INTRODUCTION
As a res u lt of maj o r deve l o p me nts i n cable syste ms with extruded i n s u lation fo r voltages a bove
1 50 kV , C I G R E Study C o m m ittee ( S C ) 2 1 set up Work i n g G ro u p (WG) 2 1 .03 in 1 99 0 . The terms
of refe rence of WG 2 1 . 03 were "to prepare recomme n dations for electrical type tests, sample
and routine tests, based on exten ding /EC 60840: 1 9 8 8 up to 400 kV and to make proposals for
prequalification/development tests which, as a minimum, sho uld b e performe d" .
WG 2 1 . 03 re ported that the exte nsion of I EC 60840 [2] to voltages a bove 1 50 kV needed extra
cons i deration because of the fol lowi n g factors :
1 ) such cab les form part of the backbone of the tra n s m ission system a n d , therefore , re l i a b i l ity
cons iderations a re of the hi g hest pri ority ;
2 ) these cab les and t h e i r accessories operate with h i g h e r e l ectrical stresses t han cables u p to
1 50 kV a n d , as a res u lt, have a s m a l l e r safety m a rg i n with respect to the i ntri nsic
perform ance bound aries of the cable syste m ;
3 ) such cables a n d accessories have a t h i cker i n su lation wa l l than those u p t o 1 50 kV a n d , as
a res u l t , a re s u bj ected to g reater thermo-me chanical effects ;
4) the d e s i g n and coord i n ation of the cables a n d accessories become more d iffi c u l t with
i n creas i ng syste m voltage leve l s .
On the advice of C I G R E , a long term acce le rated a g e i n g test was i ntrod uced i n the first e d i t i o n ,
i n o r d e r t o g a i n s o m e i n d ication o f the long term rel i a b i l i ty o f a c a b l e system . This test, known
as the "preq u a l ification test", was to be performed on the com p l ete system comprising the cab l e ,
joi nts a n d term i n ations i n ord e r t o demonstrate t h e p e rforma nce o f the system .
At its meet i n g i n November 2004 , T C 2 0 concluded that the next rev i s i o n of I EC 62067 s h o u l d
i n cl u de the reco m m endation for test i n g o f HV a n d E H V extruded cables t hat w a s u nd e r
preparation by the C I G R E S C B 1 ( previously S C 2 1 ) WG B 1 . 0 6 . T h i s was made ava i l able as a
C I G R E Tec h n i ca l B roch u re 303 [6] before the meeting of TC 20 i n O ctober 2006, wh ich
confi rmed this view. Therefore , Tec h n ical B roch u re 303 has been considered by TC 20 and
m aj o r pa rts have been i m p le m ented i n this sta n d a rd . This has resu lted i n some mod ifications
to the p req u a l ifi cation test req u i rements, a major change b e i n g the addition of the exte nsion of
the preq u a l ifi cation test. Th e l atte r test req u i res a pproxim ate ly one q u a rter of the time to
com p l ete w h e n compared with the fu l l preq ual ificati o n test.
This t h i rd edition of I E C 62067 has been prod uced as part of the normal period i c rev iew a n d

for Leve l I or I I m ax i m u m canti lever operating load i n serv i ce (or M M L i n the case of com posite
i n s u lators ) . Level I refers to a normal load and s h a l l be ge ne ra l ly a p p l i e d , u n less a p u rchaser
specifies a heavy load of Level I I . Altern atively, a d iffe rent v a l u e of m axi m u m canti lever
operati ng load or M M L can be agreed between the p u rchaser a n d m a n ufact urer.
For the pu rpose of carry i n g out the cable syste m or accessory tests descri bed i n this docu m ent
a n d record i n g the resu lts , the accessory s h a l l be identified .
8 Test c o n d i t i o n s
U n l ess otherwise s pecified i n the deta i l s for the particu l a r test, tests s h a l l be carried out at a n
a m bi ent tem peratu re o f (20 ± 1 5 ) ° C .
Where test voltages are spec ified i n this document as mu lt i ples of the rated voltage u0 , the
value of u0 for the d eterm i n ation of the test voltages sha l l be as s pecified in Table 4 .
For cables and accessories of rated voltages n ot s hown i n the ta b l e , the value of u0 for the
determi nation of test voltages can be the same as fo r the nearest rated voltage which i s g i v e n ,
provided t h a t the va l u e o f Um for the ca b l e and accessory is n o t h i g h e r t han the co rrespond i n g
value i n t h e ta b l e . Otherwise, a n d particularly i f t h e rated voltage is n o t close t o o n e of the
values in the table, the value of u0 on w h i c h the test voltages are based shall be the rated
va l u e , i . e . U d ivided by '13 . The associated test voltages s h a l l be esta blished by c a l c u l ation
u s i n g the m u lt i p l ie rs g iven i n Table 4 or i nterpolation whe re no m u lti p l i e r i s give n .

