SUBJECT : CY 2021 to 2022 Menu of Technical Assistance (TA) and Support for
Universal Health Care Integration Sites (UHC-IS)

Section 41 of the Universal Health Care (UHC) Act and its Implementing Rules and Regulations
states that, “in the first six (6) years from the enactment of this law, the National Government through
the DOH, DILG and PhilHealth shall provide technical and financial support to
selected LGUs that
commit to province-wide and city-wide integration, in addition, to support regularly provided”. To
date, there are fifty-eight (58) UHC Integration Sites (UHC-IS) which have committed to participate.

The Menu of Technical Assistance and Support for UHC-IS (4nnex A) is based on the results of the
Local Health System Maturity Level (LHS-ML) Baseline Assessment and other needs identified by
DOH Programs. Technical assistance is grouped into the following: 1. Policy, standards and technical
guidelines, 2. Toolkits/Templates/guides, 3. Funding / logistic support, 4. Orientations/capacity
building/ learning development interventions, and 5. Baseline Assessment/Performance monitoring
tools and other technical output. This Menu of Technical Assistance will serve as reference for
Centers for Health Development in formulating a Needs-based TA Package for a particular UHC-
IS based on its LHS-ML status and identified TA requirements. Other technical assistance from the
Centers for Health Development (CHDs) to the LGUs shall be included in the TA package for a
UHC-IS. A list of UHC Policies approved from 2019 to April 2021 is also attached as an additional
reference (Annex B).

Please be guided that based on Department Memorandum (DM) No. 2021-0103 on Guidelines for
the Implementation of the 2021 Office Performance Commitment and Review, the DOH's 2021
Strategic Focus is "at least 58 UHC IS on the preparatory level in the 9 P/CWHS Characteristics”.
TA requests directly contributing to the achievement of this Strategic Focus have been tagged as
"Priority for CY 2021".
