LIST OF CONDITIONS FOR PROPOSED Villas and Apartments Residential Complex within Phases 4 and 5 of the
Mont Choisy Smart City AT Mont Choisy BY Mont Choisy La Reserve Ltd (MCLRL) [ENV-ESDD-EIA-2022-33]

1. The EIA Licence is valid for the development of 34 apartment units and 1 villa under phase 4 and the development of
47 apartment units and 17 villas and associated facilities under phase 5 of the Mont Choisy Smart City.

2. Notwithstanding all the other permits and clearances from the relevant authorities,
a. A Building and Land Use Permit for phase 5 from the District Council of Rivière du Rempart; and
b. A Fire Certificate from the Mauritius Rescue and Fire Service

shall be obtained. A copy of all the permits and clearances obtained shall be submitted to the Director of Environment.
All conditions attached therewith shall be scrupulously observed.

3. The development shall be undertaken as per the mitigating measures stated in the EIA report and the additional
information submitted, unless as otherwise advised herein.

4. The Department of Environment shall be informed in writing of the date of resumption of works on site for monitoring
purposes.

5. In accordance with Section 18(2)(l) of the Environment Protection Act 2002 (as amended), the proponent shall submit
to the Director of Environment, an Environmental Monitoring Plan (EMP) for approval prior to resumption of works on
site. No infrastructural works shall start prior to the approval of the EMP. The proponent shall thereafter submit
monitoring reports as per the EMP Approval.

6. Necessary measures shall be taken to notify the public of the contact details of person responsible for environmental
issues by way of notices/signboards at the project site near to existing residential development.

7. The Department of Environment shall be informed in writing, within one month of the date of completion of all works
on site, with copy of the as-built layout plan for phase 4 and 5 of the development, for monitoring purposes.

8. Entry to and exit from the proposed development shall be through the existing leg on Boulevard de Mont Choisy.

9. Raised footpath of minimum 1.2 metres shall be provided along the frontage of the proposed development along the
common road. The proposed accesses to the development shall be at least 5.5 metres to cater for two-way traffic. A 2.0
metre road reserve shall be observed from the main road. Visibility splays shall be provided at the exit/entry access
points to the development and same shall be as per the Planning Policy Guidance (PPG) of the Ministry of Housing and
Land Use Planning. Perpendicular parking slots along the common road shall be cancelled and only parallel parking
shall be allowed. No reversing of vehicles shall be allowed from/to the development onto the main roads. No on-street
parking along frontage of the development shall be allowed. In case any traffic/road safety problem arise as a result of
the proposed development, the Traffic Management and Road Safety Unit shall come up with measures that will be
considered necessary and same shall be implemented by the proponent at his own cost.

10. No stormwater and/or any other effluent from the proposed development shall be discharged onto public roads.

11. The proponent shall secure necessary prior approval/wayleaves from the Road Development Authority for any
connection to existing services on the main road.

12. The proposed pipes shall be replaced by Reinforced Concrete (RC) drains fitted with heavy duty metal gratings or
swales for ease of maintenance and for effective capture of the surface runoff. The proponent shall ensure that all the
drainage infrastructures are designed in line with the Drainage Impact Assessment (DIA) Guidelines (including a
minimum freeboard of 300mm for a 25 Year Return Period).

13. The proponent shall ensure that the outlets used as discharge point are of adequate hydraulic capacity and the site
development shall not, at any point in time, cause any risk of flooding to the adjoining/downstream areas.

14. The detailed design calculations, hydraulic sizing and detailed drawings for the Overall Drainage Masterplan and
phases being implemented within the proposed development shall be submitted to the Land Drainage Authority at the
Building and Land Use Permit stage for assessment.

15. The proponent shall request for an extension of the clearance from the Central Water Authority for potable water.

16. No waste of any type, solid or liquid, shall have access to or be disposed of in any water course.

17. During the construction phase, excavated soil, inert construction and demolition wastes shall be used as backfill
material and non-inert construction and demolition wastes shall be segregated and sent to recyclers.

18. Recyclable wastes generated during the operation phase shall be sorted out and sent to registered recyclers. Green
wastes shall be composted and non-recyclables wastes generated during the operational phase shall be disposed at the
Mare Chicose Landfill.

19. A waste management plan shall be submitted to the Solid Waste Management Division of the Ministry of
Environment, Solid Waste Management and Climate Change, prior to resumption of works, for approval.

20. Wastewater disposal for Phase 4 development

a) All domestic wastewater flows from the 5 Apartments Blocks (34 apartments units) under Phase 4 of the Mont Choisy
La Reserve Residential Complex, under the Mont Choisy Smart City Project, shall be disposed of as per Wastewater
Management Authority (WMA) clearance issued at Building and Land Use Permit (BLUP) stage as per WMA's letter
bearing reference BL2022-03-1345 dated 14 April 2022.

b) All domestic wastewater flows from the 1 villa under Phase 4 of the Mont Choisy La Reserve Residential Complex,
under the Mont Choisy Smart City Project, shall be disposed of as per WMA's clearance issued at BLUP stage as per
WMA's letter bearing reference BL2022-03-1345 dated 14 April 2022.

