As part of an institution of higher learning offering programs on Tourism,


Hospitality, Entrepreneurship, Office Administration and Psychology, the
researchers were able to determine the needs in the Tourism Industry in the
Province of Bohol. Republic Act 9593, otherwise known as The Tourism Act
2009 serves as the baseline for the standards set by the Department of
Tourism in the national and local government units.
Section 37 of the above-mentioned Act emphasizes the need for Local
Tourism Development Planning in every municipality. However, the data from
the Department of Tourism show that only 3 out of 47 municipalities have
implemented tourism development plans.
In addition, the above-mentioned RA recognizes the need for an
internationally competitive standards of facilities and services. What the
researchers observe in the actual setting is that obviously, only 3 municipalities
in Bohol are currently working on these standards to compete internationally
while the other 44 have not yet fully identified their municipalities’ flagship
tourism products. Lastly, the RA suggests the presence of sustainable funding
mechanism for the implementation of tourism policies, plans, projects and
activities. However, due to the fact that only 3 municipalities have implemented
their tourism development plan, funding for tourism-related activities and
projects is not yet in place.

Among the three problems specified via the gap analysis, the
researchers consider the “Forty-four (44) municipalities still need to
craft Tourism Development Plan” as the gap that is the most important,
the most urgent, the most relevant and the most doable. The Tourism
Development Plan is a very essential tool for an effective visitor attraction
management. Therefore, if the 44 municipalities have not yet crafted or in
some cases implemented the Tourism Development Plan, promotion and
management of the tourist attractions will also be hampered. The
implementation of the tourism development plan paves the way to
allocating funds for tourism-related activities, granting of plantilla items
for municipal tourism officer and other mechanisms to strengthen Bohol
tourism industry.

 In order to generate effective solutions for the problem associated with the 44
municipalities which are yet to design their own Tourism Development Plan, the immediate
causes, underlying causes, and root causes of the said gap were analyzed using the
problem tree. The immediate causes of the 44 municipalities without Tourism Development
Plans are the absence of a Municipal Tourism Officers, untapped entrepreneurial
strategies, Lack of collaboration with the public and private tourist attraction site leads, and
other stakeholders, challenges in Human Resource Management and customer relations,
and gender issues in the Tourism and Hospitality.

Empowering municipal tourism officers, enhancing capability building of local


government units in partnership with the private sector, in the management of
local tourism projects and initiatives, thereby ensuring accessible and
affordable destinations throughout the country, especially in the areas which
have shown strong comparative advantage (RA 9593) . It should also maintain
international standards of excellence in all tourism facilities and services, and
promote the country as a safe and wholesome tourist destination.
When it comes to pricing and costing for all tourism and hospitality products,
services, and packages, as of the moment, there is no standard pricing system
being established. Service quality of hospitality establishment staff, Human
Resource Management, Customer Relations Management, and Gender Issues
are also among the aspects to be considered in this program.
It is also provided for in the said Republic Act that the role of the tourism
council is to strengthen and encourage the participation of non-government
organizations, people organizations, and the private sector in initiating
programs for tourism environmental protection.

In order to identify the best possible solution to the 44 municipalities without a Tourism Development
Plan, the researchers used a decision matrix. First, they looked into the 5 possible solutions and
generated decision criteria consisting of 4 items as follows: uniqueness of the
strategy/intervention/innovation, potential impact of the 6Ps, alignment to the
thrusts/SGs/NHERA/BERA/PPST/Agency, and the fund for allotment or appropriations. The uniqueness
of the strategy/intervention/invention has given the most weight (4) because in the tourism industry, the
uniqueness of strategy matters for competitive advantage.
The alternatives or possible solutions are given assigned values which are then multiplied to the
weights in the criteria . The highest total points is ranked first which is the assignment of a municipal
tourism officer because the formulation of a Tourism Development Plan starts with the leadership,
commitment, and initiative of the officer. The tourism officers will then identify the tourist attraction/s of
their own municipalities for tourism product development, and spearhead projects and activities to
effectively manage the tourist attractions.
