GUIDELINES FOR MICROPIGMENTATION, TATTOOING AND PIERCING PROCEDURES

CHAPTER I AUTHORITIES

All micro pigmentation professionals must have the notice of operation of the establishment duly
completed by the municipal, state and federal authorities.

2.- The notice of operation is personal and non-transferable.

3.- Exhibit diplomas, certificates and / or certificates attesting to their skills, training and
knowledge.

4.- To have completed a total of 100 hours of training and to be constantly updating their
knowledge.

5.- To attend the diligences that are practiced on the part of the sanitary authority and to make
available the documents that are required.

6.- Request the health authority to review the physical area where the procedures will be carried
out for approval and, if necessary, make the appropriate adjustments.

CHAPTER II CUSTOMER FILE

1.- For each procedure, a file containing the following information should be prepared:

A) Name, age and address of the client.


B) Letter of authorization and exoneration specifying which area the micropigmentation will be
applied.
C) In case of minor signature and name of parent or guardian
D) Letter explaining the scope of the procedure, contraindications and pre- and post-procedure
care.
E) Material, equipment and type of pigment used.
F) Pre- and post-procedure photographs.

2.- To have a brief history of the health conditions or ailments that the client has or has had.

3.- You must have the photographs before and after each procedure.

4.- This file shall be valid for a period of three years and shall be for the confidential use of the
establishment.

CHAPTER III PHYSICAL AREA

1.- The physical area must have sufficient illumination.


2.- Sharps deposit and agreement with the company in charge of handling infectious biological
waste.

3.- Bedding with cover to be changed for each client.

4.- Auxiliary table with disposable cover, previously cleaned with a chemical agent that allows
disinfection.

5.- The area where micropigmentation is performed must be isolated from other areas to ensure
an environment free of foreign particles or contamination.

6.- The micropigmenter shall observe the following safety and hygiene measures:

A) Have a disposable gown or gown that must be changed for each procedure.

B) Put on a mask

C) Use disposable latex gloves from the moment you start handling the material, equipment and
accessories.

D) Show the customer that the equipment is brand new.

E) Apply sanitation and sterilization measures.

7.- To have a sink, disposable towel dispenser, antibacterial liquid soap,

8.- Floors, walls, windows and doors shall be in perfect conditions of cleanliness.

Perform fumigation every 6 months with a company that is authorized by the Ministry of Health
and display the certificate to the public.

10.- It is forbidden to consume and/or prepare food in the area where the procedures are
performed.

Animals shall not be allowed in the area where the procedures are performed, except for those
used by handicapped persons.

12.- To have a waiting room, which must be isolated from the room where the procedures are
performed.

CHAPTER IV PROCEDURE AND HYGIENE MEASURES

1.- Open the materials, equipment and accessories in the presence of the customer.

2.- If it has an autoclave, show the sterilization date and write it down in the client's file.
3.- In case disposable material is used, it must have an expiration date and must not be used.
Batch, manufacturer's data, importer and exporter's data, meeting the requirements of the
Mexican official standards.

4.- In case of using autoclave, the measures, instructions and recommendations of the
manufacturer must be observed.

5.- Every instrument or accessory should be individually packaged and should have the sterilization
date and expiration date, when sterilization is performed by autocable or similar method.

Instruments or accessories that have contact with the skin and fluids should be disposable,
individually packaged and sterilized at origin.

7.- All manipulation of instruments or accessories must be done with latex gloves to avoid
contamination.

8.- For no reason should the accessories be used in more than one customer, after use they will be
placed in the corresponding deposits.

9.- The floors of the procedure area shall be cleaned with a disinfectant solution that guarantees
the removal and avoids the accumulation of residues.

CHAPTER V KNOWLEDGE AND SKILLS

1.- All professionals must be certified through an educational institution in the field incorporated
to the federal authority.

2.- For the application of micropigmentation, the professional must have knowledge in the
following areas:

Anatomy and skin conditions, hygiene techniques and methods, sterilization and hygiene, cabin
first aid, pros and cons.

Micropigmentation, prohibited areas, pigment implantation techniques, color theory, organic and
inorganic pigments, design and visagism, parts of the dermographer, causes of expansions and
migrations, authorization and exemption forms, professional ethics, pre and post procedure
indications, knowledge of the universal prevention of contagion, recommendations for the
prevention of transmission of diseases.professional ethics, pre and post procedure indications,

CHAPTER VI EQUIPMENT AND MATERIALS

1.- The equipment, materials and accessories must have the registrations requested by the
secretary of health.

