TENDER PROPOSAL FOR GETAI-XINYAO CHARITY CONCERT 2019

[ submitted by “EMPEROR ENTERTAINMENT PRODUCTIONS COMPANY (天皇娱乐资讯)”]


1, CONCEPT & THEME

a. To align with the purpose of the event - of commemorating the bicentennial milestone of Singapore, our concert is
themed : "旧曲新谣相映辉 - 顾往瞻前歌台秀"; "Journey of the Generations in songs- a Night
of reminiscence & exaltation". It will present both yesteryears' evergreens and contemporary Xinyao
songs, delivered by both veterans and up-&-coming local singers, evolving around the development of the Getai and
Xinyao scene corresponding with Singapore's progress in Nation building.

b. Well known and well-loved veteran singers will present their famous songs, while up-&-coming local singers will
offer rendition of their latest numbers, in chronological order, following the evolution of our local Getai and Xinyao
music landscape.

c. Accompanying the songs and dances will be video illustration of the historical progression of Singapore and the
corresponding development of Singapore's entertainment landscape. The audience will be led through a time
tunnel to reminisce important milestones of our country’s history through songs and dances.

2. STRUCTURE OF THE CONCERT


a. The entire concert will be divided into segments organized principally in chronological order - from the 60s, 70s,
80s, all the way to the present day, while giving emphasis to the emergence and development of Singapore’s very
own Xinyao.

b. In the beginning, video projection & special effects will bring the audience back to the 60s / 70s, showing that in
those days Getai was a principal form of mass entertainment, staged mainly at the 3 major amusement parks - the
New World(新世界), Great World(大世界)& Gay World (繁华世界). At the same time, there were also
rooming Getai staged for festive celebrations, such as during the 7th month Hungry Ghost Festival. Short video
clips of hit songs by famous artisties of the various era will be screened.

c. The audience will then be treated to a nostalgic rendition of old Chinese songs that our Pioneer & Merdeka
Generations grew up with, delivered by singers who used to be house-hold names in the 60s, 70s and then the 80s.
Representative artistes of each era, such as 秦淮,黄清元,陈美光 for the 60s, 凌霄,吴刚 etc for the 70s,and
Maggie Teng, Weng Su Ying etc for the 80s, will present the hit songs of their time.

d. As the "era" progresses, the emergence & development of Xinyao will be highlighted as an important milestone
in Singapore's very own music landscape. After some video portrayal & stage naration of Xinyao’s history, Xinyao
favorites will then be presented by renown Xinyao singers like 邓妙华 ,巫奇 ,潘盈 etc.

e. As part of the Xinyao segment, we would like to propose inviting Minister for Education Mr Ong Ye
Kang, who is a skillful guitarist and an avid Xinyao supporter, to join the artistes in one of the classic Xinyao
songs, towards the end of the session. This will serve to emphasize the government’s support towards Xinyao
as a grassroot culture, and help rally the citizens towards building social cohesion. We will also attempt to
solicit sponsors to donate towards the Minister’s singing effort, as a fund-raising exercise.

f. To highlight the multi-racial nature of our society, we will have well-known Indian & Malay singers singing not
only songs in their mother-tongue, but also Chinese songs, to project the enviable situation of racial harmony
achieved in Singapore.

g. In order to attract and entertain the younger participants of this concert, we have catered for winners of the
recent “Getai Challenge 2017, 2018“(歌台星力量), who are young and up-coming Getai artistes, to join our
stage in the final segment depicting “Today’s” local music scene.
h. The EmCees and the singers will collaborate at appropriate junctures of the program, to solicit donations for
ComChest.

3. ARTISTES' LINE-UP
The following are an indication of the artistes that we are able to assemble, subject to final
confirmation after being awarded the tender.

a. EmCee
Three renown bilingual stage personalities who have helmed large scale events will be considered as our
EmCee :

(1). Marcus Chin 陈建彬

A veteran Singaporean singer, actor and show-host who is a popular Getai and TV personality. Apart from singing,
he has hosted numerous high-profile TV programs and events such as "Happy Can Alrady!" ( 欢喜就好), Golden
Age Talent time (黄金年华之斗歌竞艺) etc, and acted in many TV drama & local movies. Marcus was awarded
Best Supporting Actor for his role in TV drama "Have a little faith", conferred the "Special Achievement Award", as
well as voted in as one of the "Top 10 Most Popular Male Artistes" in the 2018 "24th Star Awards Ceremony".
Marcus is fluent in the various major dialects.

