(a) Maintaining streets and roads; the council cleans the streets by
sweeping and collecting garbage. It also provides rubbish bins in streets

4) Factors affecting capital formation

(a) Consumption habits; people treasure expensive and luxurious things such
as beer, unnecessary traveling abroad thereby saving less.

(b) Social status; people living in an extended family because of Zambian


tradition are failing to save enough because of the family. They much on food,
bills, clothing

(c) Lack of knowledge on saving for investment; there people who ignorant
on saving. Hence all they know spending all their salary.

(d) Poverty – people living in poverty are unable to save because every
money they find is spent on survival (buying food, clothing and shelter)

(c) Low income; low income means that a person cannot save money for
future use.

Section C

1) Drug abuse

A drug is a substance that is used as medicine or narcotic.

There are various reasons to why young people resort to drug abuse; Curiosity
is the common reason especially to adolescents. It is a situation where one
wants to taste and experience what it tastes like. Peer pressure is also
influencing a lot of young people, taking drugs because they want to do what
their friends are doing. Some it’s because ignorance, they are unaware of the
effect of drug abuse of which it may be too late when they realize it.

Stress also is another cause for drug abuse. Some people take drugs because
stress, they feel drugs would console them. Apart from this, availability of drugs

has contributed too. Drugs are readily available at markets. Alienation is when a
person who feels isolated fights to find a group to belong thereby welcome to a
place where there is drug abuse.

There are people who just stay home because of unemployment despite being
qualified. Such people resort to drugs. Lack of recreational activities; many
people have nowhere to spend their leisure time due to lacking recreation
facilities, hence resort to drug abuse to pass time. Another cause might be
enhancement of self-confidence and performance. Some people believe that
taking certain drugs may help them improve their self-confidence and
performance in sport, sexual intercourse, exams, and other activities. This
encourages drug abuse.

An extended family is a family with mother, father, children and other
relatives. An extended family is important because children don’t fill the
gap after their parents die, they will have someone to call Dad or uncle from
the family. It also promotes unit in the family. It is also one of the cultural
practices in Zambia.

Culture is the way a particular society or group of people live. There are
different types of culture. These are:

• Mass culture; it is produced from machines and consume a large scale,


e.g., TVs, video tapes or cassettes. This culture is spread through
electronic media.
• Popular culture; this is a product of changing needs and innovations in
people’s lives. It includes music, fashion, pop music, and pop dance.

• Folk culture; also known as residue culture (remains of the past). This
past is revived from elements of the forgotten past due to nostalgic tastes
(seen in influence of technology changes on old tradition.
• Synthetic culture; This is artificial culture which has mainly destroyed the
cultural identities of developing countries like Zambia who adopted
Western culture.
• Ideal culture; This refers to some kind of aspiration of where a group of
people would wish.
• Real culture; This is the actual behalf of people in a society.
• Subculture; This is the way of life or behavior which a small group of
individuals belong to the same culture may portray.it arises due to
difference in occupations resulting in variation in power and prestige
• Counter culture; This refers to the behavioral pattern and lifestyles shown
by a group of people that are opposed to the generally accepted standards
of behavior in a society.
• Cultural heterogeneity; This refers to a society with people of different
cultures (people of different race, religion, beliefs and nationality.
• Cultural homogeneity; Common culture of people of similar race, beliefs,
religion, and nationality.

THE CONVENTION ON THE RIGHTS OF A CHILD; Is an optional
protocol that looks at issues on the right of a child and considers children as
individuals with equal status as adults. It has four general principles. These
are best interest of a child, survival and development, Nondiscrimination,
and Participation.

Child Abuse is any form of ill treatment of a child. There are several forms
of child abuse, these are:

Child defilement which is the act of having unlawful sexual intercourse with
a boy or girl who is 16 years and below. Child battering is another form of
child abuse. This is where someone beats a child often instead of discussing
issues. Other than these, child neglect is also a form, it is a situation where
children are not taken care of by their parents or guardians. Children are not
given the love and care that they need.

Child labour is also a form of child abuse where children are given work
that may mentally, socially, morally, dangerous and harmful to them. Child
sexual abuse takes place when an adult or someone order than a child into a
sexual activity.

Fiscal discipline is the control of public resources. The government puts
measures to ensure compliance in taxation and public expenditure.

The importance of fiscal discipline is it makes an institution or one to


stick the budget and goal. It also helps one to save for investment. Makes
one to avoid unnecessary borrowing.

It sometimes helps people plan for the future. Apart from this, it also brings
about economic growth. It also reduces vulnerability. Macroeconomic
development is the importance of fiscal discipline as well.

Types of sentences

• Concurrent sentence: this is served at the same time as another


sentence imposed earlier or at the same proceeding.
• Consecutive sentence: this occurs when a defendant has been
convicted of several crimes at the same time.
• Life sentence: this is where a convicted person is punished to spend
the rest of his or her life in prison.
• Mandatory sentence: this is a sentence where the judge may have no
room for lenience but to stand for what the law states.
• Maximum sentence: this represents the outer limit of a punishment
beyond which a convicted person may not be held in custody
• Minimum sentence: this explains minimum period a person should
spend in prison before becoming eligible for release.
• Suspended sentence: this has two different meanings. It can mean
postponing a sentence after conviction or postponing the execution of
a sentence after it has been pronounced.

Rights of the convicted person at post trial are right to appeal and right to
be tried for a criminal offense in which he/she has been pardoned by the
head of state. If one is not happy with the judgement, the suspect has the
right to appeal in a high court.
