RESOLUTION TO OPPOSE EXPOSURE OF MINOR CHILDREN

TO INAPPROPRIATE CONTENT IN PUBLIC LIBRARIES

WHEREAS the Baldwin County Library Cooperative, Inc. is unique in that it is one of two
library cooperatives in Alabama: and

WHEREAS the Baldwin County Library Cooperative, Inc. is a 501(c)(3) nonprofit with a
membership network of thirteen (13) Baldwin County public libraries and one bookmobile: and

WHEREAS the Baldwin County Library Cooperative, Inc. receives funding by the Baldwin
County Commission and matching funds by the State of Alabama; and

WHEREAS the Baldwin County Library Cooperative, Inc. consists of five (5) trustees
appointed by the Baldwin County Commission to staggered four (4) year terms; and

WHEREAS the Director of the Baldwin County Library Cooperative, Inc. manages collection
development policies and procedures; and

WHEREAS it has become apparent to citizens that the selection process of the teen and
children’s collection does not exclude materials that may be found obscene and/or contain
explicit sexual content; and

WHEREAS it is common knowledge that the staff of public libraries have the ability to display
for public view such materials in the teen and children’s sections; and

WHEREAS the Baldwin County Republican Party believes the vast majority of Baldwin County
parents and taxpayers do not support the display and promotion of such content in public
libraries generally, and specifically, to teens and children; and

WHEREAS the Baldwin County Republican Party appreciates its members who are actively
engaged in taking affirmative measures to hold the Baldwin County Library Cooperative, Inc.
and its membership accountable; and

WHEREAS such affirmative measures include the following:

1. Urge the Baldwin County Commission (BCC) to appoint candidates for the BCLC
board who reflect conservative values and will ensure that sexually explicit content is
not displayed or available within reach to children, nor accessible on the Internet on
public computers, and will encourage reading instead of indoctrination.

2. Encourage Baldwin County citizens to:

 a. Contact the BCLC director and board members and let them know we will
not allow taxpayer funds to be used to promote an agenda that is detrimental
to our children.
b. Take the steps necessary to have the Alabama Library Association, the
Alabama Public Library Service, and all Baldwin County Libraries
disaffiliate from the American Library Association and its affiliates which
espouse a philosophy of collectivism, i.e. communism; and Marxism, and
who have stated in their Library Bill of Rights that the rights of minors to
retrieve, interact with, and create information posted on the Internet in
schools and libraries are extensions of their First Amendment Rights.
c. Support legislative action to make it policy in Baldwin County that all
elected officials as well as the BCLC director and board members (i) may not
allow or authorize the display, promotion, or availability of obscene, sexually
explicit and/or harmful materials to minor children, and (ii) are directed to
remove the aforesaid.
d. materials that are displayed, promoted, or made available to minor children
put in place internet filters on public computers to block porn and other sites
inappropriate for children.

NOW THEREFORE BE IT RESOLVED that the Baldwin County Republican Party is

committed to taking all necessary steps, including the foregoing, to protect children and teens
from materials that contain content that may be found to be obscene and/or contain explicit
sexual content; and

BE IT FURTHER RESOLVED those copies of this resolution be transmitted to Governor Kay

Ivey, each member of the Baldwin County Legislative Delegation, Baldwin County Commission,
and any other parties as deemed appropriate.
