Introduction

Handicrafts: National Scenario


Since the beginning of civilization, various handicrafts have lourished in India. Every
region of India enjoys an identity of its own due to its distinctive handicrafts; the cultural heritage
of the country as well as the rich cultural traditions which have been growing here since centuries
are amply re lected in its handicrafts. In about 350 Indian Texts, there are references of wood
crafts, architecture, jewellery-making, sculpture, painting, fabrics, the art of drama, music and art
of vaidhyak etc.
For centuries, India has been an eminent and one of the inest centres of handicrafts in the
world. Here even common items of daily use are crafted tenderly, in an artistic manner. These
handicrafts depict the Indian culture and the creativity of the Indian Craftsmen. Each region of
India is known for its unique handicrafts; for example, Kashmir is famous for its intricately
embroidered shawls, carpets, namdaar silk and furniture made of walnut wood, Rajasthan is
famous for its handicrafts like Bandhani, Kundan, Meenakari, Hand Block printing, jewellery,
textiles, precious stones and studded jewellery, blue pottery etc. Andhra Pradesh is renowned for
its Beedri Work and its Pochampalli Silk sarees, Tamil Nadu is famous for its copper statues and
Kanjeevaram Silk sarees while Mysore is known for its Silk and sandalwood articles. Similarly, the
carving and Sheesham wood furniture of Kerala, Chanderi sarees and Kosa Silk of Madhya Pradesh,
Chikan work of Lucknow, Brocade and Zari Sarees of Banaras, Bamboo items of Assam, Terracotta
of Bankura and hand woven fabric of Bengal are live examples of unique traditional crafts and
decorative arts of India. These crafts have been fostered and passed from generation to generation
and still provide employment to thousands of artisans. The Indian Craftsmen have secured an
incomparable place for India in the ield of handicrafts on the global scenario.

Handicrafts: Rajasthan
The Handicrafts of Rajasthan have a distinct identity of their own in the country as well as
abroad. These crafts include Hand Block Printing, Bandhej, Tie & Dye, Dabu Print, Ajrak Print,
Taarkashi, Kundan, Meenakari, Terracotta, Thewa Art, Sculpture, Kota Doria, Jaipuri Razai, Lac
Work, Usta Art, Miniature Painting, Blue Pottery, Clay Art, Handmade Paper, Jaipuri & Jodhpuri
Jootis, Paper Mache, Stone Carving etc. Just as some arts of various regions of India are on the verge
of extinction, similarly, some arts and crafts of the State are gradually languishing and about to go
extinct which mainly include Odhana, Mendh Printing, Sanjhi Kala, Mandana, Aaraish Kala, Faitia
Kala, Theekri Kala etc.

Rajasthan offers great potential for development of Handicrafts. The State has abundant
raw material for handicrafts such as wood, marble, leather, metals etc. Along with this, the State
also has Master Craftsmen, Handicraft Experts and suitable institutions to further develop the
traditional handicrafts as well as revive the languishing arts & crafts.
This sector not only provides employment to the local people but also earns foreign
exchange for the State. The State houses about 6 lakh craftsmen and artisans. In the year 2020-21,
Handicrafts worth Rs. 6205.32 crore were exported from the State; besides this, Gem & Jewellery
worth Rs. 4067.36 crore, Textiles worth Rs. 5729.29 crore, Readymade Garments worth Rs,
1764.40 crore and Carpet/Dari worth Rs. 464.70 crore were also exported. The Handicraft Exports
from the State are constantly on the rise. It may be mentioned here that in the year 2016, World
Crafts Council (WCC) has declared Jaipur as the 'World Craft City' on account of its havelis,
jharokhas, gates ornamented with handwork, paintings, wall paintings and the various types of
handicrafts lourishing in the City.
Keeping in mind the development of handicrafts and upliftment of the artisans, for the irst
time, in 'Rajasthan Investment Promotion Scheme-2019', Handicrafts was included in the
'Thrust Sectors' and made eligible for additional bene its.
There is a need to foster the handicrafts, encourage the ancient and local arts and create
employment opportunities in them. Handicrafts prosper with the support of the society. When a
handicraft gains a place for itself as an artistic requirement in the society, then generation after
generation of craftsmen get associated with it which leads to creation of self-employment as well
as rise of small scale and cottage industries. The Handicrafts of the State are indelibly embedded in
the psyche of the people, the need now is to awaken their creativity and let it ind proper
expression as well as to create new opportunities of employment in this sector.
It is a unique feature of Rajasthan that along with its grand palaces, forts, havelis, museums,
lakes, sanctuaries, gardens etc, its art and culture is a source of attraction for the tourists. This is the
reason that, for centuries, its arts and crafts have maintained their distinct identity even in the
international arena.