(2). Lee Pei Fen [李佩芬]

Pei Fen was dubbed the "Bi-lingual Heavenly Queen" (双语天后) in the local entertainment scene, and is highly
competent hosting in both English & Mandarin, whilst being able to speak several dialects.

She was conferred the "STOMP Getai People's choiceTop 10 Award", "STOMP Getai Best Female Singer Award"
for 5 consecutive years, and bagged 3 top awards: "Best Show-host", "Most Popular Getai Singer", and "Top 10
Most Popular Artistes" in the 2018 Getai Star Award.

(3). Desmond Lim [林尤发]


A dynamic veteran show host, singer, Radio DJ, actor and blogger who is a popular Getai presenter, and has
also hosted many large scale events. Effectively bi-lingual and able to speak various dialects.
b. Artistes

For the 60’s segment [60 年代】

(1) Huang Qing Yuan 黃清元


A famous Singaporean singer who started singing in the 1960s, best known for his all-time favourite "Man Li.
(蔓莉)". He has since recorded over 100 EPs and LPs, and still actively sings at Getai, festive occasions and
various entertainment outlets. He was given a "Life Contribution Award" in honour of his 40 years of musical
performance, at the 2016 Getai Star Award.

(2) QIN HUAI (秦淮)


A famous singer in the 60s, well known for his signature song "White Cloud 白云", ”Kiss me again 再吻我一次” .
He started as a classical singer, but later transited to singing pop songs. He was awarded "Top 10 Singer of
the Far East", "Gold Award for Top 10 artistes" when stationed in Hong Kong in the 70s. He was once hailed
as "Prince of Love Songs".

(3) Tan Mui Kwang 陈美光


Started singing since 14 years old after winning a singing competition, Tan Mui Kwang was earlier trained
as a soprano in classical singing. Her unique high-pitch & magnetic voice, singing in Mandarin, English & at
times Japanesse, soon won the admiration of audiences in the 60s and 70s. She was best known for
signature songs such as "Five Dollar Note"《五块钱》& "A lovely little flower"《一朵小花》.

For the 70’s segment [70 年代】

(6) Wu Gang 吴刚
A famous local singer from the 70s to the 80s with a masculine & magnetic voice , who used to an "aunties'
heart-throb" during his era. The "Merdeka Generation" fans will remember his long-lasting hit-songs: "Ever
flowing water"「水长流」,& "Lonely star in the sky"「天边一颗星」.

(7) Ling Xiao 凌霄


Well-known for his boisterous & uninhibited dance steps on stage, he was once hailed as the "Youthful King
of Songs" [青春歌王]. He started singing since 17 after winning a Rediffusion talent-time competition in
1967. He also had a large fan base in Hong Kong where he once stationed. He is well remembered for his
hit songs like "Can't get me love" [得不到的爱情】,"Flower of bitter love"[苦情花] & "Always by your side"
[我在你左右】etc.

(8) Chen Jie 陈洁


A child prodigy who started singing since the age of 10. She later specialized in singing "Huang Mei tune" [黄梅调 ]
songs, following the popularity of Hong Kong movies featuring such a musical genre in the 70s. She was able to
uniquely achieve the difficult feat of presenting both the male and female voices. She has a huge fan base among
the "aunties".

For the 80’s segment [80 年代】

(11) Maggie Theng 邓妙华


Veteran singer Maggie Teng started off singing with her two sisters [Judy(邓雪华), & Stella(邓桂华) in the 70s,
and subsequently broke into the Taiwan market with her first album "Qian Ying" (牵引) in the 1980s. She is still
remembered for her sweet-young-thing role in the 1983 local Mandarin TV drama, The Flying Fish (小飞鱼).
She had released many evergreen numbers in the 80s, such as "Gentle Night"《温柔的夜》and "Confession
of Love"[爱的告白].

(12) DAWN YIP/ YE PEI FEN 葉佩芬.