are used on a system of category A, as defi ned in I E C 601 83 [7] .
It is recom mended that one of the test methods described i n An nex A is used to determ i n e the

11 Sa m p l e tests o n accessories
The c h a racte ristics of each component s h a l l be verified i n accord ance with the specificati ons
of the a ccessory m a n ufacturer, either thro u g h test reports from the m a n ufacturer of a gi ve n
com ponent o r t h ro u g h i ntern a l tests .
NOTE As components d iffe r from one man ufacturer to another, it is not possible to d efi ne common sample tests on
components i n this document.
For a ccessories w h ere the m a i n i n su lation can not b e routine tested (see 9 . 1 ) , the fo l l ow i n g
e l ectrical tests s h a l l be carried o u t b y t h e m a n ufacturer o n a fu l l y asse m bled accessory:
T h e seq ue nce i n w h i c h these tests a re carried out i s a t the d i scretion o f the m a n ufacturer.
NOTE Examples of main insu lations that are not routine tested a re insu lations taped a nd/o r moulded o n s ite.
These tests s h a l l be performed on one accessory of each type per contract if the n u mber of that
type i n the co ntract is a bove 50.
If the sa m p l e fa i l s either of the a bove two tests , two fu rther sam p l es of the same accessory type
shall be taken from the contract and s u bj ected to the same tests . If both additio n a l sam p l es
pass the tests , the other accessories of the same type from the contract s h a l l be rega rded as
having com p l ied with the req u i re m e nts of this docu m e n t . If either fa i l s , this type of accessory
of the contract s h a l l be reg a rded as h a v i n g fa i l ed to comply.

stress leve l s , w h i c h m i g h t adversely change the performa nce characte ristics.

e l ectrical type tests is not necessary on accou nt o f t h e d ifferences i n t h e co n d u ctor o r

A type test certificate si g ned by the re prese ntative of a com petent witnessing body, or a re port
by the m a n ufacturer g i v i ng the test res u l ts a n d s i g ne d by the a p p ropriate q u a l ified offi cer, or a
type test certifi cate issued by an i nd e pe n d e n t test laboratory , s h a l l be accepta b l e as evidence
of type testi n g .
The type tests s h a l l com prise the e l ectrical tests on the complete cable system as s pecified i n
1 2 .4 a n d the a p p ropriate non-electrical tests o n cable components a n d com p l eted cable
s pecified in 1 2 . 5 .
The non-e lectri cal tests on cable compone nts a n d cable are l i sted i n Table 5 to Table 1 0 ,
i n d i cati ng w h i c h tests are a p p l ica b l e to each i n s u lation a n d oversheath com p o u n d . The tests
u n der fire cond i t i o n s, as l i sted in Table 1 0 , are o n l y req u i red if the m a n ufact ure r wi s hes to cla i m
co m p l i ance with these tests a s a special feature of t h e desig n of the c a b l e .
Cab les a n d accessories sha l l be ass e m b led in the m a n n e r specified by the manufact urer's
i n structions , with the g rade a n d q u a ntity of m ate rials s u p p l i e d , i n c l u d i n g l u bri ca nts if a ny .

