Iraq’s position on the Strengthening of Public Private Partnership fin the pursuit of the

eradication of poverty

Introduction

Poverty has always been one of the major issues that plague humanity and in Her it can be found the

origin of an extremely large amount of other problems that are affecting humanity right now but the

United Nations intend to counter this issue with an improved and more efficient cooperation between

public and private enterprises.

Country history

Before taking a look at the history of the cooperation between private and public sectors in Iraq it is

necessary to look at the history and the current status of the economy of the country itself, which has been

and still is characterized by internal and external conflicts and a strong reliance over oil.

Historically Iraq has always been plagued with poverty and a low coordination between state and private

company there are many key factors that went in this situation, but three main ones can be spotted.

Firstly, Iraq is one of the biggest oil producers in the world with an output of 4,565.000 Barrel/Day this

comes as both a blessing and a course, causing todays Iraqi economy to be extremely over reliant on its

oil industry which As of 2018, oil is responsible for over 65 percent of GDP, 90 percent of government

revenue and constitutes 94 percent of Iraq's exports with a value of $59.73 billion in 2017.
Secondly, as also a direct consequence to the abundance of oil Iraq is a country plagued with internal and

external conflicts, which have often severely damaged the country economic capabilities, just to give an

example the country exporting and petroleum industries are still recovering from the Iran-Iraqi war of the

80s.

And thirdly the country has suffered since her formation a strong political and social instability, caused by

the multi ethnic population and the numerous autocratic governments, causing, along with the others

discussed factors a discontinued growth and insecurity about the economic future of the country, that

penalized the development of her economy and the reduction of poverty.

Poverty is still prevalent in Iraq with a 22,5 percent of the 39.8 million people inhabiting the country

living with less than US$ 1.90 a day, whilst this percentage has been declining many of the millennium

development goals have not been achieved on a satisfying degree.

Development of both public and private enterprises has been low in Iraq due to all the previously said

reasons, in recent years though things are improving, after decades of nationalized business and service

providers Iraq starting with the Investment Law No (13) of 2006 attempted to privatize many public

sectors, in an ever-growing collaboration between the state and the people, thought major steps have yet

to be taken to complete this reformative path, with many major Iraqi corporations and businesses still

nationalized.

Proposed Actions and Solutions

For some nations poverty in third world countries may not seem like an issue that is affecting them, but

this is a misconception, poverty, may it be in Libya, may it be in Sudan, may it be even in Iraq itself, but

it isn’t a problem of only those countries, poverty often leads to violence, ignorance, war, and just look at
what poverty has brought to the world, all the suffering, that, coming back to my previous statement

proved those rich states wrong, and Iraq sees that in improving the cooperation between state run

enterprises and private ones is one of the best ways in overcoming this plague that is affecting the world.

The immigration crises, terrorism, famine , at the very bases of all these cataclysms there is poverty,

that’s why Iraq sees this problem worth his maximums efforts, and why He strongly encourages other

countries to help fight it, ONU was born with the premise of peace and prosperity for all the nations and

all the people in the world, and by siding together to fight the horrible monster that is poverty we can

overcome him, but in order to do that we need to do more.

Iraq reassures that he will, in all of his capabilities, make the maximum efforts in order to reach all the

goals that have been created by this very organization 5 years ago with the 2030 Agenda for Sustainable

Development and incites all nations to put major efforts towards achieving these objectives, and hopes

that all countries understand the importance of these goals, the importance of how an improved

cooperation between the state and the people may help defeating poverty and hopes that all the nations in

this committee strive for these ideas as much as we do.

Also Iraq would like to point out that special focus and efforts should be given to Africa and the war-torn

nations of the world, which, unluckily often find themselves unable to reach these goals, and as

previously shown by their failure in reaching some of the millennium development goals are in dire need

of a much larger attentions form the UN, and are the first nation where the collaboration between public

and private companies is extremely low, a figure that is shown by their low ease to do business and GDP

pro capita, and the high GINI figures that are found in these countries.
conclusion

In conclusion the effort that have been made by the UN towards decreasing poverty and improving the

collaboration between the state and the private enterprises can’t be regarded as sufficient, Iraq, while

finding itself as one of those nations who are in need of assistance towards improving their economies

and their living conditions, and that finds itself in a very unpleasant situation regarding the previously

said coordination, pledges his allegiance to the promise of a better world by employing his limited

resources and economic capabilities towards eradicating poverty, whilst asking for help towards fixing his

own problems through this very objective.
