Constitution and By-Laws of the College of
Engineering and Technology Student Body at the Taguig
City University

PREAMBLE

In the sovereignty of the Engineering and Technology


students, employing the aid of Almighty God, in order to
establish the College of Engineering and Technology
Student Body – Taguig City University (CETSB-TCU),
conscious of the desire to attain academic excellence,
bonded by trust, unity, and equality in order to uphold
the principles of the organization, do hereby ordain and
promulgate this constitution and by-laws.

ARTICLE I - GENERAL

Section 1:
This organization shall be known as the CET Student Body
of Taguig City University, which shall have been granted
by the Board of Trustees of the College of Engineering
and Technology.

Section 2:
The organization shall operate as a non-profit
organization.

Section 3:
The organization shall abide by the applicable rules and
policies of the Taguig City University, pertaining to
student organizations.

Section 4:
The objective of the Organization is to promote the
profession of Engineering through organized effort in
study, research, and discussion of the fields of
Engineering and Technology and the dissemination of the
knowledge thereby gained. The Organization shall promote
membership in CET Organization by acquainting the student
body with the ideas, purposes, and objectives of CET
Organization.

Section 5:
The Student organization shall have the legal power
appertaining to a juridical person, particularly the
powers to sue and to be sued; to enter into fundraising
and profit-oriented projects; to acquire and hold real
and personal property necessary for corporate purposes
and to mortgage, lease, sell, transfer, convey or
otherwise dispose of the same; to solicit and receive
public and private donation and contributions; to accept
real and/or personal property given as gifts or bequest
by public entities and/or private individuals or
institutions, and to do such acts as may be necessary and
proper to put into effect or promote the objectives for
which the organization is organized.

Section 6:
The organization will operate for educational purposes
and shall embody the following.

a. The advancement of knowledge of Engineering


and Technology;
b. The achievement of academic excellence;
c. The fortification of a rigid foundation for
future engineers;
d. The fostering and improvement of engineering
and technology education;
e. The guardianship of the right and welfare of
the members;
f. The encouragement of relations with other
allied technical and scientific
organizations;
g. The establishment of a central point of
reference and union for its members;
h. The development of camaraderie among its
members;
i. The establishment of an integrative and
harmonious relationship among other

organizations, and among the constituents of
the Taguig City University.

ARTICLE II - MEMBERSHIP/IMPEACHMENT

Section 1:
Any person who is enrolled as a full-time student in an
undergraduate curriculum in engineering or engineering
related-field which culminates in a bachelor's or
associate's degree, or in any graduate-level degree
program which will enhance professional competence, and
who is also a member in good standing with CET
Organization is eligible for membership in the University
Organization. The term "full-time" implies that the
prospective member's principal pursuit in higher
education through enrollment at Taguig City University.
This does not include an individual engaged in full-time
employment who is incidentally pursuing studies on the
side.

Section 2:
No more than 1/3 of the voting membership shall consist
of non-students.

Section 3:
Membership is open to all students under the College of
Engineering and Technology without regard to race,
religion, color, sex, national origin, disability, age,
veteran status, creed, marital status, public assistance
status, or sexual orientation.

Section 4:
To become a member, one must fill out the membership
application form and must return it to the secretary of
the organization.

Section 5:
Impeachment of any officer may be accomplished only upon
presentation of just and reasonable cause for such action
to the Faculty Advisor of the organization and, upon the

Faculty Advisors approval, with a two-thirds vote of all
enrolled members of the organization. The member/officer
shall be given a seven-day notice and an opportunity to
defend him/himself.

Section 6:
All members of the organization are subject to the
Constitution and By-laws of the College of Engineering
and Technology Student Body.

ARTICLE III – RIGHTS AND PRIVILEGES

Section 1:
The members have the Right to Suffrage, he/she/they shall
have the right to participate in the election of officers
of this organization i.e. the right to vote and be
elected to a position he/she is qualified for.

Section 2:
To speak freely on any measure or understanding of the
society without fear of suppressing and humiliations.