2.- Demonstrate that they do not affect health and that they are hygienically elaborated.
3.- The manufacturer, distributor or marketer must guarantee the operation according to the
norms established by the consumer's procurator's office.

"Body decoration establishments": Non-sanitary establishments of a permanent nature, or non-


permanent establishments for fairs, exhibitions, congresses or other similar events that carry out
body decoration activities, including: tattooing, micropigmentation and/or piercing; either
exclusively or integrated in centers where other personal care activities are carried out.

"Body decoration techniques": those defined as follows: 1. "tattooing": technique of body


decoration with drawings or engravings on the skin, which consists of the introduction of colored
pigments, by means of punctures that cross the skin or mucosal barrier.

2. "Micropigmentation": Body decoration technique, which consists of a slight introduction of


authorized pigments and dyes at the sub-epidermal level, in specific areas such as lips, eyebrows
or eye contour for a temporary or permanent duration.

3. "Piercing" (Cutaneous-Mucosal Perforation): Technique of body decoration with jewelry or


ornaments, which consists of the attachment of these objects through the skin, mucous
membranes and/or other tissues of the human body. The piercing of the earlobe is exempted from
this concept, provided that it is performed with sterile, single-use nailing and fastening techniques.

"Work Area": Unit of the establishment where human body decoration techniques are specifically
performed.

"Body Decoration Technique Applicators": Personnel who perform the human body decoration
techniques defined in this article.

"Sterilization": Procedure whose purpose is the complete elimination or destruction of all forms of
microbial life.

"Disinfection": Process of eliminating pathogenic microorganisms but not necessarily all microbial
forms.

REQUIREMENTS:

* Facilities and Equipment

- General Provisions

1. The characteristics of the facilities and equipment of the establishments where body decoration
techniques are carried out must guarantee at all times the prevention of potential health risks to
users and personnel performing them.
2. The techniques of body decoration may only be performed in establishments that meet the
requirements established therein and duly authorized for such purpose.

3. When on the occasion of fairs, exhibitions, congresses or other similar events, body decoration
techniques are carried out in non-permanent facilities, these shall comply with sanitary conditions
equivalent to those established in this decree for permanent establishments.

- Facilities and Furnishings Requirements

1. In all establishments, there shall be a specific area for the performance of body decoration
techniques, called "work area", isolated from the rest of the establishment, of adequate
dimensions and provided with good lighting and ventilation, natural or artificial. This work area
shall have a non-manually operated hand-washing sink, equipped with hot and cold potable water,
disinfectant and bactericidal soap dispenser, and single-use towels or electric hand dryer.

The furniture of the work area and the material necessary for the performance of the body
decoration techniques must be arranged in such a way that the access to the utensils by the
personnel performing them is easy and entails the minimum possible displacements.

2. The premises where the body decoration techniques are performed must be clean, disinfected
and in good condition. They should have adequate space for cleaning, disinfection, sterilization
and storage of disinfected and sterile material.

* Liability of Owners

1. The owners of permanent or temporary establishments where body decoration techniques are
carried out shall be responsible for the hygiene and safety of the activities carried out therein, as
well as for the maintenance of the facilities, equipment and instruments in the conditions set forth
in other applicable regulations.

2. Likewise, they must identify any aspect of the activity that is determinant to guarantee the
protection of the health of the users of their services, as well as of the personnel working there, in
accordance with the provisions of the regulations in force on occupational risk prevention, and
they must adopt corrective preventive measures to avoid them.

* Informed User Consent

1. Prior to the performance of the body decoration technique to be performed, the owners of the
establishments mentioned above or their representatives shall be obliged to provide detailed and
comprehensible information to the users of legal age, regarding the possible health risks that
could derive from the performance of the technique, as well as the protocols for the preparation
of the anatomical area where the technique will be performed and the subsequent care; the user
of legal age shall be obliged to correctly fill in the informed consent form.The user of legal age
must correctly complete the informed consent form.
2. The performance of body decoration techniques on minors and incapacitated persons regulated
herein, may be carried out provided that they have sufficient judgment or adequate conditions of
maturity and the informed consent of their legal representative in writing.