1 2 .4 . 1 Test voltage v a l u e s
Prior to th e e l ectrical type tests , the i n s u lation t h i ckn ess of the cable s h a l l be measured by the
method s pecified in I E C 6 0 8 1 1 - 2 0 1 on a re presentative s a m p l e take n fro m the length to be
used for the tests , to check t h at the average thi ckness is not excessive com pared with the
n o m i n a l va l u e .
If the averag e th ic k n ess of the i n s u l ation exceeds t h e nominal value by m o re than 5 % but by
not more than 1 5 %, the test voltage shall be adj usted to g ive a n electri cal stress at the
co n d uctor screen equal to that a p p l y i n g when the average th ickness of the i n s u lation is e q u a l
to the n o m i n a l v al u e and the test voltages a re the n o r m a l va l u es specified fo r the rated voltage
of the cab l e .
T h e c a b l e l e n gth u s e d for t h e e l ectrical type tests sha l l not have a n average i n s u l ation th ickness
exceed i n g the n o m i n a l va l u e by more than 1 5 % .
The tests in ite ms a) to i) s h a l l be made in the fol l owing sequ ence (see a lso 1 2 . 3 ) :
j) res istivity of the cable se m i-cond ucting screens (see 1 2 .4 . 9 ) that s h a l l b e measured o n a
separate s a m p l e . No b e n d i n g test is req u i red o n the test s a m p l e .
The cable s a m p l e s h a l l be bent aro u n d a test cyl i nd e r (fo r exa m p l e , the h u b of a cable d r u m )
a t a m b ient tem peratu re for a t l e ast o n e com p l ete turn a n d unwo u n d , w i t h o u t ax i a l rotatio n . T h e
s a m p l e s h a l l then be rotated throu g h 1 8 0 ° a n d t h e p rocess repeate d .
In the case of cables with a l a m i n ated meta l tape o r foi l , a visual exa m i nation accord ing to
C l a use G . 1 sha l l be carried out, after completion of the three b e n d i n g cycl es.
The test voltage s h a l l be ra ised g ra d u a l l y to and held at 1 , 75 u0 for 1 0 s and then slowly
red uced to 1 , 5 u0 (se e Table 4 , col u m n 5 ) .
If, for p ractical reasons, the test tem pe rature cannot be reach e d , ad d it i o n a l thermal i ns u lation
can be a p p l i e d .
There s h a l l be no detecta b l e d ischarge, exceeding the declared sensitivity , from the test obj ect
at 1 , 5 u0 .
The sample shall be heated by co n d u ctor cu rrent only and the temperature of the con d u ctor
determi ned e ither by measu ring its res i sta nce o r by temperature sensors on the surface of the
scree n/s h eath , o r by te mperature se nsors o n the conductor of another s a m p l e of the same
cable heated by the same means.
If, for practical reason s , t h e test tem perature cannot b e reached , addi t i onal thermal i n su lation
can be a p pl i e d .
The conductor te m pe rature s h a l l be m a i nta i ned with i n t h e stated te m p e rature l i m its for at
least 2 h .
The cable s h a l l have a U-bend with a d i a meter not g reater than the test cyl i n d e r d i a meter fo r
the b e n d i n g test of 1 2 .4 . 3 . The d i a mete r and a l lowed tolera n ces s h a l l be as specified i n 1 2 .4 . 3 .
I f , for p ractical reasons , t h e test temperature can not be reached , additional thermal i n s u lation
can be a p p l i e d .
The conductor te mperature s h a l l be m a i ntained with i n the stated te mperature l i m its for at least
2 h of each heating period . This s h a l l be fol l owed by at least 1 6 h of natural coo l i n g to a
co n d uctor temperature less than or equal to 30 ° C or with i n 1 5 K of a m bient tem pe rature,
Whichever is the h i g he r , but with a max i m u m of 45 ° C . The conductor current during the last 2 h
of each heati n g period s h a l l be record ed .
If the cable ex h i b its excessive d i el ectric loss at th e test voltage, t h i s can affect coo l i n g . I n
extre me cases this cou l d p reve nt cool i n g of the co n d u ctor to with i n the specified te mperature
ra n g e . This behaviour s h a l l be considered a test fa i l u re .
Heating cycles with a cond uctor te m perature h i g h e r t han 1 0 K a bove the m ax i m u m cond uctor
te m perature in normal operation are considered v a l i d .
I n terru pti o n of the test is al lowed , p rov ided 20 com p l ete heati ng cycles i n total under voltage

