EXECUTIVE SUMMARY

This semester, the administration of University Technology Mara (UiTM) has established
a course plan that students must adhere to, involving students being required to participate in
industrial training in order to apply and improve their understanding of the courses they are
taking. Students who participate in this industrial training can learn how to apply the ideas
they've studied in the university to real-world circumstances in the business. It is an excellent
chance for students to participate in this training in order to assess their understanding of the
course.

As students for the e-PJJ course, we are required to undertake industrial training in the
current workplace. Currently, I work as a policewoman at the Brickfields District Police
Headquarters located in Bukit Persekutuan, Kuala Lumpur. It is a golden opportunity for me
when undergoing industrial training in the current workplace because I can learn and deepen
more about the current situation as well as issues that exist in the workplace.

The Royal Malaysian Police Organization (PDRM) has existed in Malaysia since the
Malay sultanate of Melaka. PDRM officers are involved in multitasking in the modern era of law
enforcement, such as crime prevention, traffic safety, drug prevention, and offender prosecution
(Royal Malaysia Police, 2018). I was placed in the Department of Logistics and Technology
under the post of transport branch. I have worked for 4 months in the transportation
administration office and subsequently I was assigned in the administration of the facilities
management branch. In this branch a total of seven staff including the head of the division are
involved in branch management.

Alhamdulillah, first of all, I want to express all my gratitude to Allah Almighty for giving
me his strength and grace, I managed to complete the task this time.

I would also like to express my gratitude for being blessed with an internship supervisor,
Dr. Idaya Husna Binti Mohd who gave a lot of guidance and advice throughout my journey to
prepare this internship report. With the help and guidance that greatly gave input by Dr. Idaya, I
was able to learn as well as correct the mistakes I made during my internship. With guidance
from her as well, I was able to learn more deeply about the job I was currently doing.

In addition I would also like to express my full appreciation to the Logistics and
Technology Department at the Brickfields District Police Headquarters for giving me the
opportunity to undergo industrial training in this department. Throughout my service in this
department, various inputs by division heads as well as fellow colleagues gave me a lot of
knowledge and experience in my service.

Finally, I would also like to express my gratitude and thanks to my family members who
often prayed for my success while I was studying at University Technology Mara (UiTM). All
the support was given by my family members for me especially when I was completing this
assignment and my current job which was quite dense.

COMPANY PROFILE

The Royal Malaysia Police (RMP) was one of the country's most important law
enforcement institutions or also known as Malaysian Public Services (MPS). This organization is
essential in ensuring that justice system is preserved (Sazif & Subri, 2011; Yusof et al., 2017).
The history of policing in Malaysia began with the enactment of the Charter of Justice in Penang
in 1807. Nevertheless, the role of the police has begun from the very beginning, namely during
the Malay sultanate where the existence of laws and law enforcement. The law that existed at
that time was more towards customary law or syariah law while the enforcement was carried out
by the Temenggong institution and the hulubalang.(RMP,2022) The scope and nature of police
officers' work requires continuous awareness in the presence of all possible scenarios (Yusoff et
al., 2017). As a result, becoming a cop was a tough, challenging, risky, and emotionally
demanding job. To be sure, working in the enforcement sector was a difficult and demanding job
because they were responsible for lowering crime rates and safeguarding the safety of the
nation's law and order (Yaacob, 2012).

Furthermore, society expects police officers to offer high-quality services while also
being sensitive to and aware of the requirements of the community (Abdullah, 2010). As a result,
public sector employment might be regarded an intensive sector as the workload grows with
time, as public sector personnel play a critical role in providing great services (Knies et al.,
2017). PDRM officers are involved in multitasking in the modern era of law enforcement, such
as crime prevention, traffic safety, drug prevention, and offender prosecution (Royal Malaysia
Police, 2018). Citizens nowadays will always trust that the government would be able to give
outstanding benefits to the citizens. Royal Malaysian Police (RMP or PDRM) also provide
services such as investigations and detective duties, arrests and prosecutions ,enforcement of
laws related to gambling, vice and secret societies and enforce against drug abuse and drug
trafficking.

The Royal Malaysia Police has 17 rank levels which are divided into 2 categories,
namely the group of Senior Police Officers ranging from the rank of Inspector to the Inspector
General of Police, and the Group of Junior Police Officers and Constables.
The Brickfields District Police Headquarters ( IPD Daerah Brickfields ) is located at
Jalan Travers, Kuala Lumpur. Police institutions do not have fixed working hours. However, in
the Logistics Department, we officially work during office hours from 8.00 am to 5.00 pm. The
Logistics Department is headed by a Director with the rank of Police Commissioner and assisted
by three Deputy Directors namely Deputy Director I (Transportation / Information Technology /
Communication / Development / Maintenance) Logistics and Technology Department, Deputy
Director II (Finance / Asset Management / General Police) Department of Logistics and
Technology and Deputy Director III (Procurement / Police Supply Center / Armament)
Department of Logistics and Technology.

