The term “out of bounds” refers to a planet’s declination

A planet’s declination, it’s listed as the degrees North or South, indicating the planet’s position with respect to
the equator along the band of the ecliptic.
The ecliptic is the apparent path of the Sun around the Earth
The Sun’s apparent position with respect to the equator changes because of the tilt of the Earth’s axis.
This ‘tilt’ can range from 23°27’ north of the equator (the Tropic of Cancer, and the Summer Solstice in the
Northern Hemisphere) to 23°27’ south of the equator (the Tropic of Capricorn and the Winter Solstice in
the Northern Hemisphere).
The “bounds” of the ecliptic plane then extend 23°27’ north and south of the equator.

 The Sun never goes out of bounds as it defines the Ecliptic.

 Saturn and Neptune never go out of bounds.

 All other planets - Mercury, Venus, Mars, Jupiter, Uranus, and Pluto - plus the Moon go out of
bounds at some point during their cycles.

 Mercury, Venus, and Mars go out of bounds on a frequent basis.

 The Moon has an 18.6 year pulsation, divided into approximately 9-year halves. It spends around 9
years within the Sun's path, and then another 9 years making regular excursions outside the solar
bounds
