INSTRUCTIONS TO CONTRACTORS
APPLICATION FOR REGISTRATION AND CATEGORISATION OF

ELECTRICAL CONTRACTORS FOR THE PERIOD 2022/23
GENERAL NOTE:
INFORMATION SUPPLIED IN THIS APPLICATION MUST, WHERE NECESSARY, BE
ACCOMPANIED BY SUPPORTING DOCUMENTS OTHERWISE NO POINTS WILL BE
ALLOCATED.
1. All Contractors should submit their completely filled and spiral bind application forms at LEC
Management Block Tender Box on or before 25thMarch 2021 at 14:15. Late applications
will not be accepted
2. It is important that the Contractor answers each and every question fully, with certified and
verified (e.g. signed reference letters) supporting documents where required, as the
responses shall be carefully examined.
3. The applicants must note that they may be called for an interview on some or all answers in
the application form; and some of the responses may be physically verified.
4. The applicants must note that no individual, partnership or company shall be allowed to
register more than one electrical contracting business entity with Lesotho Electricity
Company; otherwise such applications will be disqualified.
5. The application form will not be considered if a valid Traders’ License, Tax clearance
certificate and company registration certificate (in case of companies) are not attached
6. It is mandatory for a Contractor to have a valid Workman’s Compensation, Contractors all

risks insurance cover and separate Public Liability cover if not part of the Contractor’s all
risks. All contractors are to note that no job will be allocated to any contractor in the absence
of the above insurance covers. These policies must be valid for the duration of the contract
with LEC.
7. Applications of Contractors who were employees of LEC and had been dismissed on
grounds of any misconduct will not be considered.
8. Applications of Contractors whose previous contracts with LEC were terminated for any
misconduct will not be considered.
9. Business entities or individuals who have previously been blacklisted are not eligible to
apply and their applications will not be considered should they apply to be registered with
LEC
10. Resources listed on clause seven (7) are essential.
11. Any false information supplied in this form and forms not certified under oath shall
automatically disqualify the applicant.

12. The following conditions must be taken into account:
12.1 LEC will inspect Contractors’ personnel during implementation of jobs. Qualified staff
members included/shown in the application forms must be seen on site during the works
implementation and if such personnel are not found, the Contractor shall be automatically
disqualified. If the personnel in the application form are no longer employed by the
Contractor, LEC expects to be notified, in writing, of employment of another person with
equivalent or higher qualifications and experience.
12.2 In the case of other business entities other than sole proprietor, a resolution of Board of
Directors must be written to LEC specifying appointment/nomination of an electricity carter
qualified personnel to implement LEC works.
12.3 LEC will inspect the validity of any or all of the essential documents as and when
necessary (e.g. insurance covers, Tax clearance and traders license)
LEC recognizes a qualified electrical person as one who has gone for at least two years formal
training at a recognized Institution.
12.4 Contractors’ employee certificates attached on this form must be accompanied by a

signed commitment form whereby the contractor is giving LEC assurance that such
employee will be retained for the entire contract period and the assurance shall be signed
for.
Should there be any change to the staff complement during the specified period, the
contractor shall notify LEC in writing and such shall be approved by LEC as the employer.

The Owner of a sole proprietor business MUST be a qualified Electrician, Technician or

Electrical Engineer. If an applicant is a sole proprietor without appropriate electrical
qualification, the application will be disqualified.
3.0 LICENSE TO TRADE & PROFESSIONAL REGISTRATION

a) A certified copy of a valid license to trade in Lesotho must be attached (If not attached,
the application will be disqualified).
b) Attach a certified proof of registration with a relevant body in the electrical industry if
you have been registered with any such body
4.0 TAX CLEARANCE

Attach valid tax clearance certificate. Attach VAT and Income Tax certificates where
applicable.
5.0 INSURANCES
Successful applicants shall submit valid and certified copies of the Public Liability (third
party), contractors all risk and Workman’s Compensation insurance covers in line with
clause 6 of the general notes, in order to be awarded LEC jobs.
6.0 FINANCIAL PERFORMANCE

a) Attach Audited accounts of the business for at least the past two (2) years.
b) If Audited accounts are not available, please provide a letter from the bank stating to
which level they can provide you with a credit
7.0 RESOURCES – PROPERTY, PLANT AND TOOLS (LEC shall physically ascertain the
availability of these resources)

17.1 Evaluation Levels

Contractors are categorized according to the level of evaluation score as follows subject to
attaining the set minimum requirements:
