A Virtual meeting with Sen ior Officers of FE&CC Departmentwas held u nder tte
Chairmanship of ACS, FE&CC Department with a view to reviewing .elated urgent
matters of FE&CC Department. The list of participants is in Annexu re-l.
At the outset, ACS welcomed all padicipants. Initiating discuss;ons, ACS
requested all the HODs to highlight important points for the urgent attention of the
Govemment.
After threadbare discussions, the following decisions were taken for necessary
compliance.
FOREST HEADQUARTER
Till today 3.50 crore seedlings have been distributed and planted 2.OB crore by
the differentforest divisions in the State. The distribution activities a.e going to be
completed by 30th September, 2023.
The review on new 5T Charter will be done by CMO very shorfly. The short
u n derth is Department has been prepared ppT and submitted to this

Department for keeping in readinessfor Cl\.4O review meeflng. The necessary meeting
ol all PCCF rank officers will be don e for finalization of the ppT.

AIGS ISSUES:-
As per instruction of Finance Department Sri O.p Singh, lFS, pCCF(IVE&tV)
along with FA-cum-Additional Secretary of FE & CC Department to proceed MoEF &
CC, Gol for resolvinq the issue.

The PCCF(WL) & CWLW is on tour today, for wh ich, the detailed discussion
will be done in the next SOM for longer Fire Arms train ing min imum .i 5 days oth e^aise
the Forest person cannot handle properly. Also, to provide training on lnsas, SLRS
rifles and 303 rifles to be discussed in the next SOI\.4.
However, the instru ments are noi available in Forest Department needs to be
procurcd. lnventory of Fire Arms has already been completed. In the entirc
Department lhe pistols and revolvers are only 2SO. Now the commiltee to assess
the requirement of Fire Arms in the Department and go for procurement as early as

possible. Funds provisions accordingty be made. After discussion with pCCF(WL)
further decision will be taken
Further, the following training centres a.e identified for training of Forest
personals at District Head quarters beside Biju pattnaik State police Academy,
Bhu baneswar.

RD Department has 02 roads for forest clearance but notyet filed diversion proposals.
After filing of proposal the same will be processed.
For th e Capital Ring Road Project, B h u baneswar complian ce of CA land pen din g at
Collector, Khurdha needs to be pursued by DFO.
C. OHPC Projects:- No proposal pending.
D. OPTCL Projects:- Only 02 proposals i.e. Boudh and Kiakata are pending forthe forest
clearance issues. The compliances will be submitted by the user agencies.
E. lrngationprojects:-
(i) The proposal of Brutanga lnigation project has been processed and submitted to
lr,4oEF, Gol for approval.
(ii) Ong irrjgation project of SonepurDist.jct Compliance has been submitted by the
U/A lastweek. The same may be processed.
(iii)The Cheliagarh project has been approved by IIoEF & C, col in Stage-l FC and
communicated to the PCCF(Nodal) by the Department.
F. NHAI Sagarmala Projecti Compliance submitted by the User Agency for CA Land.
Diversion proposal not yet filed. The file will be processed on receipt of proposals.
G. Bharatmala Projectsi The projects covering Nabarangpurand Koraput District to be
cleared immediately on priority basis. The User Agency for CA land has been
su bmitted. The same has been processed an d submitted to MoEF, Gol on 16 9.2023.
H. [.4in in g Project:- Pan ch apatamali Bauxite Mining project of NALCO.
Utkal- D & E Min ing project of NALCO to be processed. The EDS raised by cot needs
to be u ploaded. NALCO has not yet cornplied.
l. Airport project - No proposal pending.
J. NBWLA/VL clearance: - PCCF(WL) needs to address in the fotlowing projects.
'1. BSNL/JIO Towers - 32 proposals
2. Hadagarh Projects - WL clearance.
3. Nuapada Road Projects - WL clearance.
Further, the Principal Secretary, lndustry has requested for clearing Forest
issues with regards to l\,4ega lndustries signed MoU with State of Odisha. The JSW
Pvt Ltd. issue needs to be sorted out immediately. The Collector and DFO,
Jagatsingh pur to be advised to handoverForest Land as lease deed has already been
signed.
All industries related issues related to MIO will be reviewed by the CMO
shortly. The Revenue Department and Forest Department needs lo address to
the issues before going to CMO Review meeting.
On Forest issues, the PCC F(Nodal) con du cted meetings th rough VC with the
Department of Works / Inigation / RD / Energy / lndustries and facilitaled for filing of
diversion proposals which is appreciated by the concerned Secretaries_

lnF E &CC Department huge pension cases are pending atthe level of RCCFs
and DFOS to be cleared on priority basis.
As per review of PCCF & HoFF, Odisha the status of cases are as follows:

The following Jana Su nani petitions are pending at differentoffices as on dated
27.9.2023. AllHoDs are requested to dispose of the Jana Su n an i (Grievan ce)petitions
on top priority basis as it is covered under 5T Charter.
The PCCF & HoFF has been approved by R & DM Department to a ot 0.55
Acre land in favou r of FE & CC Department. After receipt of the allotment leter the
PCCF needs to submit before BDA, Bhubaneswarwith regards to State Forest
Academy, Bh u ban eswar for approval of allian ation of Govern ment lan d.

OSDMA MATTERS
(A) (i) The tvlanaging Director, OSDI\,4A, vide his tetter (Letter dtd 19.08.2023) has
intimated that, para No.11 ofthe cu idelin e provides that certified snake handlersshall
be provided protection underGroup lnsurance Coverage by OSDI\,4A. ButODSMA
does not have any Group lnsurance Coverage for volunteers and members of
response force engaged in rescue and relief operation.

Bite Death Reduction Programme forcertified snake handlers for effective
implerrentation of Gu idelines for the Rescue and Release of Snake from the Hurnan
DominatedAreas bySnake Handlers. Hence, lt is req uested to prepare a trainn ing
programme and conducted under the guidence of Dr. Mano.i Nair,lFs, Chief
Technical Advisor of Snake Bite Death Reduction Programme.

WILDLIFE wlNG
SIMILIPAL T IGER RESERvE: -
The training of Tiger estimation census has been completed. Form next montl
Tiger Census will be slarted.
The SOP for E leph ant estimation in the Odisha has been prepared will be
su bmitted to the Govern ment for approval by next week.

The NoK proposalwas submitted to Law Department for vetting on compliance
ofjustification of amendmentof Wildlife protection Act, ,1972 to substituie from
Legal heirto NoK. The same was received back by the Department to define
NOK in the draft amendment rule. The same has been processed in
con su ltation with PCCF(WL) an d re-su bmitted to Law Department for vettin g.

ESZ Draft Notification for Satkosia h as been processed by th is Departmen t and
endorsed to R & DM Department for vetting as 224 villages are under ESZ
boundary to be notified by the col who may be affecied. The file has been
processed by R&DM Department and su bmitted to Cl\,4O for approval.

The Wild Life weekwill be celebrated on dated 07.10. 2023 at Jayadev Bhawan,
Bhubaneswar. All preparation has been completed. Furlher, all the senior
officers of the Department and HoDs are cordiallV invited to attend the Wjld
Week elebration.

The requisition filed by HoDs may be processed for sanction and release of
funds for next quarter by the concerned section.

Nodal Deptt to coordinate with all Deptt. So PCCF (KL) discussed to the
Secretary SSD Deptt forenrolment of Children ofKL pluckers and workers.
Also- a coordination meeting with DFOS and DWOS held through VC on
2.9.2023 and discussed the modalities to cover max children ofKL be-n eficia ries
under various scholarships of SSD Deptt.
KL Pluckers to be included under KALIA Scheme. PCCF (KL) has issued
directionsto followupactions by DFOs and do awarenesscamps at field level.
The awareness programme needs to be monitored by the pCCF(KL)regu tarly.
Till today 99.96% has been distributed BSKy cards without any allegation. lt is
praiseworthy work. Any fu rther, eligible ben eficiaries left out to be included.