Rajasthan Handicrafts Policy -2022

1. Vision
To strive for the upliftment of the artisans and weavers of the State as well as to ensure their
signi icant contribution in the social and economic development of the State. Securing technical
upgradation, marketing support, inancial assistance, social security and development of
infrastructure facilities in Clusters/ Craft Villages for the artisans and weavers so that along with
the advancement of traditional crafts of the State, additional employment opportunities are
generated.

2. Objectives
· Economic upliftment and growth of the artisans of the State
· Ensuring a better marketing system for the products of the artisans
· Making the products of the artisans suitable for export and helping them to gain
recognition in the international arena as well as boosting the share of the State in
Exports
· Reviving the languishing traditional arts and crafts of the State
· Empowering the artisans of the State and ensuring their contribution in the
development of the State
· Creating 50,000 new opportunities for employment in the Handicrafts sector in the
next 5 years

3. Operative Period

Rajasthan Handicrafts Policy -2022 will be operative from the date of its noti ication till 31
March, 2026.

Provisions of the Policy


4. Rajasthan Handicraft Week
With the aim to provide a marketing platform for the products of the artisans of the State,
acquiring national and international recognition for them, improving the quality of the handicraft
products as per those made in other States and making them more marketable, every year in
December, a Handicraft Week of National Level will be organized at Rajasthan Haat, Jaipur. This
will exhibit the major handicrafts of Rajasthan as well as of the other states of the country;
seminars of national/international level will be organized and buyer-seller meets will also be
arranged. During Rajasthan Week, to showcase the Art and Culture of the State, following
arrangements will be made during the event:-

1. Showcasing of the major handicrafts of the country


2. Cultural Programs of the leading local/folk performing arts of the State
3. Exhibition of the main cuisines of the State

5. Awards and Reward


During Rajasthan Week, State Level Awards will be given in the following categories :-
Textiles, Ceramic & Clay Art, Painting, Leather Craft, Art Jewellery, Metal and Wood,
Carpet/Dari /Namdaetc. Besides this, awards will also be given in the following categories:-
· Best Young Artisan ( upto the age of 35 years)
· Best Woman Artisan
· Artisans who rendered special contribution towards revival of languishing arts
· Exporters with notable contribution in the ield of Handicraft Exports
A High-Level Selection Committee will be constituted for the selection of Awardees. Besides
the of icers of Department of Industries & Commerce and its associated organizations, it
will include Technical Handicraft Experts and Artisans awarded at the National Level etc.

6. Brand Building of Rajasthani Handicrafts


I. To enhance the quality of the products of the artisans of the State, Bar-Code, Tagging,
ISI, GI, Hall Mark etc. will be encouraged
II. At least one handicraft product will be identi ied and promoted in each district
under the ODOP (One District One Product) Scheme. For this, a special action plan
will be prepared.
III. Development of E-Portal and Mobile App at the State level
IV. Handicraft Souvenirs - Provision will be made for giving handicrafts made in the
State as Souvenirs during Government Functions, Awards and Felicitation
Ceremonies
V. Brand Ambassador – Services of Celebrities or prominent personalities in this
ield will be taken as Brand Ambassadors for the promotion and publicity of the
Handicrafts and Handlooms of the State and to gain recognition for them at National
and International level. For this, a Selection Committee will be constituted under the
chairmanship of Additional Chief Secretary/Principal Secretary, Industries,
Commerce & MSME.
VI. To promote the products of the artisans & craftsmen and to ensure their recognition

at National and International level, promotional ilms will be prepared for


presenting the arts and crafts of the State at various functions and events.

7. Documentation of Rajasthani Handicrafts


With the help of Subject Experts, documentation of the major handicrafts of the State, the
major arts and handloom products, painting, printing and dyeing crafts, embroidery crafts etc
including the principles/processes of such crafts will be carried out so that information in this
regard is easily made available to the general public.

8. Revival of the Traditional and Languishing Arts & Crafts


Every month Seminars/ Workshops based on the arts & crafts of the State will be organized
at State level/ Regional level and District level to introduce the major handicrafts of the State to the
common man, to revive the languishing arts & crafts and to create new opportunities for
employment.
The Languishing arts & crafts of the State will be identi ied and promoted and appropriate
arrangements will be made for their marketing and for their publicity and promotion. The
artisans/registered institutions who are rendering special contribution in these crafts will be
awarded.

