specialist subcontractor only.

2. ROLES AND RESPONSIBILITIES

1.1. Project Manager


 Ensuring that all the project works carried out in accordance with Company policies and
in accordance with the requirements of this Quality plan.
 Ensuring the full compliance of subcontractors with Owners Quality policies and with the
requirements of this Quality plan.
 To ensure that all the equipment required to execute the works according to the
construction programme are available, in good condition, and provide any additional
equipment that might be required.
 To co-ordinate with the Construction Manager, Project Engineer, Safety Engineer, and
Surveyor for a safe and proper execution of the works.
 To guide specific attention to all safety measures in co-ordination with the safety
engineer.

2.1. Construction Manager

 Plan and coordinate the project from start to finish, including organising the schedule of
work, costings and budget.
 Plan the work and oversee the buying of necessary materials and equipment
 Manage the construction site on a day-to-day basis, including supervising the labour
force, monitoring subcontractors, checking materials, inspecting work and overseeing
quality control
 Ensure the project is delivered on time and on budget by setting benchmarks, agreeing
budgets and monitoring progress
 Check design documents with architects, surveyors and engineers
 Promote and maintain health and safety, including site inspections to ensure HSE rules
are being followed.
 Maintain regular communication and attend meetings with clients /CGGC and their
representatives to inform them of progress on the project.
 Communicate with consultants, subcontractors, supervisors, planners, quantity
surveyors and others involved in the project.
 Deal and investigate with any unexpected problems that may occur during the project.

1.2. Project Engineer


 The engineer will carry out his duties in a manner that will be co-ordinated by the project
manager on a daily basis, and will ensure proper distribution of the workforce and
equipment at required locations.
 To co-ordinate with the Safety Officer to maintain safe working environment in the site.
To comply with the safety measures and ensure that all Safety Officer Teams are aware
of the same to prevent accident and loss.
 To monitor and check all activities and ensure that works will be carried out according to
specifications, quality and approved drawings.
 Ensure area is ready and safe to start the works.
 Set up required equipment and plant through discussion with the Project Manager and
Project Engineer/Works Supervisor.
 Ensure the works are carried out according to the specification, quality and approved
shop drawings.
 Liaise and co-ordinate with the Project Manager for the agreed sequence of works with
respect to the construction programme.
 Allocation of required manpower through co-ordination with the Project Manager.
 Take precautionary measures with regards to protecting works from hot weather, wind,
rain and sun.
 To inform the QC Inspector of the areas ready for inspection.

1.3. QA/QC Engineer / Inspector


 Ensuring that Consultant/Client inspection requests are implemented.
 Compilation of all necessary quality control checklists
 Assisting Consultants during the Inspections.
 Coordinating with the third party lab regarding tests and results.
 The control of work and quality performance by means of checking the work before
consultants’ inspection and issuing RFIs & punch lists as necessary.
 Completion of documentation to verify the work performed.
 Controlling all inspection activities on-site in line with ITPs.
 Ensuring that all test equipment including surveying equipment is calibrated and is
suitable for use on-site.

1.4. Surveyor
 To establish benchmarks from agreed reference points, provide required setting out and
level markings and follow up with regular checks.
 Co-ordinate with the Project Engineer / Foreman and ensure the approved shop
drawings/construction drawings will be implemented properly.
 Maintain survey details and reports, periodically check the progressing works and advise
the project manager of any deviation from the drawings.
 Crosscheck with all the related works once the works completed. And to prepare reports
for the same.

1.5. HSE Engineer


 To ensure implementation of all safety measures related to the nature of works being
carried out, and in accordance with the Project Safety Plan.
 To ensure that all the persons involved in the works are aware of their responsibilities,
and that they have enough understanding of the safety procedures.
 The safety officer in co-ordination with the Project Manager will ensure that all the
implemented safety measures are effective enough to maintain safe working on the site.
 To maintain continuous inspections of the site activities, advise and train persons on a
daily basis to prevent accidents and personnel injury.
 To give special concern to housekeeping, and ensure that the site is maintained clean
and tidy.
 To ensure all the relevant safety sign boards for different works are in place.

