Introduction:

Cyclone HUDHUD caused major damage in 26 cities and towns, in Visakhapatnam,


Vizianagaram, Srikakulam, and East Godavari districts, and affected about 9.2 million
persons including 3 million urban populations.

Andhra Pradesh is one of the most natural hazard prone states in India because of its
long coastline and geographical location. About 44% of the state is vulnerable to
tropical storms and related hazards1. In addition to cyclones and related hazards,
monsoon depressions bring heavy to very heavy rains causing floods in the inland
rivers between June and September2. Many areas in the state adjacent to coastal
districts are vulnerable to flash floods. Coastal erosion is an important problem, out of
the total coastal length of about 974 km, about 440 km faces coastal erosion3. Andhra
Pradesh is also exposed to earthquakes, though the State lies in moderately low risk
zones (Zone I, II and III)4.

The state has a population of 49.4 million (population density – 308persons/sq.km), of


which 70.4% is rural while 29.6% is urban. Visakhapatnam is the most urbanized district
of the state, with an urban population of 47.5% of the total. Out of total 13 districts in the
state, nine are coastal districts and account for approximately 69% (34.2 million) of its
total population.

For more than a decade, the World Bank has been assisting Government of India in
effectively responding to disasters. This partnership between GoI and the Bank and
their joint learning experience of disaster recovery and reconstruction are leading to an
increased focus towards future oriented risk mitigation programs and strategies that will
ultimately benefit millions of people vulnerable to natural disaster risks at the national,
state and district including village level in India.

The World Bank is a key partner of the GoI in general and of the GoAP in particular, in
their risk mitigation and management efforts. The current National Cyclone Risk

Mitigation Project-I (NCRMP-I) has been supporting the Governments of Andhra
Pradesh and Odisha since 2010 with improving their capacity to manage hydro
meteorological hazards. This contributed to the limited impact of Cyclone Phailin‟s
damage in comparison with earlier events of comparable magnitude. The Bank is also
supporting the GoI with reconstruction and risk mitigation efforts in states of Bihar,
Tamil Nadu, Uttarakhand, and Odisha, as well as at the national level. The Bank is also
well positioned to incorporate its global and regional experience in post-disaster
projects in varying country and socio-economic contexts.

The proposed project, „Andhra Pradesh Disaster Recovery Project‟ (APDRP), takes into
account the lessons from other disaster events, NCRMP -I and the multi-sectoral needs
assessment undertaken during the Andhra Pradesh JRDNA. While restoring the
damages the project also aims to improve the resilience of the State‟s infrastructure and
its communities from impacts of future disasters and climate change. The project is
basically divided into 7 components. Out of the 7 Components Component 2 is
restoration of connectivity and shelter infrastructure. This component 2 is again sub
divided. The sub component is 2.1 Restoration of rural roads and Cyclone Shelters. The
amount allocated for Sub component 2.1 is Rs. 360.00 Crores. The line department
(LD) for execution of sub component 2.1 is Panchayat Raj Engineering Department.

The World Bank reviewed and approved model Detailed Project Report (DPR) and
model Standard Bid Document (SBD) which was prepared and submitted by Panchayat
Raj Department on 28-03-2016. As per the guidelines the requirements of ESMF should
also be taken care of in execution of all the Components under APDRP.

In this connection, all the ESMF reports of 177 road works of PR department at an
estimated cost of Rs. 28179.00 lakhs (Rupees twenty eight thousands one hundred
seventy nine lakhs only), vide G.O.Rt.No.76, Dated:11.05.2016 of REVENUE (DM-
NCRMP) DEPARTMENT proposed for restoration/expansion under the APDRP, were
reviewed for any social and/or environmental issues that might hinder the progress of
the road works in light of the provisions made in the DPR for addressing the
environmental and social components of the road works.

General Observations:

Social Issues:

It is observed that there are no social issues associated with any of the road works in
the proposed project.

There is no requirement for land acquisition in any of the proposed roads, since the land
is available with the PR Department. (Ref: Strip Maps and Right of Way (RoW) Tables
of all road works)

There is no requirement for removal of any private or public, cultural and religious
structures from the road side since all the structures are beyond the limits of the roads.

The provision for removal of electric poles is included, wherever necessary, in the DPRs
of the road works.

The provision for amenities such as shifting of drinking water pipelines etc, wherever
required, is mentioned in the DPRs of the road works.

