SUBJECT: Establishment and Strengthening of the Health Facility


Development Unit (HFDU) in
All Centers for Health Development
(CHDs) and Ministry of Health — Bangsamoro Autonomous Region
in_ Muslim Mindanao (MOH-BARMM) in Support for the
Implementation of FOURmula One Plus (F1 Plus) for Health

BACKGROUND

The Department of Health’s long-term vision is to guarantee equitable,


sustainable, and quality health care for all Filipinos, especially the poor. Healthcare
facilities all over the country are thus enjoined in the further acceleration of the
implementation of the Universal Health Care Act. Its agenda is a renewed commitment
to achieve better timeliness, better responsiveness, better quality, and better outcomes
for health clients on the platform of “Boosting Universal Health Care through
FOURmula One Plus for Health’. In support to the F1 Plus, the Philippine Health
Facility Development Plan 2017-2022 (PHFDP) was prepared to serve as the macro
plan for the country’s government healthcare facilities. The PHFDP 2017-2022 shall
contribute to the establishment of quality and responsive health system through
functional Healthcare Provider Networks composed of collaborating hospitals and
other healthcare facilities nationwide.

In line with the provision of quality essential healthcare services and the
expansion of services of the healthcare facilities, there is a need to enhance internal their
operational systems. The Health Facility Development Bureau (HFDB) mandated to
develop plans, policies, programs, projects, standards and strategies; and to provide
is
coordination, technical assistance, capability building and consultations and advisory
services related to health facility development, planning, operation and maintenance.
The Centers for Health Development (CHDs) serve one
as of
the operational arms that
assists in the provision of technical assistance for continuous improvement of the
operational systems in all levels of care. However, in the current DBM approved
Regional Office structure in the DOH Rationalization Plan, there is no unit dedicated
to function as a regional counterpart to implement such mandate.

In order to achieve

CHDs. Furthermore, there is a need to clearly identify the roles and responsibility of
HFDU forthe effective and efficient implementation of F1 Plus.

I. OBJECTIVES

The objectives of this Order are as follows:


1. To provide guidelines for CHDs and Ministry of Health - Bangsamoro
Autonomous Region in Muslim Mindanao (MOH-BARMM) in_ the
establishment and strengthening of the HFDU in
their respective regions.

2. To define the roles, responsibilities and standard functions of the Health Facility
Development Unit.

Il. SCOPE AND COVERAGE

This Order applies to all CHDs, MOH-BARMM and all pertinent Offices as
hereby mentioned.

IV. DEFINITION OF TERMS

1. Health Facility Development Unit (HFDU) a functional unit in all CHDs that

serves as a counterpart of the DOH Central Office HFDB. -


2. Philippine Health Facility Development Plan (PHFDP 2017-2022) — the national
macro-plan for upgrading all health facilities throughout the country towards the
achievement of the PHA and is designed to address the gaps in barangay health
stations, rural/urban health centers, hospitals and other health facilities in order to
ensure availability of quality health services including specialty care.

V. GENERAL GUIDELINES

1. All CHDs shall establish and strengthen the HFDU.

2. The HFDU shall serve as the counterpart of HFDB in the CHD and as such shall
implement all HFDB projects and programs in their respective regions.

3. The HFDB shall support and capacitate all HFDUs to appropriately carry out its
duties and responsibilities.

4. All HFDUs shall actively provide technical assistance to all health facilities within
their region; identify issues and concerns; monitor conducted activities and other
matters pertaining to health facility development, planning, standards, operations
and maintenance; and coordinate with HFDB fordefinitive action.

5. All CHDs shall allocate funds for the operationalization of the HFDU and the
implementation of its
activities.

6. All HFDUs shall regularly attend meetings and submit reports annually to the
Assistant Regional Director and HFDB for evidenced-based planning and policy
development.

VI. SPECIFIC GUIDELINES

A. Structure. The structure and personnel for the HFDU are as follows:

1. The Unit shall be under the Office of the Assistant Regional Director.

2. The HFDU shall be headed by plantilla Medical Officer or at least a senior


technical staff with salary grade not lower than SG 22, who shall have
supervisory function over the HFDU of the CHD.

3. The HFDU shall
also have a minimum of at
least two technical personnel with
salary grade not lower than SG 15. These shall include medical doctors, nurses,
any allied health professionals, and those from other fields deemed necessary.

4. The HFDU may hire additional personnel to augment its health human
resources, as deemed necessary.
Structure of Unit

Head of Unit:
- Plantilla Medical Officer or Senior Technical Staff

Members:
- At least two (2) Technical Staff
- Other staff deemed necessary

B. Functions. The HFDU shall perform the following functions:

1. Analyze performance of the health facilities in their respective regions using the
Online Hospital Statistical Report System (OHSRS), Field Health Service
Information System (FHSIS) and other data sources and publish and submit report
to HFDB;

Provide appropriate technical assistance on health facility development, planning,


operation and maintenance to
health facilities;

. Develop a Regional Health Facility Development Plan in alignment with the


Philippine Health Facility Development Plan (PHFDP), Local Investment Plan for
Health, and based on the needs of the Health Care Provider Networks within the
region;

Assist DOH Hospitals and LGU health facilities to develop their respective
Development and Financial Sustainability Plan;

Monitor implementation of the health facility based programs such as, but not
limited to:
Patient Safety and Infection Prevention and Control Program

Continuous Quality Improvement (CQI) for Healthcare Facilities
Geriatric Health Facility Program

6. Identify policy gaps in the implementation of DOH programs in


health facilities and

VII. ROLES AND RESPONSIBILITIES

Health Facilities and Infrastructure Development Team (HFIDT)


1. Provide oversight and guidance to HFDB in the development of standards and
implementation of projects and programs through its established regional
counterpart.

Field Implementation and Coordination Team (FICT)


1. Coordinate and assist the unit in providing appropriate technical assistance to DOH
and government hospitals and other health facilities for operations and systems
improvement.

Health Facility Development Bureau (HFDB)


1. Coordinate and provide policy directions, technical assistance, capacity building,
consultation and advisory services to HFDU.
2. Monitor and evaluate the operations and implementations of the HFDU functions.
3. Consolidate and analyze reports for planning, policy development and evidence-
based decision making.

DOH Centers for Health Development (CHDs)


1. Allocate or provide resource requirements needed (i.e human resource, information
and communication technology equipment, office space and supplies, funding
support for the conduct of various activities, etc.) by the HFDU for effective and
efficient fulfillment of its functions.
2. Support activities of HFIDT and HFDB as may be required, in relation to the
continuous quality improvement of health facilities.

VIII. REPEALING AND SEPARABILITY CLAUSE

All other documents not consistent with this Order are hereby repealed / revoked.

invalid by any court of law or competent authority, those provisions not affected by
such declaration shall remain valid and effective.

IX. EFFECTIVITY

This Order shall take effect immediately.