21. Wastewater disposal for Phase 5 Apartments Blocks

a) All domestic wastewater flows from the 6 Apartments Blocks (47 apartments units) under Phase 5 of the Mont Choisy
La Reserve Residential Complex, under the Mont Choisy Smart City Project, shall be conveyed to the existing WMA's
public sewerage system, namely pumping station PS 10.

b) An internal sewer reticulation, pumping/lifting stations and off-site sewers/rising mains shall be provided by the
proponent to connect the project site to the existing WMA's public sewerage system.

c) The proponent shall submit the layout of the internal sewer reticulation and detailed design of the pumping/lifting
stations and off-site sewers/rising mains to the WMA for consultation, prior to construction. The detailed design shall be
in accordance with BS EN 752 and shall be carried out, and signed by a civil engineer and a mechanical/electrical
engineer registered with the Council of Registered Professional Engineers of Mauritius (CRPE). The construction of the
internal sewer reticulation, pumping/lifting stations and off-site sewers/rising mains shall also be supervised by a civil
engineer and a mechanical/electrical engineer registered with the CRPE.

d) All costs related to the internal sewer reticulation, pumping/lifting stations and off-site sewers/rising mains shall be
borne by the proponent.

e) The proponent shall pay to the WMA an amount of MUR 4.6 million, excluding VAT, representing contribution for the
upgrading of the existing WMA's pumping station PS 10, to, inter alia, cater for flows generated from the project. In case
payment is made after 2 years as from the date of issue of the EIA Licence, the amount of MUR 4.6 million, excluding
VAT, will be reviewed upwards by the WMA based on prevailing market rates.

f) The proponent shall be responsible for the operation and maintenance of the internal sewer reticulation, pumping
/lifting stations and off-site sewers/rising mains, that will be implemented under this project.

g) The WMA shall, at no time, be responsible for any malfunction or other nuisance associated with the operation and
maintenance of the internal sewer reticulation, pumping/lifting stations and off-site sewers/rising mains.

h) No construction shall be carried out on the proposed sewer lines which shall remain accessible at all times for
cleaning, maintenance and repairs.

i) Discharge of rainwater in the public sewers shall not be allowed.

j) The proponent shall liaise with the WMA for further details for the connection of the project site to the WMA's pumping
station PS 10.

22. Wastewater disposal for Phase 5 Villas

a) All domestic wastewater flows from each villa shall be treated in its individual wastewater treatment plant (mini-STP),
which shall be designed and constructed pursuant to the specialist Consultant's/Supplier's recommendations.

b) The effluents from the mini-STP shall meet the discharge Standards set for irrigation under the Environment
Protection Act 2002 and shall be used for irrigation purposes.

c) Disinfection shall be carried out prior to reuse of treated effluents for irrigation.

d) No untreated wastewater shall be discharged to the environment.

e) The proponent shall ensure that the removal of oil and grease and the operation and maintenance of the mini-STP are
carried out by specialist firm/s and shall enter or cause the prospective owners of the premises to enter, at his/their own
costs, into an operation and maintenance contract with the specialist firm/s.

f) The proponent or the prospective owners of the premises shall make necessary arrangements at his/their own costs to
ensure that every year, or if need be at a higher frequency, the sludge from the mini-STP is removed and carted away by
private registered wastewater carriers to a WMA's approved disposal site.

g) The WMA shall at no time be responsible for any malfunction or other nuisance associated with the operation and
maintenance of the mini-STP.

h) Analysis of the treated effluents from the mini-STP shall be effected by an accredited laboratory, records thereof
maintained and the results shall be submitted to the relevant authorities as and when required.

i) The setbacks of the individual mini-STP from any building and site/plot boundary shall be at least 2m.

j) No vehicular loadings shall be allowed on the mini-STP. The mini-STP shall not be located on parking spaces or
driveways.

k) Design report for the mini-STP shall be submitted to the WMA at BLUP stage prior to construction.

23. The proponent shall take all necessary precautions, to the satisfaction of the Central Water Authority so as not to
cause any prejudice to the quality of water resources in the vicinity of the project site.

24. All machines and plants to be used on site, during the construction period, shall be regularly serviced and maintained
in good working condition to minimise risks of air and noise pollution.

25. All electric motors such as air pumps, compressors, generators and other noise generating equipment shall be
housed in noise attenuating structures so that noise generated therefrom shall be within permissible limits as per
Environment Protection (Environmental Standards for Noise) Regulations 2022.

26. Necessary measures shall be taken during site preparation and infrastructural works, so as not to cause any
nuisance by way of noise, vibration, dust, odour or otherwise to the public and surrounding environment. The sites of
works shall be properly protected by hoardings, during the construction phase, to avoid any nuisance therefrom.

27. A proper line of communication (including provision of contact details of person responsible for environmental issues)
shall be established with the inhabitants of the locality to ensure effective monitoring and prompt actions by the
proponent to address any grievances and environmental nuisances in terms of noise, dust and mud entrainment, among
others.

28. The site shall be properly embellished and landscaped with native and non-invasive plants to enhance its aesthetic
value. The road reserve within the property shall be properly landscaped with non-invasive species.

29. The proponent shall adopt energy-saving devices and eco-friendly practices such as energy efficient lighting,
renewable energy supply (solar energy and photovoltaic cells), rainwater harvesting and other sustainable initiatives.

30. In case of any environmental pollution or nuisance arising from this development, this Ministry in consultation with
other concerned authorities may impose additional conditions, which shall be strictly observed, and will take necessary
actions in accordance with the provisions of the Environment Protection Act 2002 (as amended). The additional
conditions shall be strictly observed and implemented by the proponent.

31. Any proposed deviation shall be subject to an application to the Director of Environment. No deviation or part thereof
shall be executed prior to the determination of the application by the Director.