9. Identi ication of Handicrafts and their Data


The handicrafts of the State will be identi ied, survey of the artisans will be undertaken and
a Data Base will be prepared so that provisions of the Handicraft Policy can be implemented in the
State in a better manner.

10. Social Security


Group Insurance
To provide Social Security to the artisans and handloom weavers of the State, facility of
'Group Insurance' will be provided to artisans, craftsmen and weavers between the age of 18 to 50
years and to Handicraft and Handloom Clusters.

Contribution in Premium being paid by Weavers


Government of India is running Pradhanmantri Jeevan Jyoti Insurance Scheme for
Handloom Weavers. Towards the payment of its premium, besides contribution by Government of
India and Life Insurance Corporation of India, the weavers/artisans also have to pay their share.
The State Government will contribute towards the payment of the share by the weavers/artisans.

Scholarship
Children of the artisans and handloom weavers who are recipients of the State Level and
National Level Award will be motivated by grant of scholarships for pursuing Degree/Diploma/

Short Term Courses in the subjects of Arts, Crafts, Textiles etc. from recognized Art & Craft and
Handloom Institutions.

11. Simpli ication of the Schemes for Assistance in Market


Development
The Market Development Assistance Scheme – 2012 is being run by the Industries
Department. Under this Scheme, after participation in Fairs and Exhibitions, the artisans are given
reimbursement of the Stall Rent and also provided luggage allowance and daily allowance. In the
process of reimbursement, they do not get the amount on time. Therefore, this Scheme will have to
be amended and arrangements will be made to pay the artisans on the inal day of the event. The
bene it will also be extended to the artisans taking part in Virtual Fairs and Exhibitions.
The registered artisans of the State will be provided assistance for participation in Fairs and
Exhibitions as follows:-

Daily Allowance
1) Rural and Urban Haat – Rs. 450 per day
2) Other places in the State – Rs.450 per day
3) Outside the State – Rs. 600 per day

Stall Rent
50% of the Stall Rent, up to a maximumof Rs. 5000/- and annual total assistance up to Rs.
25,000/- will be given.

Travelling Allowance
Artisans who are recipients of the National Award will be provided fare of Deluxe Bus or
actual fare of AC Second Class of Railway while other registered artisans will be given fare of
Express Bus or actual fare of Second Class of Railway.
Under the Scheme 'Assistance for Participation in International & Foreign Trade Fairs'
for the exporters of the State, the bene it will be extended to those who take part in virtual
mode.

12. Infrastructure support and facilities in Clusters/Crafts Village


Under the Cluster Development Program of the State, craft and handloom clusters will be
identi ied and supported by development of infrastructure facilities, arrangements for marketing,
publicity & promotion of products and Branding at National and International level.
The regions where artisans reside will be identi ied for the purpose of development of Craft
Village and in case of availability of adequate number of artisan families, that particular region will
be developed as a Craft Village.

13. Common Facility Centres (CFC)


For the establishment of Common Facility Centres (CFC) for the Craft and Handloom
Clusters of the State, plots up to 5000 sq. mts. will be made available in RIICO Industrial Areas on
concessional rates on a lease of 31 years.

14. Coordination between Handicrafts and Tourism


Many rural areas of the State are well recognized for their handicrafts. The artisans in these
areas have been engaged in their special arts &crafts for generations. In coordination with Tourism
Department, such Clusters/Crafts Village will be promoted for development of tourism, folk arts &
culture as well as their handicrafts.
I. Rural/urban haats are being run in 14 districts of the State for exhibition and
marketing of handicraft products. Therefore, information about this will be
included as 'Handicraft Circuit' in the tourist literature, web portal and social media
handles of the Tourism Department to ensure their publicity and promotion.
II. For exhibition and marketing of handicraft products, counters will be made
available by Tourism Department in their Tourist Reception Centres and Tourist
Information Centres located within and outside the State.

15. Financial Assistance


Hundred Percent of the interest on loans up to Rs. 3 lakhs taken by artisans of the handicraft
sector will be borne by the State Government.

16. Assistance for setting up Marketing Centres


On establishment of permanent Marketing Centres for sale of their handicraft/handloom
products by Handloom Weavers Cooperative Societies/ Artisan Societies/ Institutions in urban
areas, 50% of the total cost of establishment or a maximum of Rs. 1 lakh, whichever is lesser will be
given by the Government as assistance.

