IMPLEMENTATION OF THE NATIONAL HEALTH INSURANCE SCHEME

Following the enactment of the National Health Insurance Act No. 2 of 2018 (The
Act) and subsequent publication of Statutory Instrument (SI) No. 63 of 2019,
NOTICE is hereby given that the National Health Insurance Management
Authority (NHIMA) has commenced the implementation of the National Health
Insurance Scheme (NHIS) with effect from 1st October 2019.
Registration of Members
Pursuant to section 13 of the Act, membership to the NHIS is mandatory to all
citizens and established residents. In this regard, an employer and a manager of
a pension fund shall register their employees and pensioners respectively in
accordance with this Act and as set out in this SI. A self-employed citizen shall
also register to the NHIS as prescribed.
Further, registration with the NHIS shall within thirty (30) days from the
effective date of this NOTICE by completing Form I as set out in the First
Schedule of the SI.

Contribution Rates
The PUBLIC is further notified that, an employer or self-employed citizen or
established resident shall pay to the NHIS a mandatory monthly contribution
consisting of the employee’s contribution of one (01) percent and the employer’s
contribution of one (01) percent of monthly basic salary.
In respect of this NOTICE, the deadline for payment of the contributions into the
National Health Insurance Fund is the 10 th November 2019 and for subsequent
payments; the 10th of the following month.
Health Benefit Package
Under the NHIS and after each successive four (04) months waiting period, a
member is entitled to the Health Benefit Package set out in the Fourth Schedule
of the SI. A list of accredited healthcare providers shall be communicated in due
course.

To assure solvency of the NHIS and line with the best practice of schemes such as
this, members of the Scheme shall be able to access health benefits after a 4-
month waiting period. During this period, NHIMA would have set up initial
administrative protocols in respect of member registration, membership cards,
accreditation of health care providers, claim processing and provider payment
platforms and all functions incidental to the smooth implementation of the
NHIS.

Proof of payment accompanied by a list of registered members showing the


contributions paid by each member/employer shall be submitted to NHIMA as a
monthly return.