The Logistics Department is the department responsible for budgeting, managing and
developing PDRM, planning, managing, operating and maintaining all aspects of
communication, information technology, transportation and armaments, managing projects and
maintaining buildings and properties, managing procurement and supply of PDRM general /
technical equipment and managing PDRM assets

TRAINING REFLECTION

1. Duration

This assignment started at the beginning of the semester which started on April 24, 2022. I
am currently serving at the Brickfield District Police Headquarters in the Department of
Logistics and Technology. My period of service in the PDRM organization began in 2014 after
undergoing police training for six months at the Kuala Lumpur Police Training Center. I was
first assigned to the Logistics and Technology Department starting in 2018 in the general police
branch, then in the transportation branch and most recently in the facilities management branch.

For e-PJJ students the duration of this industry training is throughout this semester. Since I
have to conduct this industry training in my workplace, I have no problem gathering the
information needed to complete this assignment. I also got the help of guidance from the
coordinator of this course explaining about how to conduct this industrial training according to
the given rubric. I also undergo this training according to my working hours which start at 8 am
until 5 pm. Apart from that, I also work for 5 days from Monday to Friday and have two days off
on Saturdays and Sundays.
2. Details of training.

I was stationed at the Logistics and Technology Department at the Brickfields District Police
Headquarters, Kuala Lumpur. In this department, I was assigned under the facilities management
branch.

PESTEL analysis is a technique or methodology that marketing use to evaluate and analyze
macro-environmental (external marketing environment) aspects that affect an organisation,
company, or industry. It investigates the external environment's political, economic, social,
technological, environmental, and legal elements. Threats and weaknesses are identified using a
PESTEL study, which will then be applied in a SWOT analysis. Referring to the analysis, here
are the explanation about Logistic & Technology Department.
1. POLITICAL

Financial allocation is one of the political factors that give a big impact to the PDRM
organization, especially the Department of Logistics and Technology. The financial
allocation channeled to the organization depends on the current finances of the country.
The Logistics and Technology Department is responsible for ensuring that financial
allocation funds for all police personnel are received from the Ministry of Finance.
However, the issue of allocation often changes because it is subject to the allocation
decision issued by the ministry. For example, a reduction in the number of claims for
work shoes and work uniforms for police personnel. As a result of this, police officers
face difficulties in replacing their existing work uniforms.
In addition, transparency is also a political factor in the Department of Logistics
and Technology. A transparent governance structure is an important aspect of creating a
friendly work environment especially for customers. In the Department of Logistics and
Technology, the issue of transparency is always emphasized by the division head.
Political uncertainty and instability must not affect the transparency of services provided
by PDRM members. To ensure that issues related to transparency do not occur such as
corruption and fraud in the organization, financial -related audit investigations are
conducted by the Ministry of Home Affairs (KDN) and internal audits are conducted by
the organization's top. The purpose of this audit is to ensure that there is no misuse of
organizational allocations and corruption and fraud do not occur in the PDRM
organization.

2. ECONOMIC

For economic factors, the PDRM organization tries to create employment


opportunities for the public. For example, various service contracts such as cleaning
contracts, facility repair and maintenance work contracts and others are offered to private
companies, especially Bumiputra companies. This opportunity was created specifically
for Bumiputra companies to help these companies regain their financial status after the
Covid 19 pandemic has left these companies unable to operate fully.
In addition, the PDRM organization also tries to encourage the development of
industries such as security technology. The system in security technology has been
improved where it is more user friendly and people friendly. for example, the e-Reporting
system is accessible to all Malaysians. This system was created to make it easier for
Malaysians to make case reports online. However this system is limited to a small
number of cases only. For examples of cases that can use this service are loss of identity
card, loss of important documents, and loss of wallet. So if the public faces a case like
this, they can continue to make reports online.

