positions in the re-organized
structure of ISELCO-I was supposed to be three hundred sixty-eight (368) only, as approved
by the National Electrification Administration (NEA). However, due to political intercession
the three hundred ninety-nine (399) employees from the old structure were all accommodated
in the new structure.

The cooperative had six (6) departments, as follows: Finance Services Department,
Institutional Services Department, Technical Services Department, Energy Trading
Services/Corporate Planning Department, Area Operation & Management Department (North
and South), and Internal Audit Department.

Bulk of ISELCO-1’s energy requirement is from San Miguel Energy Corporation (SMEC)
and the rest is from the Wholesale Electricity Spot Market (WESM), Mini-Hydro Power
Plants, Lucky PPH International, Inc., and Isabela II Electric Cooperative, Inc. (ISELCO-II).

The cooperative was categorized by the National Electrification Administration as “A”
and classified as Mega Large in the recent evaluation. And as of this date, the cooperative was
already categorized as “AAA” or Category Green Cooperative.

The power rate is duly approved by the Energy Regulatory Commission (ERC) and is
strictly monitored; thus, consumers are ensured that it is reasonable.

The system is undergoing automation and near to completion. Three years back, Meter
Reading, Billing and Tellering had been computerized; as of this date, the cooperative already
implemented the Wireless Area Network (WAN) within its coverage.

To carry out its mandate of providing an efficient and reliable supply of power to our end
users, they were able to put-up five (6) sub-stations, as follows: Alicia, Reina Mercedes,
Cordon, Cabatuan, Cauayan City, and Santiago City.

They have also constructed 26 km 69KV line to connect Cabatuan Substation with the
NGCP Substation in Santiago City.

A double circuit line was also constructed from Alicia, Isabela to Ipil, Echague intended
to separate lines of Jones and San Agustin from Echague to ensure system reliability.

The EPIRA law has brought the Electric Power Industry several changes that required
Electric Distribution Utilities to be strengthened and prepared in order to operate and compete
under a “Deregulated Electricity Market.”

The current system in electric cooperatives needs to be developed and upgraded urgently
in order to maintain its operating efficiency. The Human Resource and Management
Development Division is responsible for the enhancement and empowerment of its staff,
allowing the cooperative to cope with new business trends and survive.

ISELCO-I have not undergone re-organization since its inception in 1972. The
effectiveness of the original structure was overlooked for the years. Additional positions were
created and inserted to every department/unit just to suit the felt need of the management
without proper structural assessment planning or to accommodate recommended personnel in

the workforce. The systems and procedures became routinely, thus, resulted to
unproductiveness and low operational efficiency. Hence, the re-organization program became
a way in the process of the cooperative in restructuring its operations.

The Technical Working Group (TWG) with the full support and assistance of the NEA
MAG Team for Luzon have carefully evaluated the existing system and
recommended/assisted the preparation of management tools necessary for effective
implementation of coop’s re-organization program.

“Centralized Business Programming, Administration and Control with Decentralization of


Operation” was determined as the Corporate Strategy and guiding principle in the formulation
of the new structure. Automation has been considered with the creation of the
CORPLAN/INFOTECH/ENERGY TRADING SERVICES Department to cater the database
system and power trading of the cooperative in preparation for the Open Access and Retail
Competition.

With its covered 15 municipalities and being classified as Mega-Large Cooperative,


strengthening the area offices shall bring ISELCO-I closer to the consumers it serves to
promote customer satisfaction and quality service, thus, the Department of Area Operation
and Management, both North and South, were also created in the new structure.

After a thorough and tedious process, the re-organization plan of ISELCO-I was finally
implemented on September 21, 2012.

What have I learned from the experience? (Technical)


The training courses were aimed to provide us with the knowledge and practical skills
we needed to succeed in our different jobs. Our superiors ensured that we were well-prepared
to execute our tasks and contribute to the success of our firm by providing useful insights and
hands-on training. During our training sessions, our knowledgeable superiors guided us
through important topics. I learned how to reformat PCs, which means wiping them clean and
starting fresh. My fellow showed us how to share a printer on a network, so multiple people
can use it. We also discovered how to access PCs from a distance using a program called
Anydesk. They also taught us some basic Photoshop editing tricks, so we can make simple
changes to pictures. We had lessons on networking too, where we learned the basics of how
computers connect to each other. We specifically learned how to enter special numbers called
IP addresses on PCs to make sure they communicate properly. Overall, these training sessions
gave us valuable knowledge and practical skills to help us succeed in our jobs.

