Foreword/Overview

This document summarizes the NGA-identified PAPs to be transferred to LGUs in


accordance with the implementation of the Supreme Court ruling on the Mandanas-Garcia
petition and Executive Order 138. The summary serves as a quick guide supporting the NGA
forum (with sessions at the national and regional levels) toward the development of
harmonization plans outlining a coherent and coordinated transition of the PAPs’
implementation from NGAs to LGUs.

[1] The NGAs provided the lists of their devolved PAPs and FSFs, including key details on
the respective SDS, transition/timeline, and costs of devolution. This document organizes
the information in this manner:

● Part 1 provides a snapshot of the devolved PAPs and FSFs
