The University of the Philippines-National College of Public Administration (UP-NCPAG),


through its Center for Policy and Executive Development (CPED), and the Philippine Public Policy
Network (PPPN) formally invites you as presenter and participant to the inaugural
conference and organizational meeting of the PPPN on 21-22 November 2019. The venue
will be the International Center for Public Administration (ICPA), National College of Public
Administration and Governance, University of the Philippines-Diliman, R.P. De Guzman St.,
Diliman, Quezon City.

Highlighted themes of the conference include the following:


 The Discipline of Public Policy: theory and practice of public policy development and
analysis in the Philippines and beyond, evidence-based or evidence-informed policy making,
the Philippine policy-making process, and public policy education.

 Policy Evaluation: assessment of the impact of recent challenges, events, policies, and
programs e.g. poverty, inequality, inflation, fake news, TRAIN law, Build Build Build,
federalism, foreign policy pivot to China, war on drugs, bureaucratic capacity issues, free
tertiary education, and free irrigation.

 Policy Innovations: innovations in public sector management, international best practices


in governance, initiatives for improving the public policy processes, and reflections on public
policy’s growing relevance on public administration as a cross-cutting theme in
development.

This year, the PPPN has a two-part initiative that aims to: 1) be a market place of policy ideas
through the conference and 2) establish by electing the composition of the PPPN that would be
the country equivalent of the umbrella organization of the Asia Pacific Public Policy Network
(APPPN).

We believe that you could contribute immensely in this endeavor. It would be our pleasure to
