1. General
This Procedure stipulates the building’s water supply and drainage construction of xxxxx
Project.
The building’s water supply and drainage piping installation work include ::
1) Pipe sand blasting, painting ,PE tape construction.
2) Soil excavation and backfilling .
3) Pipe cuting, welding and erection .
4) Testing.

3. Responsibilities
3.1EPC Contractor
3.1.1 Construction Manager
 Responsible for the purchase material inspection and transportation
 Decide the location and layout of sub-contractor’s temporary facilities.
 Supervise the construction process of subcontractor, urge and assist the sub-contractor
to finish the task on time and meet the quality requirements.
 Coordinate and communicate with PMC, Owner, sub-contractors and other department.
3.1.2 Piping engineer

 Prepare construction procedures according to the construction drawings and relevant

standards, and submit it to PMC/Owner for approval. Supervise the subcontractors work

according to construction operation procedures.

 Coordinate and communicate with PMC/Owner, sub-contractors and other department
on-site.
 Prepare the construction plans of construction materials, equipment, machinery and
construction. Monitor the schedule and quality in the construction progress.
 Submit checking request to PMC/Owner, Carry out the quality examine timely together.
And responsible for the results recording.
3.1.3 Welding engineer

 Prepare for WPS&PQR

 Responsible for the qualification of welders, organize the test of welders.
 Supervising qualification inspection of NDE Company.
 Supervising subcontractors for the inspection of welding quality on-site.
3.2 Sub-contractor ( if any)
3.2.1Construction manager

 Mobilize enough manpower and equipment to meet the construction schedule and the
quality requirement.
 Arrange for purchasing construction materials.
 Responsible for the site planning, the organization arrangement of equipment and
manpower.
 Control the schedule, ensure the construction quality and safety.
3.2.2 Piping engineer

 Absolutely understand the design document, drawings and the relevant specification
requirements; Responsible for guidance to technical worker on-site.
 Assign an proper workers and machines for construction work on-site;
 Prepare construction schedule, supervise and inspect the construction completion status,
and report it to construction manager timely.
 Arrange manpower for each construction process, and coordinate the handover of the
work for the construction process.
3.2.3 Welding engineer

 Assisting EPC contractor in Welder Training and Qualification.

 Supervise and execute the storage, baking and release procedure of electrode.

 Supervise welding work to be executed strictly according to the WPS.

 Arrange NDE Company to do NDE work, and prepare welding records.
 Responsible for judging unqualified weld seam and repair.
3.2.4 Pipe fitter

 Carrying out the installation of pipe under the direction of pipe engineer.
3.2.5 Welder

 All Welders must take part in and pass the welder qualification testing in site before
starting welding.
 Welder must carry out welding work according to relevant WPS.
3.2.6 Rigger

 Direct the crane operate the winch, and scaffold a working platform to assist pipe fitter
to erect piping material or spool.
3.2.7 Machine operators

 The machine operators must operate machines according to the operating regulations of
machines, and keep the machines running well.
4. Construction process
4.1 The flowchart of construction work

4.2 Preparations for construction

4.2.1 The general schedule of construction

 The construction process when pipes are crossings: main pipes then branch
pipes.Undergroundpipes then aboveground pipes, gravity pipes then pressure pipes.
 It will happen crossing construction between civil work and installing work during
construction, placing the key of construction in a construction area, completing
installation of all buried pipes in such construction area one –off, then transferring to
next construction area.
 Reasonably, keeping construction roads free. Achieving excavating one and restoring
one, completing civilized construction and making use of site reasonably.
4.2.2 Technical preparation

Sub-contractor organizes engineer to study construction drawings, and make record if
found drawing mistake and construction is difficulties according to drawings.

 Design disclosure
The design engineer is responsible for reviewing the construction drawings and disclosures,
and solves the technical problems and design problems during the process of construction
on site

 Preparation ITP
The pipe engineers of WUHUAN prepare the ITP for PMC/OWNER to approval.

 Site disclosure
The engineer of sub-contractor should make disclosure to constructors on technique,
quality and safety.

 The training and testing certification for welders

The welder should pass the welding qualified examination and get relevant training before
welding.

4.2.3 Inspection and acceptance of materials

 All the materials should meet the design requirement.

4.2.4 Handover Process

 The locations of cable, piles(if any) shall be marked before construction.

 All prefabricated shall be completed before laying pipes, and the lifting preparation and
welding protection measures have been done.
4.3 Construction method
4.3.1. Material and operation conditions in building

SERVICE MATERIAL OPERATION

Potable Water（PW） PPR in building and HDPE out of building Pressure
Carbon steel for underground pipe, carbon
Fire Water(FW) steel with hot deep galvanized inside and Pressure
outside for above ground pipe.

4.3.2. GENERAL CONSTRUCTION REQUIREMENTS

 For potable water system, PPR pipes are connected with hot-melt or threaded

connection. HDPE pipes are connected with electro-fusion connection.

 For sanitary waste water system, it includes floor drain, cleanout, checkhole, trap, water
seal, drain slug, vent pipe, and so on.
 Top elevation of the floor drain should be 0.01m lower than the design floor.
 Diameter of the cleanout should be the same as the pipe diameter if it is smaller than
100mm, and diameter of the cleanout should be 100mm if the pipe diameter is no less
than 100mm.
 CPVC pipes are connected with suitably approved adhesive connection. HDPE pipes
are connected with hot-fusion connection.
 The slope of drainage piping is designed as following: i=0.026
 All the installation of above building water supply and drainage piping shall be close to
the wall or column.
 All the anticorrosion requirement refer to Specification for Painting
4.4 Soil excavated construction of pipe ditch
The details refer to Soil Excavation and Backfill Procedure

5. COMMISSIONING &TESTING
5.1 HOT&COLD WATER SYSTEM
The general requirements for commissioning, testing and handover, together with standard
test reports, are given in this specification.
All water lines inside building should be tested on pressure of 10 bars for 1 hour according
to local standard (specified in project specification) without any pressure loss. In case of
leakage, the leak shall be fixed and test shall be Performed again. Trench shall be backfilled,
with pipe work joints left exposed, before leakage testing. After successful testing ,joints
shall be covered in a similar manner to the pipe.

5.2 DRAINAGE SYSTEM

After completion of system, the waste piping system shall be tested at a pressure of gravity
head by filling the pipes up to floor level.
The installation shall be tested in sections during construction, with a final test on
completion. During both filling tests the installation shall be inspected for obstructions.
Sectional test internal pressures shall be: Either not less than 3m water head held without
loss for 15 minutes.

6. Quality control system

The quality inspection standard and control system of ITP for Building's WSD pipe refer to
