**2. A reduction of these levels in the vicinity of certain institutions such as schools,
hospitals, mosque and noise sensitive premises (apartments, residential dwellings, and hotels) may
be exercised by the local authority or Department of Environment. Where the
affected premises are noise sensitive, the limits of the Schedule 1 shall apply.
3. In the event that the existing ambient sound level (L90) without construction,
maintenance and demolition work is higher than the L90 limit of the above Schedule, the
higher measured ambient L90 sound prevail. In this case, the maximum permissible L10
sound level shall not exceed the Ambient L90 level + 10 dBA, or the above Schedule L10
whichever is the higher.

In line with the compliance status, Limit for daytime noise level should be <60dBA and
night time should be <50dBA.
The monitoring program will be implemented and carried out on monthly basis to ensure that the
major elements such as air, water and noise level are controlled and well below the permissible level.
The baseline monitoring data will be acquired prior to the commencement of construction works at
the initial stage of the project.
During the audit, a checklist is recommended to be used as to check and improve the
environmental compliance. A sample of a checklist is presented as in Table 4.1
The audit programme is to be conducted periodically based on specific requirements when the
contractor commences construction work. The auditor shall be conducted by Registered Auditor
with Department of Environment.
A periodic environmental audit and inspection programme shall be developed for the project. The
audit programme shall include the following activities;

environmental audit training for its engineers and supervisors for the purpose of providing the
contractors site personnel with a complete understanding of environmental inspection and auditing
requirements during all phases of construction and maintenance activities. In addition , on site
environmental awareness training will also be carried out for all the staff, subcontractors and workers
throughout the construction duration periodically as follows:-

Noise problems are usually highlighted and concerned during earthwork and
construction activity at the development area. This situation is a common phenomenon
and could be reduced at a certain limit of the receptor. The problems encounter when
the limit of the acceptable by receptor exceed the human capability. Activities at the
proposed site which are anticipated to generate noise are the sound produced by the building work
activities such as the air compressor, grinding machine, electrical generators etc. Due to the nature
of the works which will mostly involve the interior building works activities and there are no school
or hospital or any other sensitive public amenities area surrounding the project site, it is expected
that the noise level generated from the site activities will have a minimal impact to the surrounding
areas.
Mitigation measures recommended in this section of the report correspond with the
potential environmental impacts identified earlier.
The mitigation measures for noise could also be taken by limiting the construction
period such as normal working hours in daytime (e.g. 8.00 am to 7.00 pm) if close to the
residential areas. By doing this, the resting and sleeping hours of residents in the vicinity are not
affected. It should be noted that human ears are more sensitive to sound during resting hours.
Noise mitigation during normal daytime working hours could be implemented by providing sound
barrier insulation to the specific machinery or sound barrier if the noise level exceeds the
permissible levels.