There is no need for rehabilitation/resettlement action plan to be enforced since there is


no land acquisition.

Environmental Issues:

It is observed that there are no environmental issues associated with the road works.
The proposed roads are already existing and are proposed for repairs, restoration and
expansion works only.

No Environmental Clearance (EC) is required since whatever guidelines have


been given in the Environmental Impact Assessment (EIA) notification 2006 &
subsequent amendments thereof of Ministry of Environment, Forests and Climate
Change (MoEF&CC) are applicable for “National Highway project”. These are not
applicable for road projects which are already existing and does not require any further
land acquisition for expansion.

Most of the roads are not close to any animal/bird sanctuary, ecologically sensitive
areas, National Parks, Zoological Parks etc. and hence EA/EIA is not required.

If required and as per the directions of the WB, rapid Environmental Impact Assessment
for the small portion of the road works which are near to river course will be taken up
and specific Environmental Management Plan will be prepared for such road portions

 In East Godavari portions of 2 road works of I. Polavaram Mandal are near to


River Godavari.
 In Visakhapatnam portions of 2 proposed roads 1 in Bheemili and 1 in Rambilli
Mandals are found to be close to Rivers Gosthani and River Sarada,
respectively.
 In Vizianagaram District small portion of 1 road work is close to river Gosthani.

None of the existing roads are in the Forest Zone and therefore Forest Clearance is not
required for any of the roads.

There are a few roads existing in the mandals near to Sea Coast but most of the roads
proposed in these mandals do not come under CRZ limits. The number of road works
which fall under CRZ limits are given here below:

These roads are already existing roads and they are main source of connectivity during
normal times and during disasters to the communities which are living in the coastal
villages. As per the CRZ notification, 2011 these road works come under CRZ III
classification since these areas are relatively undisturbed and those do not belong to
either CRZ-I or II which include coastal zone in the rural areas (developed and
undeveloped) and also areas within municipal limits or in other legally designated urban
areas, which are not substantially built up.

As per the norms for regulation of activities permissible under this notification, 8 (III).
CRZ-III (ii) No construction shall be permitted within NDZ except for repairs or
reconstruction of existing authorized structure not exceeding existing Floor Space
Index, existing plinth area and existing density and for permissible activities under the
notification including facilities essential for activities; construction/reconstruction of
dwelling units of traditional coastal communities including fisherfolk may be permitted
between 100 and 200 metres from the HTL along the seafront in accordance with a
comprehensive plan prepared by the State Government or the Union Territory in
consultation with the traditional coastal communities including fisherfolk and
incorporating the necessary disaster management provision, sanitation and
recommended by the concerned state or the union territory CZMA to NCZMA for
approval by MoEF&CC.

There is no need for removal of trees along the course of road network, however,
Jungle clearance will be taken up prior to commencement of the project activity.

Conclusion:-The above results indicates that;

taken up prior to execution of the work.

There are a few roads which fall under the CRZ III category, but, these are all existing
roads and are the main means of transportation and trade for the people in the region.
Hence CRZ clearance is not required.

None of the roads are near to eco sensitive zones/areas and therefore EIA need not be
taken up. But rapid EIA for the portion of two road works of I. Polavaram Mandal near to
River Godavari will be taken up and site specific EMP will be prepared for these road
works.

Sarada respectively. Rapid EIA and site specific EMP will be done for these roads.

The contractor will ensure effective implementation of EMP during preconstruction,


construction and demobilization phases.

There are only two coastal mandals i.e Bhogapuram and Pusapatirega in Vizianagaram
District and there are four road works which are proposed in these two mandals out of
this 1 proposed road works fall in the CRZ area.

A small portion of one road work in Pusapatirega Mandal is close to River Gosthani.

Minutes of the Social Consultation for the site R&B road to Rameswaram via Kodapa
of Allavaram Mandal of East Godavari District
The proposed “Road from R&B road to Rameswaram via Kodapa will serve the population of
11075 and indirectly 750 in Allavaram mandal of East Godavari district. The residing population
can use the Road to reach the cyclone shelter in times of calamity. The consultation with relevant
stakeholders had been an important obtain the perceptions and views of the stakeholders on social
and environmental concerns pertaining to the local areas. The objective of stakeholder consultation
is to minimize the negative impacts in the area and to make them feel that they are the ultimate
beneficiaries of the project. The primary goal of such consultation was to understand and exchange
views among the participants on key social issues, concerns, impacts and to develop a framework to
meet responses. The views held by the stakeholders are analyzed.

