Fraud Scam

1. References:
a. Memorandum from ACDDS, NPD dated September 5, 2023 with subject
same as above; and

b. Memorandum from ACRS, NCRPO dated August 31, 2023 with subject
same as above.

2. Above references pertains to advance fee fraud scheme which is based on

the fact that an investor is asked to pay a fee in advance in exchange for something
of greater value. They require investors to pay a fee in advance of getting any
proceeds, money, stocks, or warrants in order for the transaction to occur. The
advance payment could be referred to as a fee, tax, commission, or incidental
charge that will be reimbursed later. This is also known as “payment in advance
fraud”.

3. In this connection, this Police District disseminated the following cyber

security measures to all personnel of DHQ, CAMANAVA CPS and DMFB through a
memorandum and during the conduct of Police Information and Continuing
Education (PICE), such as:
a. Payment request are made in the form of wire transfers, monies loaded
onto a prepaid debit card, or a prepaid gift card in order to get the
promised products or services;

b. With the condition of an upfront payment, a substantial return on

investment is guaranteed;

c. Asking for your Personal Identifiable Information (PII), such as your

debit card or bank account number, in order to ensure that you "quality”
for the offer;

d. They will put you under pressure to pay the sum as soon as possible;

e. The domain name on the message's link does not match the name of
the organization; and

f. The sender of the email is unknown or untrustworthy.
