Anatomy of the Scorecard

A PERSPECTIVE is a point of view from which


performance can be gauged, building the strategy
on the perspectives of outcome, output, core
processes and support processes creates balance.
There are four (4) perspectives derived from the
Strategy Map to the Scorecard.

Anatomy of the Scorecard

An OBJECTIVE is a statement of what the strategy


must achieve. Objectives answer the whys of
transformation. There are 19 Objectives derived
from the Strategy Map to the Scorecard.

A MEASURE is a key strategic


performance indicator used to
evaluate how effective the agency is
achieving its strategic objective. There
are 29 measures in the 2023-2028
scorecard – at least one (1) for each
objective. 7

The Office of Primary


Responsibility (OPR)
Measure Team is an office or
a cross-functional group
composed of personnel
across the organization with
complementary functional
expertise or multidisciplinary
skills, responsible for
managing a PGS Measure.

BASELINE (BL) data is usually


gathered from the year the
scorecard was crafted. These
figures provide a data-driven
basis for target setting.

vision.
