CHAPTER I

INTRODUCTION

BACKGROUND OF THE STUDY

Tourism generates income for a variety of businesses and creates a wide range

of employment opportunities. At the global scale, tourism is seen as one of the

world’s largest and fastest growing industries. This trend has continued

throughout the last 50 years. Within the United Kingdom, it is estimated that

inbound tourism generates about £19 billion each year. Domestic tourism,

including day trips and staying visits, generates over £60 billion per year. In

terms of employment, it is estimated that in the United Kingdom 1.4 million jobs

are directly related to tourism. As well as generating employment and income,

another impact of tourism is improvements in infrastructure. These include road

and rail improvements, airport development and improvements in utilities, such

as water supply and telecommunications. Through these, local people can

benefit from the improved facilities which have been provided for tourists.

In addition, tourism also brings employment opportunities, enhances the

economy of the region, and creates revenue for the local government. Tourists

also use public services, creating funding for public services, such as health, the

police and the fire department, as well as increasing the demand for public

transport. Other public facilities, such as parks and benches are also well kept by

the community for the tourists, improving the overall aesthetics of the host

community. On a more social level, tourism leads to intercultural interaction.

Tourists often engage and learn from the locals. Tourism can also increase pride
in locals. They want to show off their community that tourists have chosen to

visit. The increase in people also leads to creating more social venues and

experiences where locals and tourists can interact in. It is therefore concluded

that the Philippine tourism industry is sustainable depending on the proper

implementation of policies and the initiatives the government, and the capability

and positive attitude of all stakeholders of this industry. Thus, a sustained

integrated development considering economic, political, institutional, social, legal

and environmental aspects should be ensured towards the attainment of

sustainable tourism in the Philippines. It is recommended that domestic tourism

movement in the country should also be studied as it is recognized that this type

of tourists is now one of the key drivers of economic growth of the country.

CHAPTER II

REVIEW OF RELATED LITERATURE

The tourism industry has experienced sustained growth since the World War II,

with exceptions such as the 2008-2009 Global Financial Crisis. In 2019, the

Global of international visitor arrivals reached 1.481 million generating US

$1.461billion in tourism receipts (World Tourism Organization [UNWTO], 2020).

Over the last few decades, destinations with extensive tourism resources have

benefited from the continuous expansion of the tourism industry. The growth of

tourism demand can lead to cash inflows to local and national economies and

generate increased tax revenue and employment opportunities in tourist

destinations. The expansion of inbound tourism can stimulate foreign currency

inflows and exports of tourism products, which in turn may boost the growth of a

country's gross domestic production (GDP; Belloumi, 2010). The importance of

tourism economic impact to destination economies has been amplified by the

COVID-19 pandemic, which led to a year-on-year drop of 74% in international

visitor arrivals and a loss of US$1.300 billion in tourism receipts in 2020

(UNWTO, 2021), contributing to a 4% decline in global GDP in 2020 (World

Bank, 2021). The international tourism market has gradually begun to recover

following global vaccination campaigns (Liu, Vici, Ramos, Giannoni, & Blake,

2021; Qiu, Liu, Stienmetz, & Yu, 2021). As the tourism industry and global

economy rebound from the pandemic, an investigation of the economic impact of

tourism development is particularly timely and relevant from both a theoretical

and practical perspective.

Three concepts—economic growth, economic development, and economic

impact—are frequently utilized to measure the economic output of tourism

development (Comerio and Strozzi, 2019). Economic growth refers to long-run

growth in national outputs caused by increases in capital and productivity (Lucas,

1988; Song and Wu, 2022). Economic development is a wider concept that

encompasses the economic, social, and environmental aspects of a population's

life satisfaction and well-being (Van den Berg, 2019). Both economic growth and

development measure the output of tourism development from the macro

perspective, whereas economic impact is used to describe the influence of

tourism development on regional and national economies, industries, and

individuals in terms of both quantity (i.e., economic growth) and quality (i.e.,

economic development). Thus, the concept of tourism economic impact is

adopted in this study to describe the overall economic consequences of tourism

development. As the global tourism market recovers from the COVID-19

pandemic (Liu, Vici, et al., 2021), it is relevant to extend the understanding of the

tourism–economic impact nexus by examining how tourism affects economic

recovery. This will assist key stakeholders and decision makers in tourist

destinations in planning and allocating resources to stimulate and accelerate

recovery from the pandemic. It is therefore necessary to review the literature on

tourism economic impact and how it has been assessed to highlight

emerging trends and directions for future research in the post-COVID-19 era.
According to Henderson (2019), the Philippines has a rich and diverse tourist

attraction which was derived from natural and cultural heritage, however not all

attractions are recognized. The main factor that affects the tourism in the

Philippines is its history of political instability. The ongoing uncertainty and

possible disturbance in our country raise questions to the future tourists. As a

result, the performance of Philippines as an international tourist destination

remains unsatisfactory compared to the other countries. In 2001, the Philippines

was promoted using the “WOW Philippines” campaign strategy which drew

attention from the local and foreign tourists. With this, foreigners came to

Philippines to visit and see the beautiful places, people, and culture. Different

campaigns and information materials were disseminated to increases awareness

of interested visitors regarding places to go as well as providing souvenirs. (Abat-

Parducho, 2019). The preferred destinations are Tagaytay, Cebu Province,

Boracay Islands, and Metro Manila. As mentioned above, Manila is the capital of

Philippines and since it is the prime gateway, it is accessible to everyone. In

addition, it offers a wide range of tourist destination which the tourists could

enjoy. In connection with the strategy of the government “WOW Philippines”

before, the Department of Tourism conducted several trainings and workshops to

improve the quality of service for the tourists in the Philippines. In addition, the

participate in various activities such as going to travel fairs international to attract

tourist. However, Travelarias can be an easier way to promote our country.