3. SOCIAL

The economic factors have a big influence on customers. When customers have more
spending power and are prepared to spend more on goods and services to better their
lifestyle, the Logistics and Technology Department has exciting growth opportunities
because it is easier to introduce new products and services to these customers, and
revenue growth opportunities are also higher. As stated in the economic factor, various
job opportunities have been offered by the PDRM organization to the public. Offers of
services and goods of high value can be channeled to ensure that the services of the
PDRM organization are of better quality to Malaysians. However, the Department of
Logistics and Technology also needs to analyze and evaluate the offer carefully so that
the use of resources and expenditure of the organization can be used optimally.
Public safety is also a priority of the PDRM organization. When the Covid 19
pandemic hit the country, PDRM played an important role in ensuring the safety and well
-being of the people of the country. PDRM members are responsible for being the
country's first line of defense in an effort to address this crisis. The ignorance of the
dangers of this crisis by the people of the country has led to the rapid spread of the
epidemic. Strict action has been taken by PDRM members such as making roadblocks,
patrols and fines to the people who do not follow the guidelines set by the government.
This action is intended to help the country curb the spread of the more critical Covid 19
outbreak.

4. TECHNOLOGICAL

At the Logistics and Technology Department, we have police officers with


expertise in technology. In accordance with the name of our department, which is
Logistics and Technology, all technology resources in the PDRM organization are
managed by this department. For technological factors, the police officers involved will
ensure the security of the organization's data is always updated from time to time. The
technology team in the department plays an important role in carrying out their duties
such as making data checks, updating data, maintaining data security and many more. It
is important for the PDRM organization because all the data is confidential information.
In addition to ensuring data is updated, other technology resources are also maintained
and managed by technology teams.

5. ENVIRONMENTAL

In terms of environmental aspects, the Logistics Department always plays a role


in optimizing the use of environmentally friendly resources. The Logistics Department
also prioritizes strategies to cultivate green practices which have several practices related
to the environment. Among the green practices is to ensure more efficient use of energy.
This more efficient use of energy aims to ensure that the use of electrical equipment in
departmental buildings in the organization gets maximum electricity savings. For
example, the use of air conditioners that have Nano technology and energy saving is used
in every department in this organization.
In addition, other green practices such as conducting inspections at every place
that uses water resources in this organization are also done regularly to ensure water
resources are used in a prudent manner as well as damage and leakage to resources can be
detected when damage occurs. Various other green practices are being implemented by
the Logistics Department such as managing and disposing of solid waste in a more
orderly manner, using vehicles in an environmentally friendly manner, prioritizing green
products and services and many others. The resources provided in this organization are
used optimally by PDRM members to ensure that the quality of services provided to the
community is always the best.

6. LEGAL

The legal factor is the factor that is most closely related to our organization. The
PDRM is an organization that performs duties in the field of law enforcement. These
factors are fundamental to our organization. This organization has deep expertise in the
law enshrined in the Malaysian constitution. For example the PDRM is involved with the
Official Secrets Act 1972. The Official Secrets Act 1972 is a Law Act relating to the
protection of official secrets, especially intended to preserve official matters from falling
into the hands of unauthorized persons to prevent wrongful negligence i.e. a criminal
offense, and also to prevent any illegal aid intentionally given to foreign or subversive
state agencies. These are basic rules of prevention that clearly benefit the self-interest of a
person where he or she is fully aware of his or her responsibility for safety under the law;
in addition the same rule is also in the public interest to ensure that only members who
are sufficiently aware of their responsibilities are hired to serve the government.
Apart from ensuring that PDRM members comply with the acts issued by the
government, the community is also involved in several national acts. The police are
responsible in ensuring that the people of Malaysia comply with the laws set by the
country's constitution. For example in the Department of Logistics and Technology, high
-risk stakeholders (VVIP’s) who wish to use firearms for security purposes need to
consult and obtain police permission first. if they are found to be in possession of
firearms without permission, they can be prosecuted under the Firearms Act 1960 which
provides for imprisonment not exceeding seven years or a fine not exceeding RM10,000
or both for each charge.

SWOT analysis is an important planning and strategic management tool for identifying
Strengths, Weaknesses, Opportunities, and Threats in company competitiveness or project
planning. Based on my observations during my service in the organization that is PDRM, I have
found several factors that influence the management in this organization. The further explanation
is as follows:

STRENGTHS

PDRM is the most important organization in Malaysia. This organization is responsible


for ensuring the safety of all communities in Malaysia. In the PDRM organization, The Logistic
& Technology Department is one of the divisions in the organizational management system. The
Logistic & Technology Department is a division that has expertise in various key parts of the
organization. Logistic & Technology Department is a division that involves expertise in every
field in the PDRM organization. Among the specialties are Transportation Division, Information
Technology Division, Communications Division, Police Supply Division, Procurement Division,
Finance Division, Armament Division, Development and Maintenance Division, General Police
Division and Asset Management Division. PDRM members will refer to the Logistics
Department to obtain their expertise. For example in the armaments section, members will refer
to this section to obtain weapons, maintain weapons and hand over weapons they use while on
duty. In addition, members of the public that want to obtain a license to own and use firearms
must first refer to this section for the permission to use them.

