13 people have died and hundreds have lost their homes in floods near the

northern Mexican city of Tijuana. The flooding was caused by heavy rains over
the weekend. "The mayor of the city says almost one and one-half centimeters
of water fell during one 30-minute period. Mexican officials blame the heavy
rains on the El Nino weather condition.
"Two days of rioting on the eastern island of Flores has forced ethnic Chinese
people to seek refuge at government security buildings. The rioters are angry
over sharp increases in food prices. The rioters have been attacking businesses
in the city of Enda. Ethnic Chinese are the targets of much of the violence.
Indonesian police say they are now in control of the situation in Enda.
"Finance Ministers from 24 developing countries say the recent Asian crisis
shows the world financial system is not working. The group of 24 ministers
have called for a joint committee to supervise the world financial system. They
made the proposal at the end of a three-day conference last week in Caracas,
Venezuela. The proposed committee would include the members of the group of
24 developing countries and group of seven industrial countries. "American
embassy officials in Beijing say they are investigating the case of an exiled
Chinese dissident seized following his return to China." The officials say they
are trying to find out the present place and condition of Wang Bingjiang. Other
dissidents say Mr. Wang was arrested last week in eastern Anhui Province. He
reportedly had entered China by crossing over its border with the Portuguese
colony of Macau. "Growing crops and trees together is called Agroforestry.
Farmers can sell their plant crops immediately while waiting for the animals to
grow. It also is a way for cattle farmers to earn extra money during times when
prices for their animals fall. Other countries use agroforestry systems. Yet it is
not popular in the United States. "The government is not a very important place
to grow