The P Q test need o n l y b e carried out once u n less there i s a s u bsta n t i a l change i n the ca b l e
syste m w i t h res pect t o materi a l , m a n ufacturing process, des i g n or des i g n e lectrical stress
leve l s . A s u bstanti a l change is d efi ned as t hat which m i g h t adversely affect the performance of
the ca b l e system . The m a n u facturer sh oul d p rov ide a deta i led cas e , i n c l u d i n g test evidence, if
mod ifications a re i ntroduced w h i c h a re clai med not to constitute a s u bsta nt i al change .
P req u a l ification tests w h i ch h ave been successfu l l y perfo rmed accord i n g to the previous edition
of t h i s sta n d a rd are v a l i d .
For a more detailed u n d e rsta n d i n g of the need for a P Q or EQ tests , refe rence s h o u l d be made
to C I G R E T B 303 [6] .
The PQ test s h a l l com prise the e lectrica l tests on the com plete cable system with a p p rox i m ately
1 00 m of fu l l -s ized cable , i n c l u d i ng at least one of each type of accessory. The m i n i m u m length
of free cable between accessories s h a l l be 1 0 m. The seq ue nce of tests shall be as fol l ows :
The test can be conti n u ed for p req u a l ificati o n o f the c a b l e with t h e re pl aced accessory u nt i l a l l
req u i rem e nts o f 1 3 . 2 are met. I f t h e m a n ufact ure r decides t o i n c l ude t h e repa i red accessory i n
t h e cable syste m p re q u a l ification , t h e beg i n n ing o f t h e P Q test o f t h e com p l ete system i s
con s idered t o start after the re p ai r .
Prior to the PQ test of the cable syste m , the i n s u lation thickness of the cable sha l l be me asured
and the test voltage va l u es determ i n e d , as stated i n 8.4 and 1 2 .4 . 1 .
T h e test arran g e m ent s h a l l be re p resentative o f t h e i nsta l l ation desig n conditions, for exa m p le

at this fixed positio n for the d u ration of the test. If a refe rence cable i s used for determ i n ation

For i nsta l l ations where only the overs heath test accord i n g to 1 6 . 2 is carried out, q u a l ity
ass u ra n ce proced u res d u ri n g i n stal l ation of accessories can , by agree ment between the
p u rch aser and m a n ufactu rer, re p l ace the i n s u l ation test accord i n g to 1 6 . 3 .
T h e u s e of very low freq u e ncy (VLF) a n d d a m ped A C ( DAC) waveforms for on-site tests a re not
recom m e n d e d , as fu rther stud ies of these test methods are req u i re d .
The el ectrica l test after i n sta l lation s h a l l be carri ed out o n the overs heath accord i n g to

For the test to be effective, it is necessary t hat the g ro u n d m a kes good contact with a l l of the

A.1 P u rpose
For some tests , it is necessary to raise the cable con d u ctor to a g iven te mperature, typ ically
5 K to 1 0 K a bove the maxi m u m tem perat ure i n normal operati o n , while the cable is e n e rg ized ,
e ither at power freq uency or u n d e r i m p u lse cond i t i o n s . I t is the refore not poss i b l e to have
access to the cond u ctor to e nab l e d i rect measure m e n t of te mperature.
Therefore, methods s h o u l d be used i n which the cond uctor te m pe rature can be mon itored a n d
contro l l e d thro u g h out the d u ration o f the test.
A. 2 . 1 G e n e ra l
The p u rpose o f the ca l i b ration is to dete r m i n e the cond u ctor tem pe rature by d i rect measurement
for a g iven c u rrent, with i n the temperature ra nge req u i red for the test.
The ca b l e used for c a l i b ration (he reafter cal led the refe re n ce cable) s h o u l d be take n from the
same l e n gth as the cable used fo r the m a i n test loo p .
T h e te mperature sensors s h o u l d b e attached t o the con d u ctor b y mechanical mea ns s i nce they
can move due to v i b rati o n s of the cable d u ring heati n g . Care s h o u l d be taken to m a i nta i n good
thermal contact d u ri n g the tests and to p revent leakage of heat to the a m bie nt . It is
recom mended t o mount the te m peratu re sensor( s ) , as shown i n F i g u re A .2, betwe e n two
stra n d s of a stranded cond u ctor or betwee n the (so l i d ) co n d u ctor a n d the co n d u ctor scree n . To
en abl e access to the conductor in the m i d d l e of the refe rence cable, a s m a l l hatch s h o u l d be
made by carefu l re moval of the layers above the cond uctor. After i nsta l l ing the temperature
sensor( s ) , the l ayers that have been re moved can be put back. Thi s can restore the thermal
behav i o u r of the refe rence ca b l e .
To p rove a n eg l i g i b l e heat transfe r towa rds the cable e nds, the d iffe re nce between the read i n g s
o f TC 1 c , T C 2 c and TC 3 c s h o u l d be l e s s than 2 K .