My experiences with the people around me


In my three months at ISELCO-1, we have met many people with different
personalities. For the first two months of our on-the-job training, we were assigned to the ISD
or Institutional Services Department, which was a good experience for us because they are
welcoming and generous at the same time, the employees are giving us advice that we can use
in the future, and we also appreciate them for making us comfortable. And for our last month
in ISELCO-1, we stayed at ETSD or Energy Trading Services Department. During our time
there, we learned a lot of things, including life lessons, and it also helped us build our
character. We improved our ability to work well with others, and the employees there are
friendly and generous.
This was a pleasant experience because the staff members were not only kind and
inviting, but also helpful in providing their ideas, which we can put to use in our future
attempts. Their assistance and kindness put us at ease and created a favorable learning
environment.

The most memorable event during my practicum.

The most memorable event during my practicum at ISELCO-1 was the Annual
General Membership Assembly (AGMA), which took place on May 27, 2023 at the
cooperative's main office. It was memorable because it was my first time experiencing such

an event, and we were assigned to be IT support, assisting encoders or employees who had
questions about the system.

This experience allowed us with my fellow to demonstrate our talents and expertise
while ensuring the event ran smoothly. The combination of being a member of a significant
organizational assembly and actively contributing to its accomplishment made this occasion
genuinely exceptional and left an indelible impression on us.

What I can recommend for the improvement of the Practicum Program?

To improve the Practicum Program, I would like to recommend adding more


seminars and training sessions prior to deployment, with a focus on hands-on assignments.
These additional learning opportunities would give students a more in-depth and practical
understanding of their particular disciplines. Offering tailored seminars and interactive
sessions would allow participants to apply theoretical knowledge to real-world circumstances,
creating a stronger skill set.

Furthermore, implementing mentorship programs or matching students with seasoned


professionals in their chosen professions could significantly improve the learning experience.
This mentorship component would provide students with vital help, individualized comments,
and the opportunity to learn from seasoned practitioners. It would also promote networking
possibilities and make the move into the professional world easier.

My advice to those who will take their practicum in the near future.
I recommend the following recommendations for the future OJT learners to guarantee
a good practical experience. To begin, it is critical to plan ahead of time by compiling a list of
agencies that fit with your course and career objectives. This proactive strategy will assist you
in identifying appropriate organizations that can give significant learning opportunities.
Second, remaining organized is critical in managing the practicum obligations. Maintain a
checklist of required documents and actions to ensure a trouble-free experience. Lastly, while
it is critical to attend your OJT with diligence, it is also critical to prioritize your health and
well-being. Only be absent when absolutely essential or in an emergency, and notify all
parties involved as soon as possible.

ASSESSMENT OF PRACTICUM PROGRAM

What have I learned from the experience? (Technical)

During my three-month internship at Iselco-1, I learned the value of


professionalism in the workplace. The first and most important lesson I learned
was the importance of following to the company's regulations and procedures. By
adhering to these rules, I exhibited my dedication to the ideals of the organization
and contributed to a pleasant work environment. Maintaining a cheerful mood
was also important in displaying professionalism. I learned to attentively listen
and observe in diverse situations, considering both my words and actions.
Recognizing how my actions reflected on the company, I made a concerted effort
to uphold the organization's reputation through my actions.

Accepting criticism gracefully and seeking to address it constructively


has also become an important component of professionalism. This approach
enabled me to learn and progress, as I recognized the importance of feedback for
personal and professional development. Furthermore, punctuality, attentiveness,
and a serious approach to my work demonstrated professionalism, demonstrating
my dedication and commitment to creating high-quality products.

My experiences with the people around me

Seeing the passion of the staff throughout my On-the-Job training


provided as a tremendous motivator for me to work to the best of my ability. The
level of commitment of the staff was encouraging, as they had a true passion for
their work. This observation instilled in me a sense of responsibility and pushed
me to tackle my responsibilities with the same level of passion and excitement
that I had observed in others.

I was impressed by how the employees welcomed my presence and


regarded me as an important member of the team. They gave me opportunities to
actively participate in their job, giving me hands-on experience and a better
knowledge of their duties and responsibilities. Because I was able to actively
engage and contribute to the organization's aims, this inclusive attitude made my
training experience as a student easier and more fulfilling.

The most memorable event during my practicum

The Annual General Membership Assembly (AGMA) was the most


memorable event for me throughout my stay at ISELCO-1. This event provided
me with memorable experiences and chances. One noteworthy element was the
opportunity to tour numerous barangays in Isabela that are part of ISELCO-1.
This allowed me to interact with government personnel from several
municipalities as we physically handed invitation letters for the upcoming
AGMA. This event developed connections and increased my awareness of the
cooperative's outreach initiatives.