(DOT, 2018)The program Travelarias will display different tourist attractions as

well as the information that the tourists need such as their mode of
transportation, contact number, etc. In addition, the program that will be able to

display facts about the place.

Travelarias will be able to help in promoting the country to foreigners and our

locals despite the disadvantages. As stated by Henderson (2020), the barriers

that limits the growth of tourism in our country includes transportation,

accommodation, and the instability that leads to the tourists’ concern about

safety. In addition, investors are worried in investing due to financial risks within

the country impacts the betterment of our country. However, there’s no doubt that

the tourist assets of Philippines are great and with further improvement, our

country will be able to gain more tourists. Travelarias will be showcasing how

great the Philippines can be and how rich our culture is. As a result, the

disadvantages may be set aside and leads to tourism growth.

Tourism is known as an important mechanism for economic development not

only in the industrialized countries but also in many developing countries

(Cooper& Hall, 2018) Aside from the effect of it in the economy, it also affects the

culture and the social development. Some of the economic benefits of tourism is

the increasing number of job

opportunities that provides the sources of income, employment and foreign

exchange (Lim 2019) another one is increased in spending and Economic

Diversification which is defined as an insurance policy by putting an additional

means of income to support a community that is undergoing a financial pressure.

Aside from this tourism also can contribute to the government revenue and the
Local economies since the tourist has to pay extra-tax revenues when visiting the

Philippines and the money earned from informal employment are returned to the

local economy to manage natural resources. Another factor is the Stimulation of

Infrastructure Investment where the locals are much more concern about

improving the quality of different infrastructures like roads, parks, to be

developed to rise the tourism activity in a region. (Lim, 2020) However aside from

its positive impacts in economics it also has its negatives. An example is the

price increase that affects the consumption of the locals, second is employment

distortion where the incomes of the locals produced by tourism isn’t enough to

reach the cost of living bought by tourism. Last one is the unjustifiable leakage

where sometimes the tourists used the services of other countries rather than the

country that they are visiting like using materials that are not produced locally or

hiring foreign employees rather than the locals. (Lim, 2020) In Indonesia where

the Hindu island of Bali leads the country in tourism resent that the money the

country earned is sent to the Indonesian capital (Richter, 2018) and that there is

no concern over the worker's condition, living wages or gender equity (Enloc

2019).

METHODOLOGY
RESEARCH DESIGN

This study was quantitative in nature. As defined by Creswell (2013),

quantitative research deals in numbers, logic, and an objective stance.

Quantitative research focuses on numeric and unchanging data and detailed,

convergent reasoning rather than divergent reasoning. It highlights numerical

data and to explain a particular phenomenon (Babbie & Mujis, 2010).

The researchers used descriptive strategy with a quantitatively approach to

carefully assess the quality of the variables involved. It was describe some

quantifiable events that can be induced using closed-ended scales. The purpose

of this study design was not only gained a picture of what people are thinking,

feeling, or doing right now, but also measured two or more important variables

and determined a link between or among them.

RESEARCH LOCALE

The researchers conducted the study at Purok Durian, Barangay New La Union,

Maitum, Sarangani Province. It was a place in Maitum that known for its amazing

view and for having a so called “WHITE WATER TUBING”, pools, and some

adventures.

Figure 2. Map of Purok Durian, New La Union, Maitum, Sarangani Province.

14
RESEARCH RESPONDENTS

The respondents of the study were the people of Purok Durian who

voluntarily answered the question that the researchers asked.

SAMPLING METHOD

The respondents of this study was selected using a random sampling

method, where only the person who is willing to answer is our target to answer

the questionnaires.

DATA GATHERING PROCEDURE

The researchers requested permission from the school principal to go

outside the campus to conduct this study. Also they ask permission to the

barangay captain of Brgy. New La Union to obtain residents preference for their

community. The questionnaires were meant to collect the information about

residents reaction and willingness to answer the questions. After consulting with

concerned persons, a short face-to-face orientation on the study's benefits was

conducted for Purok Durian, New La Unon, Maitum, Sarangani Province.

Tabulation of data was completed after collecting all quantitative And

qualitative data from residents and business owners in Purok Durian. The final

stage of the data collection technique was the data analysis and interpretation.

DATA GATHERING INSTRUMENT

In determining the influence of tourism on the economy of Purok Durian ,

New La Union, Maitum, Sarangani Province. The researchers will conduct

the study through visiting the area and ask the residents and the business

owners to answer willingly. The transmittal letter will be given to the teacher

providing the recipient with a specific context that describe why it is being sent or

given as well as the purpose for sending it. Before handing the questionnaires to

the respondents we will ask them if it is okay for them to answer the

questionnaires and explain what our topic is all about so that they will have an

idea when answering. After, we will give the questionnaires to each resident and

wait for them until they are all finished answering.

The researchers employed a two (2) 5-point Likert scales to measure the

influence of tourism on the economy of Purok Durian, New La Union, Maitum,

Sarangani Province. The respondents were asked to indicate how strongly they

agree with each of the statement, ranging 1 (strongly disagree), 2 (disagree), 3

(maybe), 4 (agree) and 5 (strongly agree). The scales below was used to

interpret the influence of tourism in Purok Durian.
