Brief Summary of the Project

1. Introduction
M/s. Shree Jharkhand Cement Plant (A Unit of Shree Cement Ltd.) has an existing Clinker Grinding Unit
with cement production capacity of 2.5 MTPA and D.G. Set of 1250 KVA at Village: Hansda, P.O.: Burudih,
Block: Kharsawan, District: Saraikela-Kharsawan (Jharkhand).

Earlier, M/s. Jupiter Cement Industries (Unit of SKJ Coke Industries Ltd.) has obtained Environmental
Clearance for Integrated Cement Plant at Village: Hansda, PO. Burudih, District: Saraikela- Kharsawan
(Jharkhand) from MoEFCC, New Delhi vide letter no. J-11011/692/2008-IA. II (I) dated 30th Aug., 2010.

M/s. Shree Cement Ltd. (SCL) has taken over the plant of SKJ Coke Industries Ltd. on 24th June, 2016. EC
was transferred from M/s. Jupiter Cement Industries (Unit of SKJ Coke Industries Ltd.) to M/s. Shree
Cement Ltd. vide MoEFCC letter no. J.11011/692/2008-IA.II (I) dated 31st July, 2017. Further, the validity of
EC dated 30th Aug., 2010 was extended up to 29th Aug., 2020 vide MoEFCC letter no. J-11011/692/2008-IA.II
(I) dated 18th Oct., 2017.

Thereafter, SCL did not intend to install the clinker manufacturing unit in the project. Hence,
Environmental Clearance was amended w.r.t. Standalone Clinker Grinding Unit in the name of M/s. Shree
Jharkhand Cement Plant (A Unit of Shree Cement Ltd.) with cement production capacity of 4.0 Million
TPA (Phase - 1: 2.5 Million TPA; Phase - 2: 1.5 Million TPA) along with Captive Power Plant (20 MW), D.G
Set (1250 KVA) and Captive Railway Siding at Village: Hansda, PO. Burudih, District: Saraikela- Kharsawan,
(Jharkhand) vide letter no. J-11011/692/2008-IA.II (I) dated 21st Feb., 2018.

Out of the granted capacity of 4.0 Million TPA cement, the company have installed only 2.5 Million TPA
i.e. Phase - 1 of the project has been completed and remaining Phase - 2 of 1.5 Million TPA capacity along
with CPP of 20 MW capacity will not be installed within the stipulated EC period; as the same is getting
expired on 29th Aug., 2020 and it is not possible to implement the Phase - 2 & CPP within this short time
period. Captive Railway Siding is under installation and will be completed with the EC validity period.

Consent to Operate for the existing Grinding Unit (2.5 Million TPA) has been obtained from JSPCB vide
their letter no. JSPCB/HO/RNC/CTO-6972715/2020/210 dated 22nd Jan., 2020 which is valid up to 31st
March, 2024.

Now, the company is proposing Expansion of Cement Production Capacity of Clinker Grinding Unit (2.5
to 7.0 Million TPA) and D.G. Set (1250 to 2500 KVA) at Village: Hansda, PO. Burudih, Block: Kharsawan,
District: Saraikela- Kharsawan (Jharkhand).

2. Project Proposal
M/s. Shree Jharkhand Cement Plant (A Unit of Shree Cement Ltd.) is proposing expansion of Clinker
Grinding Unit (2.5 to 7.0 Million TPA) and D.G Set (1250 to 2500 KVA) at Village: Hansda, PO. Burudih,
Block: Kharsawan, District: Saraikela- Kharsawan, (Jharkhand). The proposal of the project is as given

Screening Category: Category “B”

But as per EIA Notification, 2006; as amended from time to time, “In the absence of a duly constituted
SEIAA or SEAC, a Category ‘B’ project shall be treated as a Category ‘A’ project”; and due to absence of
SEIAA or SEAC at Jharkhand, this project shall be considered at central level as Category “A” project.

3. Brief Description of Project

 Area Details:
 Total Plant Area: 44.52 ha (110 acre) including 1.62 ha (4 acre) area of SCL road outside plant
boundary
 Greenbelt / Plantation Area (ha): Out of the total plant area, approx. 14.70 ha (36.3 acre) i.e. 33%
area will be covered under greenbelt / plantation; out of which; 12.79 ha (31.61 acre) i.e. 28% area
has already been covered under greenbelt / plantation.

No National Park, Wildlife Sanctuary, Biosphere Reserve, etc. within 10 km radius of the plant site.
Following Protected fall within 10 km radius of the plant site-

 PF (~7.0 km in ESE direction)

The following Water Body fall within 10 km radius -

 Sona Nadi (~3.5 km in NNE direction)
 Sanjay Nadi (~2.5 km in SSE direction)

 Suru Nala (~5.5 km in NNW direction)
 Ragra Nala (~8.5 km in NE direction)
 Kantajuriya Nala (~9.5 km in NNE direction)
 Sonhua Nala (~8.0 km in WSW direction)
 Kuchai Nala (~5.0 km in SW direction)
 Siyaljoro Nala (~2.0 km in SSW direction)

 Saraikela, Severely Polluted Area as per NGT Order dated 10th July, 2019 and MoEFCC, New Delhi OM dated
31st Oct., 2019, falls at ~8.5 km in SE direction from the plant site.

 Cost Details:
 Total Cost of the Proposed Expansion Project: Rs. 418.30 Crores
 Cost for Environment Management Plan:
 Capital Cost - Rs. 21 Crores
 Recurring Cost - Rs. 0.70 Crores/ annum

4. Basic Requirements for the Project

 Water Requirement (KLD): The existing water requirement is 200 KLD. Additional water
requirement for proposed expansion will be 290 KLD; thus, the total water requirement after
expansion will be 490 KLD

 Power Requirement (MW): Total power requirement will be around 34 MW, out of which existing is
14 MW and additional will be 20 MW and source of power will be met from State
 Man Power Requirement: . The total manpower requirement during operation phase of the project is
estimated to be 702 Persons; out of which, 402 persons are existing manpower and 300 persons will
be employed in the proposed expansion and during Implementation phase will be around 500
persons. Unskilled/ semi-skilled manpower will be sourced from the local area and skilled manpower
will be sourced from outside/ local.

5. Raw Material & Fuel Requirement: Raw materials required for the proposed project are Clinker; which
will be sourced from SCL’s Plant in Chhattisgarh, Karnataka and Rajasthan, Fly ash will be purchase from
Adhunik Power & Natural Resources Ltd; Kandra, Jamshedpur, Tata Power Ltd.; Jojobera, Hindalco
Industries Limited,; Muri and other nearby Power plants, Gypsum will be sourced from
Rajasthan/Chemical /synthetic/imported Gypsum etc. and Slag will be sourced from Tata Steel Long
Product Ltd; Ghamaria, Tata Steel Ltd.; Jamshedpur, Narsingh Ispat Ltd; Chowka and Nearby Steel
Plant & MBF’s located in Jharkhand/ Odisha