1.6. HSE Manager


 Design safety training programs for employee and ensure response to all specific
requirements and maintain knowledge of all company safety programs and draft all
materials for training programs within required timeframe.
 Supervise management of all hazardous waste and maintain records of same and
evaluate all air and storm water permits and maintain documents for same and ensure
compliance to all HSE programs.
 Develop and recommend improvements to all Quality Management Systems and
develop and implement efficient global operations emergency response plans and
ensure adherence to all federal and state regulations.
 Monitor all HSE procedures and recommend strategies to avoid all accidents and
implement all health and safety hazards for all sites.
 Monitor all conservation and protection programs and maintain hygiene at facility at all
times and prepare required status reports.
 Manage communication strategies and prepare required newsletters and design and
implement an efficient site safety training programs and perform investigation to
eliminate all issues.
 Participate in all site safety committees and analyze all job hazard activities and ensure
compliance to all OSHA guidelines and perform audit on all activities.

1.7. Foremen/ Site Supervisor


 Ensure the works are progressed in the sequence as agreed with the project engineer.
 To hold PTW and ensure the approval from authorised signatory.
 Liaise with the project engineer for the allocation of the work force, ensuring adequate
manpower is available.
 Liaise with the project engineer to ensure all the required plant / materials are available
to construct the works.

 Full time supervision will be required to ensure the works are carried out in accordance
to specifications, quality and approved drawings.

1.8. Certified Scaffolder


 To hold PTW and ensure the approval from authorised signatory.
 Liaise with the scaffolding and formwork company.
 Ensure the scaffolding is erected as per the shop drawings and standard norms.
 Liaise with the Technical from Scaffolding supplier to get the clear for concreting.
 To tag the safe scaffolding with green tag and Unsafe once with red tags.

3. METHODOLOGY

 Request for PTW (Permit To Work) will be submitted by CRCC and approved by
CGGC/Client prior to the commencement of the works.
 A site survey will be done to mark the location of columns and wall accurately with the
help of total station.
 Following sequence will be followed in erection of formwork for slab and columns.

3.1. INSTALLATION OF REBAR

 Starter bar areas will be cleaned thorowly to remove all the dust and loose particles.
 Alignment and verticality of the starter bars will be rectified inorder to make proper
installation of the vertical rebar cage.
 Vertical rebar along with stirrups will be assembled from outside and it will be erected as
cage by means of tower crane.
 Wire rope will be provided from both sides for the lateral stability of the installed rebar
cage.
 Cover blocks will be provided at every 1m interval both horizontally and vertically.
 All the lap length,cover spaces to be checked and verified prior to the formwork
installation.
 Floor survey demarcation of the wall to be made for the location of the formwork (if there
is no kicker)
 Kicker alignment to be checked and verified and resurvey to be conducted in order to
ensure kicker alignment.

3.2. INSTALLATION OF TIE ROD ,WATER STOPER AND EMBEDDED ITEMS

 All the rebar cage system to be cleaned thorowly to remove all the loose particles and
dust.

 All the rebar to be tied using binding wire inorder to ensure structural integrity of the
rebar cage structure.
 All the cover blocks to be tied with rebar properly inorder to avoid cover block tilting
during formwork panel erection.
 Waterstopper tie rod sleeves(Cone type with PVC sleeves) to be provided to resist
lateral concrete pressure at every interval specified in the approved shop drawings.

 Gaps between tie rod sleeves and water stopper to be sealed with shuttering tape to
avoid concrete to stuck inside water stopper tie rod assembly.

 All the embeded installations(Plate,anchor bolts etc.)to be completed prior to the


formwork installation.

3.3. ERECTION OF FORMWORK

 Scaffolding platform rection to be completed and certified prior to the erection of


formwork.

 Up to 7m,Two or more PERI Trio panels will be connected by means of panel


connectors and splicers to make a single panel as per height of wall to be casted (As per
approved shop drawings).

 H20 wooden beam (vertically) with waler beam (horizontally) panel system also will be
used when the height increases more than 7m.
 Composite panel will be cleaned from the ground and approved formwork releasing
agent will be applied to the formwork prior to the erection works.
 Composite panel will be lifted to desired location by tower crane/mobile crane by means
of lifting hook which connected to the composite panel.
 All the composite panel will be connected by means of splicers and waler beams as
shown in the approved shop drawings.

 Tie rod installation will be completed as per approved shop drawings.


 PERI Heavy duty push pull prop will be anchored to the floor and will be used to
maintain verticality of composite formwork system.

 As per the design all the lateral concrete pressure will be taken by the tie rod assembly
and all the lateral tilting load to the composite formwork and verticality will be taken care
by the pushpull prop.