ARTICLE IV - STUDENT COUNCIL

Section 1:
The organization is classified as a professional
organization and is to be registered with the Taguig City
University Student Council. The organization is directly
represented in the Student Council.

Section 1:
The officers of this organization shall consist of
President, Internal Vice President, External Vice
President, Secretary, Treasurer, Auditor, P.I.O, Business
Manager, Representative by each year level and
Committees.

Section 2:
All officers must be currently enrolled at the Taguig
City University and registered for at least six
creditable subjects. Exceptions to the requirement are
permitted for graduate students upon receipt of a letter
from the Dean of the College of Engineering and
Technology, certifying that a student is pursuing a
degree.

Section 3:
Qualification for Membership in Board of Officers

1. President, Vice Presidents, Secretary, Treasurer,


Auditor, P.I.O., and Business Manager must be a 3rd year
and above Engineering students and must have good moral
character.

2. And representatives will come from their respective


years.

3. The Committees can be chosen at any year level.

Section 4:
The elections should be as follows:

1. Officers shall be selected during the November meeting


and shall serve for a period of one year. Officers shall
be elected by a plurality of the voting members present
providing a quorum is present.

2. At least two meetings or ten (10) weeks prior to the


scheduled election meeting, the President shall appoint
three (3) seniors to the Nominating Committee.

3. The Nominating Committee shall prepare a ballot
consisting of at least one (1) member for each office.
Permission of the candidates to have their names on the
ballot must be obtained.

4.Special meetings will be called to elect new officers


to fill any vacancies which may occur, provided that
written notice of this meeting, its purpose, and office
to be filled has been posted on the College of
Engineering and Technology bulletin board or mailed to
all members at least ten (10) days prior to the date of
such a meeting.

Section 5:
If nobody files a candidacy, the current president has
the power to appoint a new set of officers and will be
recognized by the college dean and the organization’s
adviser if it is in exigency. In case that there is only
one party who filed the candidacy after the time frame of
filing will be declared as winner and will take over the
positions at the November meeting.

ARTICLE VI - DUTIES OF THE OFFICERS

Section 1: The President


The President is responsible for leading and organizing
the group prior to the rules and regulations of the
organization. The President should also preside in all
meetings that will be conducted.

• To represent the Organization as the head of the


Executive;
• To ensure the representation to all external
organizations;
• To chair and prepare an agenda for all meetings of
Council, publishing it for public perusal, no less
than twenty-four hours prior to the meeting;
• To be responsible for overseeing all operations of
the Organization;
• To sit as an ex-officio member of all committees
of the Organization;

• To maintain a file of the minutes of all
committees of which he or she is a part, and to
pass this file, a summary of the content of this
file to the appointed transition officer at the
end of the current year; and
• To delegate his or her duties where appropriate or
necessary.

Section 2: The Vice-President (Internal and External)


The Vice-President (Internal and External) will be in-
charge in case the President is not around, assisting its
President in performing its duties.
• Act as a liaison between the faculty of
Engineering and the University;
• Sit on the Dean’s Executive, the Faculty Council,
and at least one other Faculty of Engineering
committee as the student representative for
Engineering;
• Organize student representation at all other
Faculty of Engineering committees;
• Chair and prepare an agenda for meetings of
council in the President’s absence; and
• To delegate his or her duties where appropriate or
necessary.

Section 3: The Secretary


The Secretary is accountable for the documentations of
every activity and minute of every meeting, information
dissemination, and maintaining all the records that the
organization will conduct.

• Record the minutes at Council and Executive


meetings;
• Distribute the minutes to Council members before
or at the next meeting;
• Prepare all correspondence on behalf of the
Organization on the recommendation of the
Executive or Council;
• Advertise vacant positions to the Organization
whenever such positions are open; and
• Coordinate all publicity on behalf of council

Section 4: The Treasurer


The Treasurer is responsible for collecting dues, paying
bills, and any other transactions involving money. The
Treasurer should also provide the financial reports of
the organization together with the auditor.

