Position Paper

Country: Azerbaijan Institution: LGS Township Committee: UNHRC

The United Nations Human Rights Council (UNHRC) is one of the major six organs of the
UN and was established to shed light upon areas where communities have been oppressed and
people’s rights violated and give a chance to major countries to recognize such problems and
come up with appropriate frameworks to draft up resolutions uplifting the people in need.
The area of concern today is Xinjiang in the People’s Republic of China (PRC). Xinjiang is
home to numerous ethnic minorities including Kazakhs, Uyghurs and Hui Muslims. The Han
entered Xinjiang and brought with them their advanced technology which helped the residents
tremendously in their endeavors.
Azerbaijan believes that the recent irritants have been caused by radical extremism and pro-
Saudi nationalism by the Xinjiang minorities especially the Uyghur Muslims. These separatists
have had a history of causing unrest in the region due to rebellious sentiments and it is important
note that there have been clashes incited by non-state actors and separatists in demand of an
independent state, and it is due to these clashes that 200 people died so it is imperative that
measures be taken to ensure that these beliefs of extremism and separatism are not able to breed
in Xinjiang.
Azerbaijan’s delegations that have been sent to PRC to assess the situation in Xinjiang and
they have reported that there is no “persecution” in the country. Other countries have also been
invited to assess Xinjiang’s attitude towards minorities and have shown approval of China’s
treatment of minority communities. Xinjiang’s minorities enjoy the same freedom and rights as
the remainder of the populace, and the PRC ensure equality in accordance with the CEDAW.
Azerbaijan will be striving to clear the views and contentions among the countries and to
bring them to light to the situation in Xinjiang, and to clear that these allegations are just
propaganda motivated by political dissidence expressed by the west.