 Horizontal and vertical alignment to be checked and verified by means of horizontal line
dowry and vertical plump line.
 All the dimensions,sizes to be proprly checked prior to the final inspection and the
commencement of casting.
 All the tie rod to be tightened properly by means of tie rod plate and wing nuts.
 All the gaps to be filled with form sealant to avoid concrete seepage.

3.4. CASTING

 Method statement demonstration and safe working TBT to be provided to the work force
prior to the casting.
 Concrete pump location and movement to be pre designed to ensure continuity of the
concrete pouring and to avoid cold joints.

 Concrete to be poured layer by layer of 60cm continuously to ensure compaction and to


avoid cold joint while pouring.
 Concrete shall be poured by means of tremie pipe to avoid segregation of the concrete
as the height of the wall more than 3m.
 Proper vibration to be ensured by long needle vibrators while pouring.
 Upper and lower layer joints to be properly vibrated to avoid cold joints and
honeycombing.
 Skilled carpenter supervisors to be deployed to check formwork integrity while pouring
critical walls with more than 3m.

3.5. Deshuttering works.

 All the deshuttering will commence only after site safety induction for the particular task.
 Deshuttering shall be done as per ACI 347 recommendations.
 Deshuttering for the horizontal structures like slab, beams etc. will commence getting the
complete strength to the RCC structure.
 Cubes Test reports will be submitted to client / CGGC prior to the deshuttering activity.
 Side face deshuttering or deshuttering for vertical members like column, shear wall will
commence 48 hours after pouring.
 For all horizontal members Backpropping will be immediately provided as per required
amount during deshuttering in order to prevent deflection of the slab,and the
backpropping will be removed only after the structure achieves complete strength.

2. BASIC HSE/QAQC RULES


 A copy of this method statement and the corresponding PTW must be available at the
work area.
 No work can start without an authorized PTW - JSA.
 All personnel should be aware of the existing hazards and the controls measures set in
the HIRA and JSA for this activity, including hazardous energy management.
 HSE must conduct a toolbox talk, and the working team must follow the established
precautions as required.
 All personnel involved in the activity must be properly trained as required (e.g.: special
tools and/or heavy equipment operators must have specific accreditation / licenses).
 All plant and machinery must have all valid documentation (vehicle register, insurance
policy, third party inspections, etc.) as required.
 All required PPE must be available.
 Tool box meetings will be conducted before starting the works.

 The work area must be checked by the work supervisor before the job starts.
Housekeeping is a basic element of any work.
 Resources for proper waste management must be in place before the activity starts.
 All QA/QC equipment must be properly calibrated (valid certifications are required.

4. EMERGENCY RESPONSE
In order to improve the ability to respond to any potential emergency situations and prevent
or mitigate associated adverse health, safety, environmental and security consequences,
CGGC (Main contractor) and CRCC(the subcontractor) establishes this procedure for UMM AL
QUWAIN INDEPENDENT WATER 150 MIGD PROJECT (hereinafter referred to as "Project "),
which will help all emergency personnel to learn situation of emergencies as soon as possible,
to know their roles and responsibilities, to control any emergency situation as soon as possible,
to restore normal operation of the site after treatment and finally to reduce losses to assets and
harm to people.

Each incident is a unique event; this Pprocedures is designed to incorporate the flexibility to
tailor the response to meet the emergency in order to minimiseze the:

 Injury to people
 Damage to the environment
 Damage to assets

 Possible harm to client and organization’s reputation.

4.1. Communications & Reporting


 Communication is a critical factor in handling an emergency. To control the situation by
the earliest possible action, any employee must be able to act and raise an emergency
alarm. The emergency response team personnel will be available at all times and an
emergency contact list shall be displayed at prominent locations and kept up-to-date.
 All workplace emergencies shall be communicated immediately and directly (where
possible) to the Initial Response Team Leader, Emergency Response Coordinator, or
Emergency Response Team Leader, who will direct other emergency response team
into action.
 All emergency response team appointed to control emergencies will be made known to
other employees and subcontractors, through display of their photographs at different
locations within the site and during induction training. It is responsibility of subcontractor
workers, and visitors to inform Site management of any emergency situation identified
within the project.
 Appropriate action shall be taken to remove any threat to the personnel health, safety
and welfare, protect assets, and prevent damage against the environment.