OFSDS
Overseas Exposure Visits for Prdect persoarel for OFSDP U project
For effective implementation and monitoring of the project and to bring the
project at an intemational level, the Overseas Exposure visit, has been proposed in
"lvlin utes of Discussion (MoD)" of the Project Docu ment. These exposure visits are the
important lools for knowledge transfer, experiencing proven technologies and best
practices in related areas to appropriately implement the activities under OFSDp-ll.
Accordingly, the Exposure visits are being planned with visits to the relevant
areas in Japan and Thailand as given in the project document. As per the lvloD, the
identification of participanis for Overseas Exposure-cum- Training programs will be
carefully and rationally conducted. lt must be ensured that the persons nominated
should make sign ifjcant contribution to the project for its' successful implementation.
During the year 2019-20, overseas exposure visits forthe Officers lnvolved in OFSDp-
ll were planned and were in principle approved by the ACS, Department of Forest,
Environ mentand Climate Change, Govt. of Odisha and the Chairman ofthe Governing
Body of OFSDS (Note sheei page no.4 of File no. OFSDP- - .tSO / 2O1B may be
refened to). However, dueto delay in execution on accountofthe pan demic situ alion
(COVID-1 9), these exposu re visits were delayed_ Hen ce, th e overseas exposu re vis;ts
ofthe Officers involved in OFSDP-|Ihave now been planned.
The file has been submitted to Chairman of the coverning Body and ACS,
Department of FE&CC, Government of Odisha for accolding in principle approvat of
the proposal. After approval the following points lo be complied.
1. The Project Management Consultants (PMC), OFSDpll will be requested to
prepare the detailed proposals for overseas training cum exposures visit in
consultation with Project l\lanagement Unit (PN,4U), OFDSp- and faciljtab
these visits.
2. The proposal for this visit will be moved for the concurrence of JICA befo@
seeking Govern ment approval.
Progress on the Proposal on SBCLP Project

The proposal on livelihood interventions in the 400 fringe villages of Similipal
with Map, lnstitutional Design, Action Plan, Timeline an d Budget proposal has been
submitted to the Government for decision. lt is called "simlipal Biodiversity
Conservation and Livelihood Promotion Project (SBCLP project) or Ama Simlipai
Yojana".
The said proposal was placed as an Agenda ltem in the coverning Body ofthe
OFSDS. The cB meetin g u n derth e C hairman ship ofthe ACS, Department of F E&CC,
Government of Odisha has been convened on 8th August at 3t3O pm at the
Department. The PCCF HoFF, Odisha and th e PCCF, WL & CWLW, Odisha were also
present as members of the Goveming Body, OFSDS, whose suggestions were
solicited and incorporated. The Governing body recommended the proposal to be
placed in the High- Power Committee (HPC) of OFSDS for consideration and
approval. The HPC is Chaired by the Chief Secretary of covemment of Odisha along
with Principal Secretaries and Secretaries of '12 Line Departments.
Further, it was decided that the same proposal will be presented before the
Ch ief Secretary separately. Hence, it is requested that time may be taken for the said
meeting. The proposal may be defened to December, 2023 for inclusion in Annual
Budget 2024-25 .
CONDUCT OF STATE LEVEL SAMEEKSHYA, 2023. INNOVATIONS AND BEST
PRACTICES.
The Stale Level Sameekshya, 2023- lnnovations and Best practices has
been tentativ€ly scheduled to be held on 11rh Octobef 2023 at Hotel Vibhanta,
Bhubaneswar.
Senior olficials from d fferent Deparlments and the Offcials and field level project
personnelfrom the Project Divisionswill be attending the Sameekshya,2023. The lnnovations
and Besl Practices of OFSDPII, including the innovative initiatives taken up by the Social
Enablers under the l\,4anagement & Marketing Support Agency of OFSDSwill be highlighted
and discussed as a means of cross learning amongst the participants.
This will be followed by a DFO'S Conference on 12rh October, 2023 to be
organised by the PCCF & HoFF, Odisha at Aranya Bhawan, Bhubaneswar.

OFDC
ln Supreme Court Cases Sri MR l\y'erhotra, Sr. Advocate has been engaged.
He has discussed about legal fees for appearing cases in Supreme Court of
lndia. The matter may be discussed by Sri Sangram Jena, Legal Consultanl
O/o the Advocate General, Odisha, Cuttack with MR Merhotra, SeniorAdvocab
with regards to his legal fees.
The Order of enhancementof Pay scale by OFDC without concunence of
Finance Department be withdrawn immediately. A meeting on th is issues has
been conducted by Principal Secretary, Financewith pE Department and
OFDC Ltd,
It has been assu red by Finance Department for concunence of all proposal of
OFDC Ltd.

C. Ekamra Khetra has been declared as Low Emission Zones (LEZ) whidt
empowers with various restriction on the operation of more polluting typically older
vehicles, forwhich only E-Vehicles are allowed.
This may be replicated in other towns of the State as a 5T initiative like
Rourkela.