Dawn first learned singing from Tan Mui Kwang. After emerging champion in a Chinese “talent time”
competition《斗歌竞艺》, she became popular in the 80s and recorded 13 albums till 1994 when she
ventured into business. Dawn now co-owns the successful hair and beauty salon chain, Jean Yip Group, with
her sister Jean, but still sings whenever opportunity arises.

(13) WENG SU YING 翁素英


A popular singer in the 80s who endeared her fans with her “girl next door” appearance and demeanour. She was
well known for singing the theme songs of many of the then SBC’s Chinese TV drama such as "Person on a
Journey" / 《人在旅途》, “Attap Seed (Son of Pulau Tekong)” 《亚答籽》etc.

Entering the Xinyao Era (Mid 80s) [ 进入新谣的时代】

a. At this juncture, stage narration and video presentation will usher the audience into the world of
Xinyao - illustrating its emergence & development over the years, while inviting well-known Xinyao
artistes to present their respective hit songs, culminating in a joint choral rendition of one of their
common favourites.

b. The audience will reminisce both earlier day Xinyao and savour the later day versions. Video
presentation will explain that earlier Xinyao are characterized by their purity and innocence, with clear
acoustics, simple melodies and sentimental lyrics, usually accompanied by only the guitar. Moving into
the nineties, Xinyao developed further and moved towards commercialization. The songs became
more sophisticated, with more elements of musical instruments added, as the need to cater to mass
market deepened.

Proposed participation by Minister Ong Ye Kang

a. As part of this Xinyao segment, we would like to propose inviting Minister for Education Mr Ong Ye Kang, to sing
together with the artistes for one of the classic Xinyao songs, towards the end of the session.

b. Minister Ong Ye Kang is a music lover & plays the guitar. He has mentioned that he grew up listening to and
singing Xinyao. At the 2016 National Schools Xinyao Singing and Song Writing Competition, Minister Ong played
the guitar and sang together with the contest finalists, the Xinyao classic《细水长流》(Friendship Forever). He
attended the 2017 River HongBao(春到河畔) event : “A Night of Xinyao”, and joined the singers in the final
song. Minister Ong again joined the singers on stage for the last song, at the memorial concert for the iconic
Xinyao artiste Dawn Gan, recently in Oct 2018.

c. With a Minister joining the people & singing in this commemorative event, it emphasizes the support accorded
to such grassroot culture by the establishment, and highlight the people-oriented approach of the government.
It will resonate well with the audience, and help rally the citizens towards building community cohesion.

Xinyao Artistes to be invited for this Segment

(16) Roy Li Fei Hui, 黎沸揮


Roy was dubbed as one of Singapore's brightest exports in Taiwan's music industry in the early 1990s.
For the past two decades, besides penning his own songs and producing albums, he has also been actively
involved in writing and producing hit songs for many popular artistes of the region, such as Andy Lau, Jeff
Chang, Jacky Cheung, Kelly Poon, Tanya Chua, A-do, etc. He is also pre-occupied with the training of aspiring
artistes in his own music school - Imagine Music. He frequently served as judge in various singing contests,
including Singapore's biggest reality Chinese singing competitions - Project Superstar & Campus SuperStar
supported by MediaCorp. He also acted and sung for Channel 8’s drama series “118”.

(17) Allen Moo 巫奇

Started singing at the age of 17 when he recorded a duet “Brotherly Love”「手足情」,with his famous brother
– Xinyao heart-throb “Eric Moo”巫启贤. He sought opportunities in Taiwan after graduating from college, &
launched his first album “My Lover”「我的情人」in 1992, which became a hit. He continued to compose &
sing,while trying his hands in acting. He has worked with well-known Xinyao artistes like Lee Wei Song (李伟
菘) in
launching numerous albums.
(18) Pan Ying 潘盈
A renown Xinyao singer with over 20 years of singing credential & who is fondly called the “Big Sister of
Xinyao”(新谣大姐). After the demise of famous Xinyao singer Dawn Gan(颜黎明), she is said to have taken
over the role of being Xinyao’s predominant female artiste. She is known for her superb interpretation of songs
by well known Xinyao composers such as Liang Wen Fu(梁文福 ).

