TO : STUDENTS OF THE UNIVERSITY OF ZAMBIA
SUBJECT : STRONG CONDEMNATION OF RIOTIOUS BEHAVIOR

We write to express our strong and unequivocal condemnation of the recent violent
incidents that occurred yesterday on the night of September 18, 2023, involving riotous
behavior of students at the University of Zambia, Great East Road Campus.
While we fully support the students' advocacy for the conduct of UNZASU elections and
empathize with their grievances, we firmly denounce, in the strongest terms, any form of
riotous behavior. Such actions are not in line with the principles upon which our
esteemed institution was founded—principles of democracy, respect, and lawful
conduct.

We wish to remind everyone that riotous behavior is in direct violation, among other
provisions, of section 75 of the Penal Code, Cap 87 of The Laws of Zambia, which
carries severe consequences, including a potential seven-year jail sentence upon
conviction. These actions not only tarnish the reputation of our university but also have
wider societal implications. During the riot last night, there was so much property
damage both in school and outside, which is contrary to section 91(b) of the Penal
Code. Shops were looted by the students and this will adversely affect the same
students as they are likely to be closed for some time.

It is our sincere belief that there are lawful and constructive channels through which
students can address their concerns. We strongly discourage any involvement in
unlawful conduct, and instead, we encourage students to utilize legitimate means to
have their grievances addressed. This may include seeking an audience with university
authorities such as the University Dean of Students or the Vice Chancellor. If
administrative intervention is not sufficient, pursuing legal remedies through the Courts
of Law is also an option.

In these challenging times, we urge all students to remain calm and composed, allowing
the university's management to take charge and address the issues at hand. Together,
we can find peaceful and lawful solutions to the problems facing our institution.

Let us uphold the values of our university and act responsibly in pursuing our goals.
Your cooperation and adherence to the principles of law and order are essential in
maintaining the integrity of our academic community.

Take care, stay safe, and let us work together for a brighter and more prosperous future
for the University of Zambia.
