NEWS PRESENTER 1: MANILA – The Land Transportation Office (LTO) is set to launch
soon a digital driver's license that will serve as an alternative to the physical card.
LTO chief Jay Art Tugade said the electronic version of a driver's license can be
accessed through a "super app" developed by the Department of Information and
Communications Technology (DICT).
"The advantage of the digital license is that motorists can present it to law enforcement
officers during apprehension. It is equivalent to presenting the physical driver's license,"
Tugade said in a Monday news release. It did not say exactly when the digital version
would be made available and implemented.
With the electronic version, the public will have an alternative aside from the official
receipt (OR) as a temporary driver's license, amid the shortage of plastic cards used for
the printing of a driver's license, Tugade said.

NEWS PRESENTER 2: NEW DELHI – At least 54 people have lost their lives in
violence that broke out this week in the northeastern Indian state of Manipur, according
to local media reports.
The situation is reported to be tense in the state after the violence that erupted on
Wednesday during protests against the inclusion of the non-tribal Meitei community in
the Scheduled Tribes category, which would give them a number of privileges.
According to the Press Trust of India (PTI), some 54 people have died in the violence.
Citing a defense spokesperson, the news agency said a total of 13,000 people in the
state have been rescued and taken to safe shelters.
Nearly 10,000 soldiers from the army and the Assam Rifles paramilitaries have been
deployed in the state to control the situation.
Indian Law Minister Kiren Rijiju in New Delhi on Saturday called the violence that
erupted in Manipur “very unfortunate,” adding that the government is taking all
necessary steps.
At least 15,500 seedlings and 20,000 seeds were also destroyed in La Union, while 10
kilograms of marijuana leaves and 360 marijuana seedlings were burned in Ilocos Sur
province.
PRO-1, together with counterpart law enforcement units, said that they discovered the
plantation sites after they received tips from concerned citizens that illegal drugs were
cultivated at the mountainous area of Tobuan village in Labrador, Pangasinan; Upper
Bas-angan, Sapdaan, Santol town in La Union province; and Danac village in Sugpon,
Ilocos Sur.
The drugs confiscated and destroyed had a total estimated value of P9.7 million, the
police said.
The operations in La Union led to the arrests of two suspected cultivators.
Brigadier General John Chua, PRO-1 regional director, vowed to “eradicate illegal drugs
and all other forms of lawlessness in the region through strengthened and relentless
police operations.”
Chua thanked the public for their cooperation in the government’s campaign against
illegal drugs.
NEWS PRESENTER 2: LINGAYEN, Pangasinan – Two solar power plants worth USD
503 million with a total capacity of 321 megawatts are planned to be built in Infanta and
Dasol towns in western Pangasinan.
A memorandum of agreement for the project was signed on Wednesday by CS First
Green Agri-Industrial Development Inc., URIT Limited Philippines Corporation, China
Energy International Group Company, and the China Energy International Group
Company.
The project in Infanta, which will cost US$285 million, will generate 181 MW, while the
USD 218-million plant in Dasol will generate 140 MW. Both are expected to be
operational by late 2026 or early 2027.
The solar power plants would be the first major investment in the province under the
administration of Governor Ramon Guico III, who said the province is favorable to
renewable energy power plants “as it has the best sunshine and wind.”
“There’s a looming power crisis, and Pangasinan will play a key role in contributing to
the power requirements of the country,” he said during the signing in this town.
Former Bayambang Mayor Cesar Quiambao, head of the CS First Green Agri-Industrial
Development, said the project will be located in mountainous, non-arable areas in the
towns that underwent site suitability assessments.
He said the proposed plants have undergone an environmental impact assessment, and
the company is applying for an environmental compliance certificate from the
Department of Environment and Natural Resources.
Andy Wu, who signed for the Chinese Energy Group Company, said the feasibility study
for the project would be completed as soon as possible.
With the expected completion of the projects in 2027, Pangasinan will host three power
plants of different types. The two existing plants are the coal-fired power plant in Sual
town, and the hydroelectric power plant in San Manuel.
A nuclear plant has also been proposed by Pangasinan second district Representative
Mark Cojuangco. INQ
