(TVET CDACC)

CODE OF CONDUCT FOR ASSESSORS AND VERIFIERS

To maintain the quality of assessment, TVET CDACC assessors and verifiers in all aspects of
assessment, including the appointment and performance of assessors’/verifiers duties, and to
comply with provision of TVET Act are expected to follow this code of conduct.

This code of conduct shall provide a framework against which allegations of misconduct will be
judged. In the event of any allegation of misconduct, TVET CDACC will undertake an
investigation governed by the principles given in the TVET CDACC assessors and verifiers code
of conduct.

(a) Code of conduct for assessors and verifiers

The code of conduct for assessors and verifiers is as follows:

(i) An assessor/verifier shall at all times demonstrate a commitment to professionalism and


diligence in the performance of his or her duties.
(ii) An assessor/verifier shall not engage in any illegal or unethical conduct, or any activity
which would constitute a conflict of interest.
(iii) An assessor/verifier shall at all times exhibit the highest level of integrity in the
performance of all professional assignments and will accept only assignments for which
there is reasonable expectation that the assignment will be completed with professional
competence.
(iv) An assessor/verifier will comply with lawful orders of the courts and will testify to matters
truthfully and without bias or prejudice.
(v) An assessor/verifier, in conducting assessment, will obtain evidence or other documentation
to establish a reasonable basis for any opinion/judgement will be rendered.
(vi) An assessor/verifier shall not reveal any confidential information obtained during a
professional engagement without proper authorization.
(vii) An assessor/verifier will reveal all material matters discovered during an assessment
which, if omitted, could cause a distortion of the facts/feedback/reports.
(viii) An assessor/verifier shall disclose any training institution(s) in which he/she has a close
relative pursuing a TVET CDACC course and the relevant levels for assessment. A close
relative in this context includes but not limited to spouse, parent, child or sibling or any
such person.

(ix) An assessor/verifier shall exercise due care of all assessment tools, suggested responses,
working/rough work materials, reference materials and other assessment materials and
any other related materials during the performance of his or her duties.
(x) An assessor/verifier shall undertake his/her duties in accordance with the applicable
standards of assessment and verification.
(xi) An Assessor/verifier shall behave in a way that is non-discriminatory in terms of attitudes,
activities, assumptions and beliefs.
(xii) An assessor/verifier shall provide a consistent feedback for assessment process, in a
manner that helps candidates to show what they can do and what they know. The
assessor/verifier’s manner and tone should be tailored accordingly.
(xiii) An assessor/verifier shall allow a candidate to complete practical tasks without
interruption or direction, unless it is evident that the candidate needs guidance on how to
proceed, or they may cause a major harm.
(xiv) An assessor/verifier shall avoid teaching or coaching candidates during the assessment
(xv) An assessor/verifier shall act with respect for fellow assessor/verifier, and others within
the team running the assessment.
(xvi) If an assessor/verifier has any concern about the conduct or performance of a fellow
assessor/verifier this should be brought to the attention of the Assessor/verifier in question,
or, confidentially, to the chief assessor or Coordinator.
(xvii) An assessor/verifier must not publish, photocopy or reproduce in any way any material
which they have prepared, or reviewed, in connection with the TVET CDACC assessment.

(b) Action for Breach of Conduct


Breach of the code of conduct of assessors and verifiers will lead to:
(i) Suspension of the assessor/verifier from undertaking any TVET CDACC
assignment for a specified duration.
(ii) Permanent withdrawal from the list of assessors and being barred from
undertaking any future assignments of TVET CDACC
(iii) Certain breaches of the code of conduct may result to breach of the law in
which case legal action will be pursued.