On 04-12-2015, meeting was conducted with the representatives of Panchayatraj Engineering


officials, Sarpanch & Vice Sarpanch, Panchayat Secretaries, MPTC members and as the
Beneficiaries of Komaragiripatnam village of Allavaram mandal. The feedback of the villagers with
reference to the proposed project is as follows:

Requirement for the project: The villagers expressed their support for the programme and specified
that with the project intervention, they perceive the following benefits:

 Construction of road will serve the populace to reach the cyclone shelter quickly at the time of
natural calamities.
 The road will serve not only to reach the people to the cyclone shelters but also provide
approach road to the adjoining villages and also to Mandal and division Hqtrs.
 The road will also serve to improve the local economic activity and there by contribute to
enhance the existing income levels of the small traders. Further the villagers bring following
issues to the notice of officials during transect walk and gram sabha

Annexure 1: Minutes of the Social Consultation for the Upgradation of the road from B.N.Road
to Kithampeta in Ravikamatham (M) in Visakhapatnam District.

The proposed “Upgradation of the road from B.N.Road to Kithampeta in Ravikamatham (M) in
Visakhapatnam District.” will serve the population of 1103 in Ravikamatham mandal of Visakhapatnam
district. The residing population can use the Road to reach nearby (R&B) Road and mandal Headquarter
for their livelihood and for better health and educational facilities. The consultation with relevant
stakeholders had been an important obtain the perceptions and views of the stakeholders on social and
environmental concerns pertaining to the local areas. The objective of stakeholder consultation is to
minimize the negative impacts in the area and to make them feel that they are the ultimate beneficiaries of
the project. The primary goal of such consultation was to understand and exchange views among the
participants on key social issues, concerns, impacts and to develop a framework to meet responses. The
views held by the stakeholders are analyzed.

On 21-11-2015, meeting was conducted with the representatives of Panchayathiraj Engineering


Department, Sarpanch & Vice Sarpanch, Panchayat Secretaries, MPTC members and as the Beneficiaries
of Kithammpeta village (Ravikamatham mandal). The feedback of the villagers with reference to the
proposed project is as follows:

Requirement for the project: The villagers expressed their support for the programme and specified that
with the project intervention, they perceive the following benefits:

 Construction of road will serve the populace to reach the nearby (R&B) Road and mandal
Headquarter for their livelihood and for better health and educational facilities.

 The road will serve not only to reach the people of the Kithampeta village to the reach nearby
(R&B) Road and Mandal Headquarter but also provide approach road to the adjoining villages.

 The road will also serve to improve the local economic activity and there by contribute to enhance
the existing income levels of the small traders.

 K.Manemma, Sarpanch represented during Gramasabha that in the villagePortion Kithampeta


starting at 1/400 km to 1/600 km damaged at many stretches and requesting to propose C.C
Pavement . As per the request made by the Sarpanch a C.C Pavement of 200mm thick is proposed
in this road project

 R.Chinnabbaiah , Ward Member is requesting for provision of new cross drainage works at
Chainages 0/010 km inplace of completely dmaged slab culvert.A s per the request made by Sri
R.Chinnabbaiah it is verified and found nacessary and hence proposed a new slab culvert of 1.0 Mt
span inplace of damaged slab culvert.

 Ch.Ramakrishna, Ward Member of Kithampeta GP expressed that from 0/0 to 0/160 the existing
road was at a lower level than adjacent lands and this strtch is completely submerged during rainy
season and requested to raise this stretch and provide CC Protection wall on the left side of the
proposed road inroder to avoid scouring of proposed road due to water came from uplands. As per
the request made by Ch.ramakrishna Ward Member, it is verified and found necessary and hence
proposed to raise the complete stretch from 0/0 to 0/160 to the level well above the adjacent lands
and also proposed CC Protection wall for a length of 65.0 Mts on the left side of the road.

 . M.Paidithalli, Ward Member,Kithampeta GP requested for construction of new cross drainage


works at Ch. 0/160 km and 1/060 km as the existing road was damaged due to over flow of water
.As per the request made by Sri. M.Paidithalli the problem was verified and proposed a new slab
culverts of 1.0 Mt span at Ch. 0/160 km and 1/060 km..

Visakhapatnam District. (Length 1.60 Km) has been prepared in tabular form for pre-construction, construction and operation phases of the project.