This department is also the mainstay in planning expenditure in the PDRM organization.
Any purchases and expenses of the organization will be drafted and reviewed by this department
in the finance division. The appointment of contractors involving the purchase of asset supply
and general supply projects needs to obtain budget and approval from the finance division in the
Logistics Department. Beside that this department also involve and responsible for maintaining
the latest PDRM assets. PDRM organizations have assets used for their duties. The management
of PDRM assets such as team vehicles such as cars used for patrolling will be monitored by the
Transport Department. All maintenance and use of team vehicles must be referred to in advance
in this section to obtain approval for its use. The team vehicle maintenance will also be made by
this division.

WEAKNESS
PDRM organization is a job profession that has a high job risk compared to other jobs.
PDRM members are always faced with danger when carrying out their duties both in the office
and at work. PDRM members are always faced with various challenges to maintain security and
public order. When the Covid 19 pandemic hit all countries, the PDRM was one of the main
organizations that became a bulwark in the front line to maintain security and public order. The
Royal Malaysian Police is responsible for enforcing movement control orders by enforcing
roadblocks and monitoring compliance with standard operating procedures. Difficult to control
this situation, members of the Malaysian Armed Forces were also deployed to assist the police in
enforcing the movement control order. (Hassan, N.Razali, SM, & Mohamad, MS (2021). Apart
from that, PDRM members also carry out tasks such as raiding premises that carry out illegal
operations, making arrests against criminals and many more. The tasks carried out by the PDRM
have a high risk to their safety.

Promotion opportunities for police officers in the Logistic & Technology Department are
particularly limited.

Another weakness faced by this organization is the use of high budget for the purchase of
organizational assets. An example is the purchase of the latest operating system which is costly.
The organization's operating system needs to be constantly updated to ensure the efficiency of
security monitoring in line with the rapidly evolving technology. However the budget expended
for the purchase of the system also involves substantial costs and is irrelevant to use in the long
run.

OPPORTUNITIES

Despite facing various job challenges and risks, the organization also has opportunities
especially in the Logistics department. The main work target of the Logistic & Technology
Department focusing on expertise opens up various opportunities for the organization to grow.
Among the opportunities that can be achieved by the organization is to serve as a department that
specializes in the PDRM organization. This department which is a reference point for members
to carry out their duties such as obtaining weapons supplies, using team vehicles, making
expense applications and many others.

The second opportunity is collaboration with external or private companies that have
expertise in areas related to the scope of duties of the Logistics Department. Private companies
can obtain tenders to supply assets and services to organizations. Through this business
relationship, it opens up many opportunities for the organization to gain knowledge of expertise
in the field of work. For example, in the Logistics Department I work in the facilities
management division. My scope of work requires me to frequently deal with facility contractors
such as air conditioning repairs, drainage, quarters damage, cleaning and so on. So through this
relationship, many things can be learned such as how to manage and handle contractor tenders,
repair methods and many more.

THREATS

As an organization involved with public safety, our organization is not only vulnerable to
dangers in the field but we are also vulnerable to cyber- attacks where these attacks can cripple
our work systems. It will have a detrimental impact if the cyber network system is hacked by
irresponsible parties. This is because cyber- attacks are more difficult to detect the perpetrators
and require the expertise of certain technologists to restore the system. This attack can not only
have a negative impact on the Logistic & Technology Department but it can also involve the
entire organization. So we have to work hard to make sure those incidents don’t happen in our
organization. The Information Technology Division in the Logistics Department needs to play a
big role to ensure that the system used by the PDRM organization is not easily hacked and the
available data is stored safely.

The other threats that occur in our organization are deal with private parties. Private
parties that do not have strong financial support can have adverse effects when cooperation
between two parties is carried out. During the Covid 19 pandemic era that had hit Malaysia,
many private companies were forced to close their businesses because they were affected by the
pandemic. Contract agreements that had been made before the pandemic hit had to be terminated
as almost all business sectors had to be closed. So as a result of this incident, the contract works
that had been agreed upon by both parties had to be postponed and eventually transferred to
another contractor. Besides that standards operating procedure (SOP) also change frequently
causes affecting all transactions that are nationwide. For example during the pandemic, our
organization had to postpone many contract agreements and focus all its members' strength
towards movement control to help the government deal with the crisis that plagued the country.
