Plant Access Control Procedure
1. Purpose

The purpose of this document is set out the procedure for


A) The access to Control Room DCS system, iPASS system and different Area PLC systems.
B) It includes the entry procedure in the restricted areas of the plant. Its purpose is to avoid any
miss operation by the operator and the entry of unauthorized person.

2. Scope

This procedure shall apply to all those NOMAC people who are working on the Plant
and using the DCS, iPASS and PLC system.

3. Terminology

The following terminology and Abbreviations will be used during the application of the
access control procedure:

PM : Plant Manager
OM : Operation Manager
SCE : Shift Charge Engineer
CRO : Area Operator
AO : Area Operator
DCS : Distributive Control System
PLC : Programmable Logic Control
PTW : Permit to Work

4. Roles and Responsibilities

4.1 PM: Responsible for the overall safety measure used by the all level people for routine
use of the CCR DCS system, IPASS Server System and different area PLC system. He will
ensure the proper person entry to the restricted areas of the plant.

OM: Responsible for the daily routine operations of the CCR DCS system, IPASS Server
System and different area PLC system. He will ensure the proper trained people are
operating and entering in the restricted areas.

MM: Responsible for the daily routine maintenance of the CCR DCS system, IPASS Server
System and different area PLC system. He will ensure the proper trained people are
maintaining the system.

SCE: Responsible for the daily routine SHIFT operations of the CCR DCS system, IPASS
Server System and different areas PLC system. He will ensure that the proper trained
people are operating the said systems. He will take care that the only authorized people
are entering in the restricted areas of the plant.

CRO: Responsible for the daily routine SHIFT operations of the CCR DCS system. He will
follow the operating limits during the operation of the DCS system.

AO: Responsible for the daily routine SHIFT operations of the Area PLC system. He will
follow the operating limits during the operation of the PLC system. Area Operator will
also take care about the entry in the restricted areas only by the authorized people.

5. Equipment/Software

5.1 SAP: SAP will be used to make the raise the notifications for the DCS and PLC
maintenance, repair and programming to I&C department.

5.2 MS Office: Use the Word, Excel to prepare the reports after the maintenance
of the DCS and PLC system.

6. Procedure

The following two scopes for the plant access controls are:
6.1 Plant System:

DCS, iPASS, PLC’s in different areas

6.2 Restricted Areas:

CO2 Plant

ClO2 Plant

IWWT Plant

Int. Air Comp. Room

Fire Water Pump House

Switch Gear Room

CCR

All the SCE, CRO’s and Local Operators and maintenance staff of SIWEP will follow the following
procedure to use and work on the plant control system:

6.1 Plant System:


While working in Plant System, there will be the following procedure:

6.1.1 Main CCR DCS system is restricted to operate at different working levels. The security
level will determines which tasks you are permitted to perform.

6.1.2 The separate ID and passwords are provided to do the work on DCS by the different
user levels.

6.1.3 If anybody will attempt to perform a task that requires a higher security level, the
following message appears in the Message Zone:
(Higher Security Level Required)

6.1.4 The CRO will have their own ID and password and they will operate the DCS only at
the user level. Where he cannot make any changes or modifications in the system.

6.1.5 CRO will just operate the plant and will never be authorize to go to the engineering
work station.

6.1.6 When the CRO will be working that time the DCS computer screen will have the status
of (oper) at the status bar.

6.1.7 When I&C supervisor will operate the DCS system, he will be authorized to enter by
his own password. I&C Engineer can change the set points of the system during plant
running conditions to make the safe operation of the plant.

6.1.8 If the I&C engineer will use the DCS system, he can acknowledge the alarms and FTEB
(Fault Tolerant Ethernet Bridge). He will be authorized to make the simulations for the
plant parameters.

6.1.9 The OM / MM will be authorized to operate the DCS in all above manners. He can
operate, change the set points, put on AUTO or Man, Acknowledge the alarms and
can make the simulations for the plant parameters at the DCS. He will be fully
authorized and responsible to do the changes at any level.

6.1.10 OM / MM will use his authority only in the case of any problem appeared in the
system and it can be solved easily and by doing any changes for the time being to safe
the system and the plant production.

6.1.11 During taking any action OM / MM will be assess the risks involved after making any
changes.

6.1.12 When the Operations / Maintenance Manager will be working on the DCS computer
screen, it will have the status of (Mngr) at the status bar.

6.1.13 In different areas like (CO2 Plant, ClO2 Plant, IWWT PLC Room etc), the AO will use the
PLC on the only operator level and will not authorize to change any set points or go to
the programming a level areas of the PLC system

6.1.14 If any change, programming or modification will be required in PLC’s to fix the
problem then only the programmer or any I&C trained and responsible person will be
authorize to perform this job

6.2 Restricted Areas:

While working in the restricted areas of the Plant:

6.2.1 Switch Gear Room(s): In normal operation, the Switch Gear room will be locked and
key will be in the custody of CCR.

6.2.2 During Operational activities in the switch gear room of the R.O. Plant, only
operations people (SCE or CRO) will be authorize to enter and perform any
operational activities.

6.2.3 If any maintenance activities need to perform in the Switch gear area then the
maintenance people will enter with the specific permit(s).

6.2.4 All areas PLC room(s): In normal operation, the all restricted areas PLC rooms will be
locked and key will be in the custody of CCR.

6.2.5 In the restricted operating areas like (Inst. Air Comp. Area, Fire Water pump house,
Chemical Pump House etc) where any change could be hurt the operation by any
unauthorized person entry, will be closed by main doors. Only the authorized and
trained operators will be allowed to enter.