Annexure 2: Minutes of the Social Consultation Road from Kancheru R&B road to
Tudem via Dibbalapalem Bhogapuram mandal, Vizianagaram District

The proposed construction of „‟Road from Kancheru R&B road to Tudem via Dibbalapalem
Bhogapuram mandal, Vizianagaram District‟‟ will serve the population of 795 in Bhogapuram
mandal of Vizianagaram district. The residing population can use the road to reach the safe
place at the time of occurring natural calamities. The consultation with relevant stakeholders
had been an important obtain the perceptions and views of the stakeholders on social and
environmental concerns pertaining to the local areas. The objective of stakeholder consultation
is to minimize the negative impacts in the area and to make them feel that they are the ultimate
beneficiaries of the project. The primary goal of such consultation was to understand and
exchange views among the participants on key social issues, concerns, impacts and to develop
a framework to meet responses. The views held by the stakeholders are analyzed.

On 21-10-2015, meeting was conducted with the representatives of Panchayath Raj


Engineering officials, Sarpanch & Vice Sarpanch, Panchayat Secretaries, MPTC members and
villagers as the Beneficiaries of Dibblapalem villages of Bhogapuram Mandal. The feedback of
the villagers with reference to the proposed project is as follows:

Requirement for the project: The villagers expressed their support for the programme and
specified that with the project intervention, they perceive the following benefits:

 Construction of road will serve the population to reach the safe place at the time of
cyclone and other natural calamities.

 The road will serve not only to reach the people to the safe places but also provide
approach road to the adjoining villages.

 The road will also serve to improve the local economic activity and there by contribute to
enhance the existing income levels of the fishermen .

Any negative feedback: No negative issues have been raised by the participants during
the gramsabha.

Environmental Management Plan for ’Road from Kancheru R&B road to Tudem via Dibbalapalem, Bhogapuram madndal

The Environmental Management Plan (EMP) for Road from Kancheru R&B road to Tudem via Dibbalapalem (Length 2.7 Km) has been prepared in
tabular form for pre-construction, construction and operation phases of the project. The details of various environmental mitigation measures are
presented below:

Budgetary Provisions for Implementation of EMP – The EMP shall be integrated part of the bid/construction contract in the form of technical
specifications and environmental performance requirements. The costs to be incurred on implementation of EMP, shall be incidental to the civil works
and therefore, no separate environment budget will be provided to contractor. The contractor will ensure effective implementation of EMP during
preconstruction, construction and demobilization phases.

Annexure 2: Minutes of the Social Consultation for the site Punnam.

The proposed construction of Road from Bathuva Road to Punnam in G.Sigadam Mandal of
Srikakulam District will serve the population of 962 in G.Sigadam mandal of Srikakulam district.
The residing population can use the Road to reach the Bathuva BT road in times of calamity.
The consultation with relevant stakeholders had been an important obtain the perceptions and
views of the stakeholders on social and environmental concerns pertaining to the local areas.
The objective of stakeholder consultation is to minimize the negative impacts in the area and to
make them feel that they are the ultimate beneficiaries of the project. The primary goal of such
consultation was to understand and exchange views among the participants on key social
issues, concerns, impacts and to develop a framework to meet responses. The views held by
the stakeholders are analyzed.

On Dt.20.11.2015, meeting was conducted with the representatives of Roads and Building,
Sarpanch & Vice Sarpanch, Panchayat Secretaries, MPTC members and as the Beneficiaries
of Punnam and Butupeta villages (G.Sigadam mandal). The feedback of the villagers with
reference to the proposed project is as follows:

Requirement for the project: The villagers expressed their support for the programme and
specified that with the project intervention, they perceive the following benefits:

 Construction of road will serve the populace to reach the Rajam-Chilakapalem Road
quickly at the time of cyclone.
 The road will serve not only to reach the people to the cyclone shelters but also provide
approach road to the adjoining villages.
 The road will also serve to improve the local economic activity and there by contribute to
enhance the existing income levels of the small traders.

 Sri Pinninti Sivaji, Villager represented that the existing slab culvert at 560mt is very old and
in dilapidated condition and requested to construct new slab culvert. The representation is
considered and proposed to construct the slab culvert of 1v x 2.00mt span.

 Sri.P.Krishna villager stated that the existing pipe culvert at 1455mt was dilapidated and
requested to reconstruct the pipe culvert. The representation is considered and proposed
1000mm dia pipe culvert.