• To manage all of the financial accounts of the


Organization;
• To prepare financial statements for the
Organization;
• To maintain monthly bank reconciliation, two weeks
after receipts are dated and signed;
• To maintain accurate records of all receipts and
expenditures of the Organization;
• To prepare a report every semester showing the
financial position of the Council; and
• To prepare a file at the end of the year
summarizing the past year, to be given to the
transition officer.

Section 5: The Auditor


The Auditor should track all the money that comes in and
out of the organization; work with the treasurer in
preparing financial reports.

Section 6: The P.I.O.


The P.I.O. is responsible for the information
dissemination for the welfare of other students, also
responsible for posting announcements on the official
bulletin board.

Section 7: The Business Manager


The Business Manager is responsible for designing and
implementing organizational plans and strategies to
promote the attainment of goals.

Section 8: Representatives
The representatives shall embody their respective year
levels. They should provide the information for their

fellow students for social activities and other
announcements.

ARTICLE VII - MEETING

Section 1:
A regular meeting shall be held once each month during
the academic year. A special meeting may be called by the
elected officers or by a petition of ten percent of the
voting membership.

Section 2:
Notice of all meetings shall be posted on the College of
Engineering and Technology Bulletin Board (or other
appropriate bulletin board) or mailed to all organization
members at least ten (10) days prior to the date of the
meeting, and maybe further publicized in any manner the
Publicity Committee deems necessary and proper.]

Section 3:
Decisions of the organization shall be enacted by a
majority vote of the voting membership plus one.
ARTICLE VIII-PROGRAMS/ACTIVITIES

Section 1:
Regular meetings each month shall be primarily devoted to
the profession of Engineering and may be accomplished in
connection with refreshments.

Section 2: Activities
Members that will conduct an activity that will carry the
name of the organization must submit a letter to the CET
Organization’s President duly noted by the Adviser of the
organization asking for permission to be able to
determine if the activity is legal and under the
supervision of the organization.

Section 3: They must comply with the requirements of the


Office of Student Affairs and Services.

Section 4: They should submit a proposal and other
documents.

Section 5: Activities outside the campus must comply with


the requirements of the Department Coordinator or the
Dean.

ARTICLE IX - FINANCIAL MATTERS

Section 1:
The organization shall not provide monetary gain,
incidentally or otherwise to its directors or membership.
This does not restrict the payment of wages, salaries, or
incentives by the organization for services rendered.

Section 2:
Unless otherwise specified by the membership at the time
of dissolution of the organization, residual assets shall
be distributed to the following not-for-profit
organizations.

ARTICLE X - COMMITTEES

Section 1:
There shall be four (4) standing committees: program,
publicity, membership, and nominating.

Section 2:
This committee shall consist of not less than three (3)
and not more than five (5) members.

Section 3:
The President shall appoint the chairman of the standing
committees and, with approval of the chairman, shall
appoint the members of the respective committees.

The President shall determine and appoint any additional
committees deemed necessary and proper to fulfill the
objectives of the organization.

ARTICLE XI - FACULTY ADVISOR

Section 1:
The Faculty Advisor shall be appointed at the beginning
of each school year.

The function of the adviser:

a. To guide and direct the organization towards


achieving its pre-identified goals.
b. To promote and protect the interest of the
organization.
c. To help mold and support every member into
achieving academic excellence.
d. To serve as a counselor and thus give advice
regarding matters relevant to the organization.

ARTICLE XII - BY-LAWS

Section 1:
By-Laws may be proposed by the membership and may be
adopted by a majority vote of those present at the
meeting when a quorum is present.

ARTICLE XIII - AMENDMENTS

Section 1:
Amendments to the constitution may be proposed by any
member of the club. Such proposal shall be submitted in
writing to the Executive Committee for a first reading to
the membership at the regular meeting prior to the

meeting at which the proposed amendment is to be voted
on.

Section 2:
Duly proposed amendments should be submitted to a vote of
the voting members providing a quorum is present. A two-
thirds majority vote in favor shall be required for the
adoption of such amendments.