(19) Hong Shao Xuan 洪邵轩


Recognized as one of our pioneering & established Xinyao singer, Hong Shao Xuan is renowned for his
pristine crystal clear vocals. Since the 80s, he has collaborated with composers such as Billy Koh (许环良), Li
Fei Hui and Liang Wern Fook, and contributed towards making those songs famous. He has recently released
two albums: 'Declaration of Love' 《爱的轩言》and 'A Journey of Songs' 《天涯歌旅》。 

Final Segment – the Present Day


Winners and contestants of the Getai Challenge 2017 & 2018(歌台星力量)will be invited to unveil their singing
prowess, to showcase the newly emerging talents of the local Getai scene. Possible candidates are :

We will be able to offer more than the “15 artistes” stated in your specifications, at the price we
quoted.

C. Live Band :

It will be either “The VENUS”(威乐斯大乐队) or “The Travellers” (新旅者 乐队):

(1)The VENUS VENUS(威乐斯大乐队)


Formed 19 years ago, this Singapore band is hailed the “Number-ONE band” in the local Getai scene. It has
performed in various large scale musical events, as well as accompanied many well known Getai singers.
(2)The Travellers (新旅者 乐队)
Another veteran Singapore band which has been in existence for 50 years, currently filled by its 4th generation
members.

d. Participation of Malay & Indian Artistes

In order to depict Singapore’s unique Multi-racial culture & steadfast racial harmony, well known Malay &
Indian artistes : Rawi Hamin, Asmiyati Asbah, Jacintha Abisheganaden and Palam, will make their
appearances. They will not only sing songs in their mother-tongue, but also famous Chinese numbers, to
illustrate the cultural integration which is steadily developing in Singapore.

1) Rawi Hamim

Known in the Singapore getai circuit as the singer in a songkok, Rawi Hamim constantly surprises and impresses
people with his ability to sing in Mandarin, Hokkien and Cantonese. Prior to his accidental foray into Getai, Rawi
started his performing career as a dancer and musician with the People’s Association. He has co-choreographed for
the Chingay Parade.

2) Yati - Asmiyati Asbah

A popular Getai personality who loves singing in Mandarin.


3) Jacintha Abisheganaden

Jacintha is a famous Singaporean jazz singer, recording artiste and stage actress who has been well-known in
parts of the Asia-Pacific region since the '80s. She first came to prominence in 1976 when she won a local
television talent contest, Talentime, singing jazz. She continued this winning streak in 1981, when she nabbed
the Best Female Performer award for her role as Nurse Angamuthu in General Hospital at the Drama Festival.
She is also actively involved in theatre works, other than singing in various occasions.

e. Participation of Dancers

We will arrange for 8-10 professional dancers to perform routines in support of the stage items.

4. Logistic Operations

a. Tentage & other infrastructure

1) As the Dome Tent specification in the “Requirement” of 120 ft x 100 ft appears insufficient
upon ground assessment, we will provide a bigger tent of 200 ft (length) x 90 ft (width). [there
seems inadequate space to stretch the width of the tent to 100 ft].

2) We will provide planked flooring with red carpet for the entire stretch of the tentage, as well as
planking the entire walkway from Redhill MRT station’s direction.

3) Ramps at critical locations will be provided, to facilitate vehicular as well as wheelchair access.

4) State-of-the-art stage lighting and sound system will be provided.

5) All the requirements related to infrastructure will be complied with.

b. Rehearsal & security

1) A thorough rehearsal will be catered, to ensure smooth execution of the stage and floor
operations on the actual day.
2) 10 security personnel will work with the crew to ensure smooth crowd control & parking
arrangement. SOP to deal with contingencies will be worked out, disseminated and
rehearsed.

c. Publicity

Other than all the specifications stated in your requirement, we will be providing at no extra cost, 2
Road Shows near the vicinity of the venue, hosted by our Directors – Mediacorp personalities Yap
Say Pin & Chen Tian Wen, to promote the Event, hype up community awareness about ComChest,
and make an effort to raise fund.

d. Optional items

1) We will be taking up all the optional items specified.

2) We will be happy to provide the 6 Food Carts with possible food items as follows :
Ang Ku Kueh, Mini Soon Kueh, Kacang Puteh, Green/Red Bean Soup, Ice Cream Potong,
candies etc.

3) We will attempt to solicit sponsorship for the items for food carts.