The AGMA provided a variety of unique experiences, ranging from


community engagement to technical help, making it a notable event during my
OJT at ISELCO-1. These experiences not only provided practical learning
opportunities, but also allowed me to witness the cooperative's commitment to its
members and the community firsthand.

What I can recommend for the improvement of the Practicum Program?

I propose establishing a monthly practical presentation requirement to


further reinforce the learning experience and ensure that students are actively
gaining knowledge from their agency to improve the Practicum Program.
Students will be able to demonstrate their mastery of the topics and skills they
learned during their practicum by including practical presentations. This
requirement will challenge them to reflect on their experiences, articulate their
learning outcomes, and show their ability to apply theoretical knowledge to real-
world circumstances.

My advice to those who will take their practicum in the near future.

To maximize the Practicum Program, students should start looking for an


agency early on, limiting rivalry with other students. Students can improve their
chances of getting a preferred placement by commencing the agency selection
process early.Furthermore, once an agency has confirmed their acceptance,
students must file the appropriate documentation as soon as possible. Starting the
paperwork as soon as possible allows them to begin their practicum as soon as
possible, lowering the chance of any potential delays or setbacks. Students can
improve their practicum experience by adopting proactive efforts such as early
agency exploration and quick document processing.

What have I learned from the experience?(Technical)
During our on-the-job training sessions, our knowledgeable supervisor taught us vital
ideas and abilities. One of the most important lessons was the process of reformatting
computers, which entails completely cleaning and resetting them. with addition, our
supervisor assisted us with dividing computer storage, allowing for efficient management and
exploitation of available space.

Our fellow contributed their knowledge of network printer sharing, teaching us how
to set up printers on a network to allow many users access. We also learned how to use
Anydesk, a remote desktop solution that allows us to access PCs from afar. To improve our
photo editing skills, we were taught the core tools and techniques of Photoshop. This
understanding provided us with the ability to make simple image alterations and
modifications. Further, our training included networking fundamentals, such as the
importance of IP addresses in facilitating computer communication. To ensure correct
communication and engagement, we learnt how to enter certain IP addresses.

My experiences with the people around me


During my three-month stay at Iselco-1, I had the chance to connect with an array of
people, each with their own personality. I must, however, acknowledge them all for their
generosity and humanity. I had a wonderful first two months with the Institutional Service
Department (ISD) since the personnel were so friendly. Their kind approach and eagerness to
offer advice and inspiration aided my professional development significantly. Their advice
inspired me and gave me confidence as I began the journey.

I was assigned to the Energy Trading Services Department (ETSD) during the final
months of my OJT. This section was where I genuinely broadened my knowledge and learned
vital life lessons that helped develop my character. ETSD workers were not only informed,
but they also went above and beyond to share their knowledge with us. Their openness and
readiness to share information allowed us to develop professionally and personally. Their
assistance and advice reinforced my gratitude for their warmth and dedication to our growth.

The most memorable event during my practicum.


For me the most memorable moment when I’m in my practicum is the Annual
General Membership Assembly or the AGMA. It becomes memorable to me because we
interact with a lot of people and also we gain knowledge on how to have a confidence in

communicating with a lot of people. Also it’s very exciting because it’s my first time
participating in such activity like AGMA.

I learned firsthand how to engage and connect with a wide audience through the
AGMA. This event helped me gain confidence in expressing myself and delivering
information to a diverse group of people. Interacting with people from various backgrounds
allowed me to broaden my perspective and improve my interpersonal abilities.

What I can recommend of the practicum program?


I recommend that the practicum program be improved by including additional
training that is relevant to students' courses and prospective job prospects. This would equip
students with practical and relevant skills, better preparing them for their future professions.

Students can obtain a deeper understanding of industry-specific knowledge and build


the necessary competencies in their chosen sectors by offering specialized training modules
geared to disciplines and areas of study. These training sessions may cover a variety of topics,
such as industry trends, emerging technology, and best practices. This type of customized
instruction would allow students to bridge the gap between theoretical concepts gained in the
classroom and real-world application, improving their overall employability and professional
preparation.

My advice to those who will take their practicum in the near future.
Future trainees should approach the process with great thinking and preparation to
achieve a good on-the-job training experience. One critical part is choosing the correct agency
that is aligned with their course of study, allowing them to explore deeper into themes
pertinent to their chosen industry. Trainees might explore possibilities to study and apply
knowledge linked to their courses by thoroughly researching and considering various
agencies.
