Q1) State in details what that takes place upon completion of the planning and design process of public

projects, under conventional contracts. In other words mention what happens next.

The project is ready for construction; and advertising or selection process to obtain one or more
qualified construction contractors begins. After selection qualified one or more contractors, selection
of the lowest qualified bidder, enters into agreement/contract with the GC who in term is responsible
for building the project in accordance with the contract documents (drawings and specifications) and
local laws.

Q.2) What are the 5 step processes of initiating a project.

Q.3) Briefly explain the difference between the four principal types of contractual relationship
encountered in construction project.

1. traditional architect/engineer (A/E) contract = A/E to perform planning and design services,
including preparation of plans, specifications and estimates. During construction services limited to
field visitations, review contractor’s payment requests; review shop drawings, evaluation of
contractors claims; interpretation of plans and specs, change order requests and final inspection.

2. design/construction manager contract = similar to traditional A/E contract with the exception that
A/E’s project manager is fully responsible to the owner during both the design and planning phases as
well as the entire construction phase to provide for all project needs. Schedule, cost control, quality
control, coordination of work. Review figure 1.4

3. professional construction management (PCM) contract = owner engages a construction


management firm under separate contract in addition to a conventional A/E and construction
contractor contract. PCM performs no design or construction with its own forces. PCM responsible for
reviewing the A/E payment requests in addition to those of the contractor; responsible for total
project time and cost and quality. Review figure 1.5

4. design-build contract = called turnkey construction = owner enters into an agreement with a single
firm to produce all planning, design, and construction with its own in house capabilities. Advantages =
elimination of contractor claims against owner resulting from errors in the plans or specs. And ability
to begin construction on each separate phase of a project as it is completed without waiting for
overall project design completion = fast track concept. Review figure 1.6

Q.4) whether in the direct employ of the owner, the design firm, or the contractor, the project manager
is usually the person responsible for the management of all phases of the project for his or her
organization. What are the responsibilities of a project manager for: (a) a design firm: (b) the owner; and
(c) in the contractor’s organization?
(a) for a design firm: PM controls the scheduling, budgeting, cost control coordination of design
and construction, letting of contracts for the owner, the sole contact with the client.
(b) For the owner: PM is similarly responsible for all phases of a project, but may participate in
A/E selection and is the representative of the owner in connection with any business
concerning the project.
(c) In a contractor’s organization: PM = superintendent responsibilities include coordination of
subcontractors, scheduling, cost control, labor relations, billing, purchasing, expediting, and
other functions related to the project.

(a) Participate in determining the bidding strategy involved in a fast-track, multiple prime contract
project to avoid conflicts during the letting of separate contracts.

d) Conferences and meetings = attend meetings ; preconstruction, pre-bid, progress; job and prepare

f) Shop drawings and samples = record date of received samples and approved shop drawings; receive
samples furnished at site by contractor.

h) Review of work and rejection of defective work = conduct site inspection/observation of work
progress and determine if work proceeding is in accordance to requirements/contract documents
i) Inspect, test, start-up = scheduled major tests inspection and start-up system of important phases of
work; verify test inspection and start-up operating and maintenance training are conducted in
presence or owner’s representative; observe record and report appropriate details relative to test
procedure and system start-up; accompany inspectors visits and record report results of inspection
and report to engineer.
j) Reports = maintain site files for correspondence, reports for job conference, prepare daily report,
dairy, logs book, record names addresses telephone numbers of all contractors subcontractor
suppliers, at project completion al project documentations.
k) Reports = furnish periodic reports of progress of works, draft and recommend proposed change
order work change directive, field order, report of all inspection test and start-ups, report of any
accidents on site of hazardous environmental conditions, damaged property by fire or others.
l) Payments progress = review applications of payments with contractor for compliance, work
completed, materials and equipment delivered at site and not yet incorporate in work.
m) Certificates, Operations and Maintenance Manuals: verify materials and equipment certificate and
operations and maintenance manuals are applicable to the items installed and in accordance with
contract documents.
n) Completion = submit to contractor a list of observed items requiring completion or correction,
participate in final inspection, observed whether all items on final list are completed or corrected and
make recommendations for acceptance and issuing notice of acceptance of work.
