Tutorial - Pulp and Paper Industry Conference Understanding NFPA 70E-2004 Requirements
This workshop will provide the attendee with a better understanding of the requirements of NFPA 70E-2004 and how they apply in the workplace. This workshop will focus on the entire NFPA 70E-2004 standard with additional information on the hazards of electrical shock, arc-flash, and arc-blast along with the personal protective equipment (PPE) requirements for these hazards. The requirements for electrical safety-related work practices which include the Flash and Shock Hazard Analysis will also be addressed. This is a must for anyone who works on or near exposed energized and deenergized circuits or parts of electric equipment. Instructor Biography:
Dennis K. Neitzel, CPE, (Sr.M.-IEEE) has served the electrical industry in various

capacities, specializing in electrical equipment and systems maintenance, testing, engineering, inspection, and safety since 1967. He currently serves as the Director of AVO Training Institute, Inc., Dallas, Texas. Mr. Neitzel earned his
Bachelors degree in Electrical Engineering Management and his Masters degree in Electrical Engineering Applied Sciences. He is an active member of the Institute of Electrical and Electronics Engineers (IEEE), the American Society of Safety Engineers (ASSE), the Association for Facilities Engineering (AFE), the International Association of Electrical Inspectors (IAEI), and the National Fire Protection Association (NFPA).

Mr. Neitzel is a Certified Plant Engineer (CPE) through the AFE and his Certified Electrical Inspector-General through the IAEI. He has been a Principle Committee Member for the NFPA 70E, "Standard for Electrical Safety in the Workplace" since 1992; serves as the Working Group Chairman for the revision of IEEE Std. 902 (The Yellow Book), IEEE Guide for Maintenance, Operation, and Safety of Industrial and Commercial Power Systems, and is co-author of the Electrical Safety Handbook McGraw-Hill Publishers. Mr. Neitzel serves as the Vice-Chairman of the IEEE-PPIC-TSSC Sub-Committee and also serves as a member of the ASSE Body of Knowledge Committee. Mr. Neitzel received the Engineering Practice Specialty Safety Professional of the Year award for 2003-2004 and the Southwest Chapter, Jesse Locke Member Safety Award for 2006 from the American Society of Safety Engineers. He has authored, published, and presented numerous technical papers and magazine articles on electrical safety, maintenance, and training.
