TEMO-LETLOTLO

PROGRAMME
The overall goals of the Programme are to:

i. Promote household food security by ensuring that micro-scale


farmers can produce enough output to contribute significantly to
household food consumption needs;

ii. Promote commercial production of grain by improving access by


crop producers to inputs, credit and other essential services;

iii. Promote inclusivity in agricultural production by building rainfed


agricultural production systems by facilitating financial access to
all commercially-focused farmers; and

iv. Improve the social capital base by promoting collective bargaining


of rainfed producers.
Key Points:

i. The programme is targeting 13 crops being Sorghum, Maize, Millet, Mung Bean, Groundnuts, Sunflower,
Safflower, Cowpeas, Sugar beans, Wheat, Soya Bean, Fodder and Rice.

ii. All the 13 crops has Annual yield targets which farmers are expected to meet for them to qualify for a reward
package. The targets are farmer category specific.

iii. Farmers are divided into 4 categories being Micro Scale, Small Scale, Medium Scale and Large Scale.

Iv. Clusters are divided into 3 categories being Micro Scale Cluster, Medium Scale Cluster and Large Scale Cluster

PROGRAMME TARGET GROUP
The Programme will be national and will target four defined farmer categories which will comprise of different individual farmers
(47,210) and 111 clusters inclusive of those established under ISPAAD. During the initial stage of the programme, seventeen (17)
clusters will be developed across the country.
FARMER CATEGORIES AND CHARACTERISTICS
Micro Scale Farmers (30,000)
Farming population that has no wage or earning minimum wage
Small Scale Farmer (15,000)
There are 2 categories of Small Scale farmers being;
level 1- Smallholder Farmer (1-8 ha) and level 2- Smallholder Farmer (9-16 ha).
Medium Scale Farmer (200)
There are 3 categories of emerging farmers being;
level 1- Emerging Farmer (16-50 ha), level 2- Emerging Farmer (50-100 ha) and level 3- Emerging Farmer (100-150 ha)
Large Scale Farmer (10)
Micro Scale Cluster (7- Clusters)
Cultivates between 500 and 2,000 ha
Medium Scale Cluster (2- Clusters)
Cultivates between 2,000 and 6,000 ha
Large Scale Cluster (3 Clusters)
Cultivates between 6,000 and 12,000 ha 4

The Extension Service Delivery
GRAIN PRODUCERS ASSOCIATION
 The existing structure should be re-organized and farmers be registered in Grain Producers Associations which are
affiliates of the Agronomic Board of Botswana.
 Government will not engage with individuals farmers, so farmers outside the clusters will only benefit from the
programme if they are registered members of Grain Producers Association.
 This initiative is expected to promote farmer organizations and to encourage their participation in agricultural sector
stakeholder platforms.
 The Associations will be responsible for validating information submitted by their members including tillage and other
production information.
 The Association will also be required to provide collateral for their membership and manage loans acquired from the
bank.
 The Ministry will build capacity of these associations to undertake the new functions and thereafter the associations
should be able to sustain themselves through annual member contribution.
