Description : Republic Act 11510 otherwise known as
Alternative Learning System Act clearly presents that the State shall provide
the out-of-school children in special cases and adults with opportunities to
improve their knowledge, values, life, skills, and readiness for higher
education, work or self-employment through a system of non formal or
indigenous education, or both which are tailored to respond to their learning
needs and life circumstances. Also , it guarantees equitable access for all
learners, including those who reside in the unreached, underserved,
conflict-affected communities, and communities in emergency situations to
avail of systematic, flexible and appropriate alternative basic education
programs outside of the formal school system and design specialized
programs for learners with disabilities, taking into consideration their
different levels of learning needs and other functional difficulties in the
development of instructional materials and learning resources in accessible
format as enumerated in the aims of this act.
In the Schools Division of Tuguegarao City, the Alternative Learning
System tries its best to complete the number of self learning modules in all
learning strands. Aside from the SLMs given by the UNESCO which
transmitted by the central office via soft copies. The said developed modules
given by the UNESCO is not yet fully covered to the total learning
competencies in the Enhanced K to 12 Basic Education Curriculum.

With this premise, the proponent initiates the conduct of Division

Seminar and Traininng Workshop on the Development of Self -Learning
Modules and Learning Work Samples for Alternative Learning System (ALS)
Teachers to complement and supplement the number of developed modules
in this division. This activity is also under the Project PANGIADDE -
Pangiadde ta Pakannammu ta Totolay.

low cost and timely effective instructional materials
and work samples in assessing and reporting
students’ performance designed for all learning
modalities.
