Greetings!

I am writing this letter to request for financial assistance pursuant to Administrative


Order No. 14 – ACA, s. 2020.

My family is one of many who have been economically affected by the COVID-19
pandemic. My mother is an Overseas Filipino Worker in the State of Qatar for fifteen (15) years
now and my father is a retiree whose source of income is mainly derived from leasing a small
commercial space co-owned by him and his sister.

Because of the pandemic, my mother temporarily lost her job for a period of six (6)
months or from March 2020 to August 2020 while my father’s contract with a lessee expired
last April 2020 with no new lessee at present.

Regardless of our household’s substantial loss of income, our expenses for food,
electricity, water, and other necessaries are continuous. Hence, for our daily needs, we have
been relying on our modest savings which was originally reserved for health and other
emergencies.

Relative to my request for financial assistance, I have attached the following documents
for your consideration and perusal:

 Employment Contract of my mother with her employer (Annex A);


 Official news relative to the order of the State of Qatar’s Ministry of Commerce
and Industry in closing commercial establishments (Annex B);
 Contract of Lease between my father and his lessee (Annex C); and
 A Sworn Written Statement that my family was economically and financially
affected by the COVID-19 pandemic.
Both of my parents are already of old age. In five (5) years time, they are senior citizens
already. Thus, I want and need to finish my law studies and become a lawyer as much and as
fast I can so I could at least return the support that they were not obliged to give, but have
given me.

Allow me to seize this opportunity to express my admiration towards the administration


in pioneering this initiative to ensure that its students can continue with their studies despite
the social and economic impact of the COVID-19 pandemic.

Closure of retail outlets: Ministry issues clarification

Ministry of Commerce and Industry Monday issued a clarification regarding the Ministry's
earlier circular on the closure of retail outlets and bank branches in mall and shopping centers.

The decision to close retail outlets includes shops inside large malls and shopping centers, for
example, Qatar Mall, Villaggio, Ezdan Mall, Q Mall, B Square Mall, Al Salam Mall, The Gate Mall,
City Center, and Laguna, among others, the statement said.

MoCI clarified that the following outlets are excluded from the decision to close malls:

 Pharmacies and medical center


 Restaurants and cafes - These are only allowed to deliver customer orders and to
process take-away orders. Customer dine outs are forbidden in restaurants and cafes
 Food supplies stores- such as hypermarkets, supermarkets, sweet, and ice cream shops

The closure decision also doesn't include shops outside malls, such as commercial streets across
the country, for example, Al Furjan Markets and Souq Waqif, among others.

As for malls that include retail shops, such as Al Meera and Lulu Hypermarket, among others,
only shops selling food and consumer goods, restaurants and cafes (delivery or take-away
orders only), and pharmacies are allowed to operate. All other outlets, such as bank branches,
women's and men's accessory shops, and perfume stores, among others, shall be closed.

The Ministry in another tweet Monday said the exchange and refund period of goods sold at
retail outlets in malls and shopping centers will be extended. The period during which the shops
remain closed will be excluded from the refund and exchange period specified by each store. 1

SWORN AFFIDAVIT

I, Enrique Adolfo C. San Juan, of legal age, Filipino citizen, Filipino citizen, with residence
and postal address at 348 General Luna Street, Barangay Baritan, Malabon City 1470, after
having been sworn to in accordance with law, hereby depose and say:

1. That my family was economically and financially affected by the COVID-19 pandemic as
defined in Section 4 of Administrative Order No. 14 – ACA, s. 2020;

2. That I am executing this affidavit to attest of the truth of foregoing facts; and

3. That I am further executing this affidavit as a compliance of the requirements


of Administrative Order No. 14 – ACA, s. 2020 of the Pamantasan ng Lungsod ng Maynila (PLM).

IN WITNESS WHEREOF, I have affixed my signature on this 12th day of August at Malabon City,
