that Section 124A (sedition)
of the IPC continues to
remain in the statute book,
and even if the new bill
becomes a law, there is a
presumption that any new
law in the penal statute will
have prospective and not
retrospective effect.
“Consequently, the validi-
ty of the prosecution which
would be launched so long
as Section 124A continues to
remain in the statute, will
have to be assessed on that
basis,” it said.
Noting the request by
Attorney General R. Venka-
taramani and Solicitor Gen-
eral Tushar Mehta to defer
referring the petitions to a
larger bench, the SC said,
“There is no way we can

erabad are working towar-
ds taking proactive meas-
ures to curb the menace.
Colleges in the city are
now adopting stricter ru-
les, and plan to launch a
comprehensive awareness
program to educate stu-
dents on the importance of
maintaining a safe and
respectful environment
for all.
Often mistaken as some-
thing fun and harmless,
ragging can take a severe
toll on the mental and em-
otional well-being of stud-
ents. With incidents of ra-
gging on the rise, colleges
are taking steps to demar-
cate the boundaries bet-
ween jovial camaraderie
and offensive behaviour.
“The awareness pro-
grammes, likely to com-
mence in the next weeks,
are designed to impart
crucial knowledge about
the do’s and don’ts of cam-
pus interactions. They wi-
ll focus on the importance
of recognising bound-
aries, identifying harass-
ment and providing guid-
ance on responsible ways
to welcome newcomers,
who are often subject to
ragging,” said Prapti Ko-
mmu, a student council

Naidu’s arrest: All corrupt

leaders must be punished
T
here is an unmistakable trace of schadenfreude in the public reaction to the
arrest of any prominent political leader, especially one who has had a long
stint in power, self-righteous overtones to his career’s narrative and never
faced the brunt of the laws he himself must have helped carve.
Such an arrest, as in the recent case of former Andhra Pradesh chief minister and
the Telugu Desam supremo Nara Chandrababu Naidu, also predictably brings to the
fore two major questions — was the arrest motivated solely by political considera-
tions and is the result of a conspiracy or witch-hunt by rivals, and will it lead to a
surge in sympathy for the arrested leader, perhaps ensure his win in the next elec-
tion?
The series of events which led to the arrest of Naidu began late last Friday night,
another textbook tactic vis-a-vis its timing, and after much drama on the streets and
in the media and social media space, has led to the court remand of 14 days, finally
leading to his being incarcerated.

Pakistan’s consistency in pursuing a

The Chittaranjan Locomotive

Works (CLW), the first locomo-
tive manufacturing factory of
Indian Railways, has produced
250 electric locomotives in 134
working days, as against 183
days last year. CLW accelerat-
ed the manufacturing to 55
locomotives in June, 65 in July
and 57 in August setting new
records.
The production of locomo-
tives up to August stands at
244, 41per cent higher com-
pared to 173 produced by the
same time previous year.
The first 100 locomotives
took 70 days against the previ-
ous best of 73 days, 200 loco-
motives were turned out in 112
days against the previous best
figure of 143 working days.
The bogie assembly shop pro-
duced 200 bogies up to August
against the previous best of
144 bogies last year recording
an increase of 38 per cent over
last year, a release said.

The event, which is being played across three age categories
(above 35, 45 and 55) for both genders (male and female), has a
total prize money of `2.10 lakh, with the final set to be played

one Simona Halep has been
given a four-year suspension
from tennis following breaches
of the sport’s anti-doping pro-
gramme, the International
Tennis Integrity Agency said
Tuesday. The 31-year-old
Romanian tested positive for
the banned substance roxadus-
tat last year and was charged
with a separate second anti-
doping breach in May “relating
to irregularities in her athlete
biological passport (ABP)”.
Halep, a two-time Grand Slam
singles champion, had been
provisionally suspended since
October 2022. An independent
tribunal said this would count in
her period of full suspension,
which will now run from
October 7 2022 to October 6
2026. The case remains subject
to appeal. An independent tri-
bunal, which heard evidence
from Halep, the winner of the
2018 French Open and 2019
Wimbledon championships, met
in London on June 28-29.

BENGALURU AS HOST CITY

The 62nd edition of the Subroto Cup International
Football Tournament will be held from September
19 to October 23, it was announced here on Tuesday.
For the first time Bengaluru has been added to the
list of host cities for the upcoming edition of the
oldest national inter-school football tournament,
which was earlier held in Delhi and Gurugram only.
While the Under-17 junior boys and girls tourna-
ments will be held in Delhi-NCR, the Under-14 sub-
junior boys competition will be played at the ASC
Centre, the Air Force School, Jalahalli and the Air
Force School, Yehalanka in Bengaluru.
In Delhi-NCR, the matches will be played at the
Ambedkar Stadium, Tejas Football Ground (Delhi),
Subroto Football Ground (Delhi) and the GD
Goenka School (Gurugram).
A total of 109 teams from 27 states and Union
Territories will participate in three categories.
Teams from Bangladesh and Nepal will add foreign
flavour with over 180 matches scheduled to be
played.
The schedule: Junior Girls (U-17): Sept. 19 to 26. Sub-
