CHAPTER I
The Main Office address is at Barangay Victoria, Alicia, Isabela which is the Isabela
Electric Cooperative, Inc. (ISELCO-I) and it has eight (8) Area Offices found in Santiago
City, Cauayan City, Alicia, Angadanan, Echague, Jones, San Mateo, and Cabatuan, and seven
(7) sub-offices located in San Guilllermo, San Isidro, San Agustin, Cordon, Ramon, Luna and
Reina Mercedes. As a non-stock, non- profit and service-oriented entity, the Cooperative was
organized to provide efficient, reliable, and affordable electric service through a God-centered
and competent human resources, thus, contributing to the improvement of the socio-economic
condition of the Isabelino’s. The cooperative was committed to be a dynamic electric
distribution utility and provider in the whole province.
The re-organization took effect on 21 September 2012 as per Board Resolution No. 043s.-
2009 entitled “Endorsing to the National Electrification Administration (NEA), the Proposed
2010 Re-Organization Plan and the Special Retirement Program of the Isabela-I Electric
Cooperative, Inc. (ISELCO-1)” approved by NEA on 13 October 2010.
The total number of employees per approved plantilla positions in the re-organized
structure of ISELCO-I was supposed to be three hundred sixty-eight (368) only, as approved
by the National Electrification Administration (NEA). However, due to political intercession
the three hundred ninety-nine (399) employees from the old structure were all accommodated
in the new structure.
The cooperative had six (6) departments, as follows: Finance Services Department,
Institutional Services Department, Technical Services Department, Energy Trading
Services/Corporate Planning Department, Area Operation & Management Department (North
and South), and Internal Audit Department.
Bulk of ISELCO-1’s energy requirement is from San Miguel Energy Corporation (SMEC)
and the rest is from the Wholesale Electricity Spot Market (WESM), Mini-Hydro Power
Plants, Lucky PPH International, Inc., and Isabela II Electric Cooperative, Inc. (ISELCO-II).

The cooperative was categorized by the National Electrification Administration as “A”
and classified as Mega Large in the recent evaluation. And as of this date, the cooperative was
already categorized as “AAA” or Category Green Cooperative.
The power rate is duly approved by the Energy Regulatory Commission (ERC) and is
strictly monitored; thus, consumers are ensured that it is reasonable.
The system is undergoing automation and near to completion. Three years back, Meter
Reading, Billing and Tellering had been computerized; as of this date, the cooperative already
implemented the Wireless Area Network (WAN) within its coverage.
To carry out its mandate of providing an efficient and reliable supply of power to our end
users, they were able to put-up five (6) sub-stations, as follows: Alicia, Reina Mercedes,
Cordon, Cabatuan, Cauayan City, and Santiago City.
They have also constructed 26 km 69KV line to connect Cabatuan Substation with the
NGCP Substation in Santiago City.
A double circuit line was also constructed from Alicia, Isabela to Ipil, Echague intended
to separate lines of Jones and San Agustin from Echague to ensure system reliability.
The EPIRA law has brought the Electric Power Industry several changes that required
Electric Distribution Utilities to be strengthened and prepared in order to operate and compete
under a “Deregulated Electricity Market.”
The current system in electric cooperatives needs to be developed and upgraded urgently
in order to maintain its operating efficiency. The Human Resource and Management
Development Division is responsible for the enhancement and empowerment of its staff,
allowing the cooperative to cope with new business trends and survive.
ISELCO-I have not undergone re-organization since its inception in 1972. The
effectiveness of the original structure was overlooked for the years. Additional positions were
created and inserted to every department/unit just to suit the felt need of the management
without proper structural assessment planning or to accommodate recommended personnel in

the workforce. The systems and procedures became routinely, thus, resulted to
unproductiveness and low operational efficiency. Hence, the re-organization program became
a way in the process of the cooperative in restructuring its operations.
The Technical Working Group (TWG) with the full support and assistance of the NEA
MAG Team for Luzon have carefully evaluated the existing system and
recommended/assisted the preparation of management tools necessary for effective
implementation of coop’s re-organization program.
After a thorough and tedious process, the re-organization plan of ISELCO-I was finally
implemented on September 21, 2012.

CHAPTER III
The most memorable event during my practicum at ISELCO-1 was the Annual
General Membership Assembly (AGMA), which took place on May 27, 2023 at the
cooperative's main office. It was memorable because it was my first time experiencing such

an event, and we were assigned to be IT support, assisting encoders or employees who had
questions about the system.
This experience allowed us with my fellow to demonstrate our talents and expertise
while ensuring the event ran smoothly. The combination of being a member of a significant
organizational assembly and actively contributing to its accomplishment made this occasion
genuinely exceptional and left an indelible impression on us.
My advice to those who will take their practicum in the near future.
I recommend the following recommendations for the future OJT learners to guarantee
a good practical experience. To begin, it is critical to plan ahead of time by compiling a list of
agencies that fit with your course and career objectives. This proactive strategy will assist you
in identifying appropriate organizations that can give significant learning opportunities.
Second, remaining organized is critical in managing the practicum obligations. Maintain a
checklist of required documents and actions to ensure a trouble-free experience. Lastly, while
it is critical to attend your OJT with diligence, it is also critical to prioritize your health and
well-being. Only be absent when absolutely essential or in an emergency, and notify all
parties involved as soon as possible.

What have I learned from the experience?(Technical)
During our on-the-job training sessions, our knowledgeable supervisor taught us vital
ideas and abilities. One of the most important lessons was the process of reformatting
computers, which entails completely cleaning and resetting them. with addition, our
supervisor assisted us with dividing computer storage, allowing for efficient management and
exploitation of available space.
Our fellow contributed their knowledge of network printer sharing, teaching us how
to set up printers on a network to allow many users access. We also learned how to use
Anydesk, a remote desktop solution that allows us to access PCs from afar. To improve our
photo editing skills, we were taught the core tools and techniques of Photoshop. This
understanding provided us with the ability to make simple image alterations and
modifications. Further, our training included networking fundamentals, such as the
importance of IP addresses in facilitating computer communication. To ensure correct
communication and engagement, we learnt how to enter certain IP addresses.
I was assigned to the Energy Trading Services Department (ETSD) during the final
months of my OJT. This section was where I genuinely broadened my knowledge and learned
vital life lessons that helped develop my character. ETSD workers were not only informed,
but they also went above and beyond to share their knowledge with us. Their openness and
readiness to share information allowed us to develop professionally and personally. Their
assistance and advice reinforced my gratitude for their warmth and dedication to our growth.

communicating with a lot of people. Also it’s very exciting because it’s my first time
participating in such activity like AGMA.
I learned firsthand how to engage and connect with a wide audience through the
AGMA. This event helped me gain confidence in expressing myself and delivering
information to a diverse group of people. Interacting with people from various backgrounds
allowed me to broaden my perspective and improve my interpersonal abilities.
My advice to those who will take their practicum in the near future.
Future trainees should approach the process with great thinking and preparation to
achieve a good on-the-job training experience. One critical part is choosing the correct agency
that is aligned with their course of study, allowing them to explore deeper into themes
pertinent to their chosen industry. Trainees might explore possibilities to study and apply
knowledge linked to their courses by thoroughly researching and considering various
agencies.