17. Assistance for e- Marketing and Publicity & Promotion


I. An online platform will be utilized for marketing of handicraft products produced by
the artisans of the State. For this purpose, arrangements will be made by
coordinating with reputed e-Commerce companies who provide e-Platforms.
II. Assistance will be extended for acquiring area/shops/space on lease at major
marketing centres, heritage hotels and tourist spots for marketing of handicraft
products of artisans of the State.
III. Provision will be made for purchase of quality products worth up to Rs. 10 lakhs
from the registered artisans of the State by the Government Department through
the medium of e-Bazaar without tender.

IV. On creation of Website/Facebook Page for publicity & promotion and e-Marketing
of the handicraft and handloom products by handloom weavers, artisans, Weaver
Cooperative Society or Handicraft Society/Institution, assistance up to Rs. 25000/-
will be provided.

18. Institutional Structure


Handicraft and Handloom Directorate
Keeping in view the development of the Handicraft and Handloom Sector, a 'Handicraft
and Handloom Directorate' will be constituted under the Industries & Commerce Department.
In this Directorate, besides the services of of icers of Industries & Commerce Department, services
of of icers of its associated organizations will also be taken on deputation.

Institutional Marketing
Handicraft and Handloom Directorate constituted under the Industries & Commerce
Department will undertake the following activities for upliftment of the artisans and handloom
weavers of the State:
· Wide publicity and promotion of products of the State which are worthy of sale and
exhibition will be carried out through digital or e-Platform. For this, coordination
will be established with companies providing e-Platform.
· An annual calendar will be released for the sale and exhibition of the handicraft and
handloom products of the State so that dates of the fairs and exhibitions organized
in the country and abroad may be coordinated.
· Support in organizing sale and exhibition of products of the State at major tourist
spots of the state and the country.
· Establishing coordination with the Departments/Institutions/Organizations
related to Exports for promotion of handicraft and handloom exports from the State.
· To connect the various Departments, Institutions and Organizations of the state and
country who buy handicraft and handloom products with the art and craft units of
the State through e-Portal.
· Organizing Vendor Development Programs and Workshops for Improvement in
Quality and Marketability of the handicraft and handloom products of the State.
· To connect the artisans of the state to the major exhibitions and events held in India
and abroad as well as to the rural and urban haats set up in other states.
· Formulating action Plan for implementation of the Marketing Policies of the State
Government and Government of India.

· Coordination with Indian Institute of Craft &Design (IICD), NIFT, NID, Kumarappa
National Handmade Paper Institute, Jaipur and other related organizations to
encourage trainings through them.
· Considering the increasing demand for eco-friendly products for packaging and
labelling, promoting the use of locally available material/ utilization of waste
material, eco-friendly packaging, coordination with training organizations/
manufacturing process of products and coordination with 'Indian Institute of
Packaging, Mumbai'.
· Space will be provided in Rural and Urban Haats for marketing of products of
women artisans of Self Help Groups constituted under Rajasthan Rural Livelihood
Development Council ( Rajeevika).

19. Loan Facility


For promoting industries based on Natural Resources/ Waste Material and Environment
Friendly Industries, provision will be made to get the loans sanctioned for the youth on priority basis.

20. Special Promotion of Private Investment


With the objective of advancement of artisans of the State and creation of job opportunities,
private investment will be promoted in establishment of Handicraft Skill Development Centres,
Design & Craft Centres for handicraft education etc

21. Handicraft Design Centre, Jodhpur


Handicrafts from Rajasthan are major contributors in the Exports from the country and the
contribution of Handicrafts from Jodhpur in this is signi icant. With the aim of further increasing
handicraft exports from the State, generation of new employment opportunities in this sector,
managing handicraft design development in sync with the changing global scenario & demand,
skill development and technology up gradation, action will be initiated for setting up a 'Handicraft
Design Centre' through Handicraft Federation/Association/Union, State Government or
Government of India. A Common Facility Centre for artisans and handicraft units will also be set up
in this. This Centre will study the techniques being employed and the designs being used in other
states and other countries so that new techniques or processes for products may be promoted in
the State accordingly. This Centre will be also be developed as a 'Centre for Excellence' for the
artisans.

22. Handicraft Park


Handicraft Park will be developed by RIICO at appropriate places for development of
traditional arts and crafts, generation of employment opportunities for local people and sale of
their products.