Test u s i ng a refe re n ce cable
In t h i s method , a refe re n ce cable i d e ntical to the cable used for the main test loop is heated
with the same cu rre n t va l u e as the m a i n test loop.
- the reference cable carries the same cu rrent as the m a i n test loop at a n y t i m e ; s m a l l cu rrent
changes a re a l l owed in order to e q u a l ize the s u rface te m pe ratures on the test cable and the
refe rence ca b l e ;
- the reference cable is i n sta l l ed i n such a way that mut ual heating effects a re taken i nto
acco u nt throughout the test.
A te m p e rature sensor (TC8) s h o u l d be mou nted on or u n d e r the exte rnal s u rface of the m a i n
test loop a t t h e h ottest s pot, u s u a l ly i n t h e m i d d l e o f t h e l e n g t h , i n t h e s a m e way a s tem perature
sensor TC 1 8 is mou nted on the h ottest s pot of the refe rence cable to check that the oversheaths
of both loops are at a s i m i l ar te m perature.
The tem perature m easu red with temperature sensor T C 1 c on the conductor of the refe rence
loop can be considered to be re presentative for the co n d u ctor te m pe rature of the e n e rg ized test
l oo p .
The heating cu rre nt o f both loops s h o u l d be adj u sted such t hat t h e con d u ctor te mperature is
kept with i n the s pecified l i m i ts .
The reference cable can b e co n n ected i n series with the test cable i f the te m pe rature i s
measured via a n optical fi bre l i n k o r eq u i va l e n t .
The p u rpose of the c al i bration is to d eterm i ne the co n d u ctor tem pe rature by d i rect measurement
for a g iven c u rrent, wit h i n the te mperature range req u i red for the test.
The cable used fo r ca l i bration s h o u l d be taken fro m the same length as the cable used for the
main test loop and the way of heat i n g should be identica l .
D u r i n g ca l i b ration and d u ri ng the test of the m a i n l o o p , the cable cond u ctor te mperature of the
m a i n test loop s h o u ld be calculated in accordance with I E C 60853-2 [ 1 OJ, based on the
measured externa l te m peratu re of the oversheath (TC8 ) . The measure ment s h o u l d be carried
out with a tem pe rature sensor at the h ottest s pot, attached to or under the exte rnal s u rface, in
the same way as for the refe rence cable .
The heating c u rre nt s h o u l d be adj usted to obta i n the req u i red value of the calcul ated co n d u ctor
te mperature, based on the measured exte rnal tem pe rature of the oversheath.

The test of j o i nts , cables with a m eta l sheath i n terruption a n d accessories for cable screen
i nterruption and/or earth co n n e ct i o n , s h a l l be a p p l i e d to a n accessory w h i c h has passed the
heati n g cycle voltage test (see 1 2 . 4 . 6 ) or to a separate accessory w h i c h has und ergone at least
20 thermal cycles accord i ng to 1 2 . 4 . 6 but without voltage a p p l i e d .
Add itional vo ltage tests accord i n g t o H . 3 . 3 can be carried out before com m e n c i n g the
heatin g/cool i n g cycles , at the d iscretion of the m a n ufact urer.
H.3.3.1 G e n e ra l
For accessories s u bj ected t o the water i m mers i o n test, voltage tests sha l l be carried out o n
com p letion o f t h e heat i n g cycles i n water, w i t h t h e test assem b ly sti l l i m me rsed. If it i s not
practi cable to carry out the e l ectrical tests whi lst the asse m b l y is sti l l i m m e rsed i n wate r, the
asse m b ly can be removed from the water a n d the voltage tests carried out with a m i n i m u m of
delay. In this case , earth i n g of the test object can be ach ieved by wra p p i n g with a wet fabric,
or by using a con d u ctive coat i n g a p p l ied over the entire exte rior s u rface of the test asse m b l y .
No b rea kdown of the test o bject shall occur d u ring any of the e lectrical withsta nd tests . F a i l u re
or flashover of a term i n ation of the cable s h a l l not be consi de red a fa i l u re of the test object.
A test voltage of 25 kV D C s h a l l be a p p l ied for 1 min betwee n both sides of the metal screen or

u n d ergon e at least 20 thermal cycles accord i n g to 1 2 . 4 . 6 but without voltage a p p l i e d . T h is
req u i rement can be o m i tted if the scree n i n s u lation is external to the m a i n body of the
accessory, for exa m p l e i n the case of s u p port i n s u lators .
A test voltage of 25 kV D C s h a l l be a p p l ied for 1 min between the screen and earth .
