Aligned with the university's vision and mission/ (mission and vision of the university)

the Extension Program reflects the institution's unwavering commitment to promoting the
development and welfare of the people in Southern Mindanao. (Different tribes in southern
Mindanao) The Extension Program's activities, including community-based research and
development projects, organizing training programs, and offering technical assistance to local
organizations and businesses, contribute directly to the university's mission of providing
competent human resources for regional development and improving the living conditions of
the Muslims and indigenous people.

The BOR approved Extension Manual of MSU-General Santos City contains the procedures,
policies and guidelines related to extension services. This manual includes the following:
extension agenda; implementing guidelines; submission, approval, and funding of RDE
proposals; incentive schemes; monitoring and evaluation; monitoring and evaluation
methods/tools; report requirements; technology development process; designation of
program, project leader and staff; on sales of procedure of projects; students’ involvement in
research and extension; linkages and fund sourcing; and intellectual property rights.

The University provides internal funding for extension proposals. Funding or


linkages with other agencies are also welcome following the guidelines. The chart for

To realize the vision of MSU-GSC’s Extension Program, The Department of Political


Science offers the Bachelor of Arts in Political Science as one of the six (6) programs offered in
the College of Social Sciences and Humanities (CSSH) of Mindanao State University – General
Santos City. As a program, it aims to provide students with an extensive and analytical
understanding and comprehension of the theoretical and functional aspects of Philippine
Politics and Governance, Comparative Politics, International Relations, Public Administration,
Political Theory and Research. The program is intended to hone the students for careers in
civil service and social sciences, humanities, research, industry and other allied professions.

through its Integrated Barangay Affairs (IBA) Office,/ launched the Project Karunungan:

Project Karunungan is a training-workshop on Parliamentary Procedure and Legislative
Process for the capacity building enhancement of the 26 barangays in General Santos City./ The
Memorandum of Understanding was signed between the former City Mayor Ronnel C. Rivera/
and late Chancellor Anshari P. Ali.

Project Karunungan has three main goals: first, to provide the officials of the barangays
in General Santos City with the basic knowledge on the Parliamentary Procedure and legislative
process;/ second, to capacitate the barangay officials with the skills of properly handling the
meetings based on the rules of procedure and crafting ordinances and resolutions; third, to
increase the productivity of the barangay officials by expediting the conduct of meetings based
on the rules of the procedure.

Budgetary:
The Extension Department has an adequate budget for the extension services. However,
the Project Karunungan is mainly funded by the Annual Investment Plan of City-LGU
and is specified under the Barangay Governance Initiatives and Special Projects in the
Programs, Projects, and Activities (PPAs) of the City-Mayor’s Office (CMO).

It is noteworthy that there is a mandatory representative from the Indigenous


People which will hopefully improve their participation and law-making capabilities in
their respective BLGUs with the end view of better representation of IPs in the
government. This is in line with the mandate of the University to improve the living
conditions of Muslims and IPs in Southern Philippines

Due to the impact of the COVID-19 Pandemic, the project was temporarily halted to
give way to the provisions of health emergency related assistance of the CLGU. The
BLGUs were understandably focused on containing the spread of the virus in their
respective jurisdictions. Thus, it was agreed that the project resumes once the concerned
parties are ready to continue the implementation of the project. The next BLGU
identified is Tambler and was slated for the training-workshop on June or July 2023.
However, the impending travel to Cebu and the SGLG compliance altered the original
schedule. The resumption is expected on August 2023.
(PANDEMIC)

The Department of Political Science has been successful in materializing the objectives
of its extension project as the project is graded very effective based on the findings of
the study. The project improved the orderly conduct of meeting among BLGUs with the
acquired on knowledge and skills. Moreover, the quantity and quality of legislative
process has been impacted by the project, thus, improving the good governance
mandate of local government units concerned. The project is also on track on
contributing to the development goals of the country particularly on strengthening
public institutions and the improving governance in the country.