23. Handicraft Museum


A State Level Handicraft Museum will be established at the Rajasthan Haat, Jal Mahal,
Jaipur of Udyam Prosahan Sansthan which is under the Industries & Commerce Department for
exhibiting the major handicraft products of the State and for introducing the common man to the
arts and crafts of the State. In this Museum, general information about the chief handicrafts of the
State will be made available through audio/video, photos and pictures. Besides this, at the Urban
and Rural Haats located in 13 other Districts of the State viz. Ajmer, Jodhpur, Bikaner, Jaisalmer,
Udaipur, Bhilwara, Nathdwara (Rajsamand), Chittorgarh, Kota, Sikar, Dausa, Bharatpur and
Jhunjhunu, Mini Handicraft Museums will be established.

24. Model Handicraft Centre


World Craft Council (WCC), an international organization, has declared Jaipur as the
'World Craft City'. Considering the tourist potential of Jaipur and the scope of development of
handicrafts, there is an absolute necessity for the establishment of a Model Handicraft Centre.
Therefore, Rajasthan Haat which is an attractive complex, constructed in the traditional Rajasthani
style, under Udyam Protsahan Sansthan of Industries & Commerce Department has been selected
as the permanent venue for marketing and sale of Handicrafts and Handloom products and for
organization of Buyer-Seller meets by extension of its facilities.

25. Promotion of Eco-Friendly Crafts


Keeping in mind the constantly increasing global demand for handicrafts made using
natural dyes and natural products, attempts will be made to promote eco-friendly products in the
State, and, with the objective of generating employment, efforts will be made to encourage the
artisans to use locally available raw materials and make eco-friendly products utilizing agro waste,
lowers & leaves and forest produce. For this purpose, trainings through the Institutions
established in the state will be encouraged. In the fairs and exhibitions organized in the Urban and
Rural Haats, space/stalls will be reserved for the sale and marketing of Eco-Friendly products.

26. Marketing of Products of Training Centres established in State


Prisons
In the Prisons located in various districts of the State, Director General, Jails has made
arrangements for training and production of handicraft products by the prisons inmates. In the
Central Jails of districts of Jaipur, Jodhpur, Ajmer, Udaipur, Bikaner, Bharatpur, Kota, Sriganganagar
and Alwar, handicraft products are being produced through weaving on handlooms and power
looms. The products from the production/training centres run in the above mentioned prisons
will be introduced in the markets and arrangements will be made for their proper marketing.
Industries & Commerce Department will lend assistance and co-ordinate with Udyam
Protsahan Sansthan, Rajasthan Khadi and Gramodyog Board, Rajasthan State Handloom

Development Corporation, Rajasthan State Weavers' Cooperative Union, Rajasthan Small


Industries Corporation and RUDA for organizing the sale of these products in fairs and exhibitions.

27. Handicraft Design Bank


Handicraft Design Bank will be established at the Rajasthan Haat in Jaipur with the purpose
of facilitating the various handicraft groups and producers of the State in making products as per
national and international demand. In this Design Bank, designs of all the major crafts of the State
will be collected and compiled in electronic form.
The designs prepared by the Master Craftsmen and Shilp Gurus, who have won national and
international awards, will also be kept in the Design Bank. Information about availability of raw
materials, technology, details of the concerned craftsman and place will also be made available
through the Design Bank.

28. Participation in International Events


(Co-Operation and Collaboration)
Commissionerate of Industries & Commerce will assist and coordinate the participation of
artisans and craftsmen of the State in programs and seminars of international level organized by
India Trade Promotion Organization (ITPO), World Craft Council (WCC) and other such
organizations so that they may get acquainted with the changes in the national and global trends,
acquire knowledge of latest research & market information and also gain experience.

29. Development of Handicrafts through CSR


As per Section 135, schedule 7, GSR 130 (E) of Indian Companies Act and rules of CSR,
promotion and development of traditional arts and crafts has been considered as a permitted
activity under CSR. Therefore, for the upliftment and development of the artisans and weavers of
the State, efforts will be made to co-ordinate between them and the various Corporate Social
Responsibility (CSR) units. Rajasthan CSR Authority, constituted under Commissioner Industries,
Commerce and CSR for taking up activities for development and collective welfare of the artisans
and weavers, will establish co-ordination with various companies andpersuade them to provide
support for development of the Handicraft and Handloom sector.

30. The following Committee will be constituted for the purpose of

31. Administrative Department and Implementation Agency


Industries, Commerce & MSME Department will be the Administrative Department for the
purpose of issuing necessary directions and guidelines with respect to the implementation of the
Handicraft Policy. The Implementation Agency of the Rajasthan Handicraft Policy will be the
Directorate of Handicraft and Handloom proposed to be constituted under Commissioner,
Industries & Commerce.
