WITNESSETH:
WHEREAS, BulSU has been collaborating with the national agencies and actively taking
part in the implementation of research and extension programs in its area coverage.

ARTICLE I
GUIDING PRINCIPLES OF THE PARTNERSHIP
In pursuit of the goals and objectives of the national rice research for development
programs, BulSU and DA-PhilRice shall collaborate extensively on rice research,
training, communication, extension, and human resource development. Along with
this, both parties shall be guided by the following principles:

partnership shall be
pursued to the optimum achievement of results and outcomes as mutually
agreed upon by both parties consistent with the goals of the National Rice
Research for Development Program. Along with this, they shall agree to
undertake activities where they have the competencies and resources needed to
deliver results and outcomes.
2. Equity, equality and reprocity. The objectives and activities pursued through
this partnership shall involve mutual accountabilities and contributions, as well as
shared risks and benefits. It will also require mutual respect by both parties of
each other's mandates, obligations, and principles.
3. Integrity and autonomy. Both parties shall maintain the integrity and
autonomy of each other’s research operations consistent with the National Rice
Research for Development Program.
4. Complementarity. Both parties shall build on their comparative strengths and
advantages and complement each other’s contributions to rice research for
development.
5. Cost-effectiveness. Both parties shall optimize administrative and financial
management of resources to ensure high-quality research outputs.
ARTICLE II
MANAGEMENT OF THE PARTNERSHIP
The committee shall conduct periodic planning and review as well as formulation of
policies and guidelines for prioritizing projects, fund allocation, implementation,
monitoring, and evaluation of various collaborative rice research, development and

extension activities. It shall meet twice a year in May and November and, whenever
deemed necessary.
ARTICLE III

into a program specifying each agency's counterpart funds. This shall be subject
to the joint approval by the BulSU President and the DA-PhilRice Executive
Director, upon recommendation of the Joint Management Committee.
Prioritization shall consider BulSU’s research priorities and human resource
deployment plans, and DA-PhilRice Strategic Plan, subject to the availability of
funds.
2. All approved projects under the program shall have counterpart funds from each
agency and be covered by supplemental Memorandum or Letter of Agreement
specific to the needs of the project.
3. Funds for the approved program and its projects shall be administered directly by
BulSU or DA-PhilRice as the case maybe. Periodic fund release shall be done
by DA-PhilRice or BulSU, and BulSU or DA-PhilRice shall be responsible for
disbursements thereof subject to the government accounting and auditing rules
and regulations.
4. Both parties shall make available the necessary human resources and expertise
for the implementation of the approved collaborative projects.
1. BulSU staff who shall work in the approved workplan/project shall be processed
at BulSU, subject to and consistent with the limitations embodied in the
approved projects.
2. BulSU staff at DA-PhilRice on sabbatical leave must seek clearance from heads
of units or department chairman, endorsed by the Dean, and approved by the
President. The BulSU staff shall have a seconded appointment at DA-PhilRice
and shall receive compensation based on equivalent rank/qualifications as

prescribed by the Civil Service Commission (CSC) and Department of Budget and
Management (DBM), and workload.
1. With proper clearance from the college/institute heads concerned, BulSU and
DA-PhilRice shall make available their respective laboratories, research fields,
libraries, computer networks, and related necessary physical facilities and
equipment to staff involved in approved collaborative projects. Repair and
maintenance of such equipment, vehicles, and facilities shall be charged to the
project.
ARTICLE V
HUMAN RESOURCE DEVELOPMENT
2. Staffers of both parties involved in the rice R4D projects shall be encouraged to
participate in national conferences, symposia, workshops, and rice-related
activities, subject to availability of funds of the project. Copy of paper or poster
entries in these activities shall be furnished to DA-PhilRice or BulSU for
clearance prior to submission to the organizing committee.
1. Exchange of faculty, staffers, and research scholars shall be done for a mutually
agreed upon field of expertise, duration, and compensation, if applicable based
on the existing guidelines issued by the CSC and the DBM.

2. Research scholars of both institutions shall be given the opportunity to conduct
research at the partner institution, and shall have access to appropriate research
facilities of both institutions subject to approval of written request of the
concerned party, and availability of project funds and facilities.
ARTICLE VI
JOINT OWNERSHIP AND DISSEMINATION OF PROJECT OUTPUTS

and/or inventions/
technologies produced by virtue of and pursuant to this MOU may be jointly
published in the public interest as mutually agreed upon.
2. Any publication arising from tie projects undertaken by virtue of and pursuant to
this MOU shall clearly establish and identify the parties as the source of the
output.
3. All reports by virtue of and pursuant to this MOU shall be made in the name of
the parties. The names of the principal authors, researchers and/or project
leaders shall be identified, recognized, and included in the report as well as in
publications.
4. All outcomes of the joint research activities, including all intellectual property
rights (IPR) shall be jointly owned by contributing collaborators. However,
whoever funds the research shall exclusively handle any possible
commercialization of proprietary products and information. Release of any
proprietary information shall also be cleared with the funding partner.
5. BulSU and DA-PhilRice shall formulate a joint program for the electronic data
processing and dissemination of relevant information for academic and research
staff/ extension workers and other clientele.
ARTICLE VII
DATA PRIVACY
The parties hereto agree that to process information and sensitive personal information
in conformity with the data privacy laws and all other applicable laws and regulations.
BulSU and DA-PhilRice shall ensure that appropriate organizational, physical, and
technical measures are in place to maintain the confidentiality, integrity, and security of
personal information and sensitive personal information that may come to its knowledge
or possession by reason of any provision of this MOU and that its employees, agents,
representatives, or any person under its authority shall hold said information under strict
confidentiality at all times.
ARTICLE VIII
MISCELLANEOUS PROVISIONS

Both parties hereby agree to make an annual review and evaluation of the work done
under this MOU and prepare jointly a yearly status report on the project for effective
monitoring purposes during the entire duration of this MOU.
ARTICLE IX
EFFECTIVITY
This MOU shall take effect upon approval and shall remain in full force not later than
December 31, 2028, subject to mutually agreed upon amendment to any specific

parties. Such review and negotiation shall be conducted within 60 days prior to the
expiration of this MOU. Either party may terminate this MOU as of the end of any
academic year by giving the other party at least six months notice.
ARTICLE X
AMENDMENTS
The parties hereto further agree that this MOU may be amended upon mutual written
consent of both parties.

The parties and their instrumental witnesses signed all the pages thereof and
acknowledged to me that the same is their own free and voluntary act and deed and
that of the entities which they respectively represent.
