Rule XVI of the Omnibus Rules Implementing Book V of Executive Order 292 states rules, policies, requirements and procedures in matters pertaining to application for leave of absences of public servants. 2. In addition, various CSC Memorandum Circulars and laws were also issued and enacted, enabling the leave administration in the government sector more relevant and responsive. 3. Relevant to the aforementioned CSC Memorandum Circulars, aside from C. S.
