RATIONALE Republic Act (R.A.) 9155 otherwise known as the Governance of Basic Education Act, accords DepEd the authority, accountability, and responsibility in ensuring access, and equity in improving the quality of basic education, With the birth of the Enhanced Basic Education Act of 2013 (RA 10533), basic education must be learner-oriented and responsive to the cognitive and cultural needs. and the diversity of learners, schools, and communities. This recognizes the aspirations of learners to attain lifelong learning through quality schooling KRT 3 of DepEd Order No. 40, s 2010 titled “Adoption of Quality Assurance Mechanism Framework” stressed on the desire that learning outcomes be enhanced by National Learning Strategies Multisector Coordination, and Quality Assurance. In DepED Regional 02, Digitization of the Monitoring and Evaluation (e-M&E) shall serve as a quality assurance ‘mechanism to ensure that the delivery of quality basic education is essential. e-M&E as a system requires coordinated and shared responsibility of the various levels of governance in DepEd Cagayan Valley Region and all stakeholders of basic schooling to deliberately bring about quality education Corollary, the Curriculum and Learning Management (CLM) Monitoring and Evaluation (M &E) System is an educational support to regional, schools division offices, and schools in serving all types of learners in basic education geared towards continual improvement. The Curriculum and Learning Management Division (CLMD) as the core division of DepED, oversees the delivery of quality basic education, the K to 12 Basic Education Program (BEP), transitioning to the K to 10 Basic Education Matatag Curriculum CLMD implements this systematic approach to effect curriculum breakthrough, refocusing and aligning practices to the new system made more unified, comprehensive and data- driven with Cools, processes and standards (o follow ‘The e-MA&E system is primacily designed to ensure service-effectiveness, cost-efficiency, and accountability of the different levels of governance. SCOPE This revised policy guide shall cover DepEd Cagayan Valley Region's monitoring and evaluation on curriculum implementation, learning delivery. and the implementation of the different programs, activities, and projects Il, DEFINITION OF TERMS |. Monitoring and Evaluation, as used in this policy guide, is the process of gathering and analyzing data that helps improve performance. The two (2) phases of monitoring and evaluation include (1) the implementation of curriculum and instruction and (2) the implementation of the different programs and projects that supports the curriculum, implementation Programs, Activities, and Projects (PAPs) are programs, activities, and projects that support the implementation of curriculum in attaining higher learning outcomes. 3. Implementers are the key officials in the region, division and schools including teachers who work together towards the realization of the targets and goals of education, 4. Leaders include the schools division superintendents, division chief's, education program supervisors, public schools district supervisors and school heads who are directly overseeing the programs and projects in the school level IV.
